"According to data from 3,900 cities and counties across the country, HUD found that more than 1,500 communities reported a reduction in the number of long-term homeless persons over a one-year period. HUD's analysis indicates there were 155,623 chronically homeless individuals in 2006, down from 175,914 from the year before - an 11.5 percent decrease."

According to USA Today, "Before 2005, HUD did not annually compile such information...
Culhane says the chronically homeless represent only 10% of people who experience homelessness at some time during the year, but they use 50% of emergency-shelter resources. He says 80% are men and nearly half are African-Americans."

To achieve this result, it is said that the US Government or Department of Housing and Urban Development had to build or find 4,000 houses for homeless people.

This news was partly reported in Japan by a Japanese newspaper.

Ideally, if you find a homeless person in your village, town, city, county, sate, or country, you have to report it to a public administrative office with the pertinent jurisdiction.

Then, the whole local governmental organization should function properly to find a place for the homeless person to live in and a job for him to be engaged in.

Then, there will be no homeless persons in any country, including Japan and the U.S. as well as Iraq and Afghanistan.

Mankind cannot do this simple thing yet 2500 years after the emergence of Buddha, Confucius, and Moses; 2000 years after the emergence of the Son of God; 1400 years after the endowment of Islam, 800 years after the new enlightenment of Japanese Buddhism; and 100 years after the Expansion of American Christianity.

Rich men all over the world outwardly look different but they share one trait. Understanding how to deal with other people and worldly systems so as to make money is common to them all. All the homeless people in the world look the same spiritually. Understanding how people can be cruel in neglecting other people in so much misery as to lose a home and a job is common to them all.
