What Is At Stake


The sub-era of the American War on Terror is going to be closed with the death of Osama bin Laden.

It started at the World Trade Center, New York, and has ended in Abbottabad, Pakistan.

If Americans and Muslims in the Middle East get richer and better off in their living, everybody will soon forget about Osama bin Laden and the 3/11 Terror of 2001.

It is possible for the world to take this course.

But, evil will not stop manifest itself in the world in a different form. It is so, since underlying conditions that led to the War on Terror still remain in the U.S. and the Middle East, though the U.S. has the first African American President and the Middle East sees democracy prevailing.



SECTION I: Why Google's Blogger Failed Yesterday?

Yesterday, this blog system Google runs failed all-day long.

Accordingly I could not post a new entry all-day long.

But why did they fail in maintaining and managing properly this blog platform? In their Twitter, they simply wrote (with love to their users?):

The process and procedures in a server, installed in a building room of Google, that manages and supervises a blog for each user work in a very different way from what is inferred from its appearance on a PC screen at a user's site, though they are driven by events triggered by a user manipulating his keyboard or mouse.

First of all, the control flow and the data flow should be matched in the server for each account that represents a user. A user ID, a user database, and a control mechanism must be matched. Here something wrong can happen, since there are so many users who practice their own blog interaction in their unique manner. Common pieces of programs inside the server might not be able to follow and meet all the conditions caused by various users.

Second, the bunch of computer programs inside the server to control all the blog entries by users is of course commonly used. There is not a one unique group of programs for each blog user. Rather, one common set of computer programs is invoked each time a user logs in. This set must keep order and structure in its program space. But, some programs must work beyond this individual program space to use or link to some common functions and data. And, when so many programs from each user space have accessed certain system functions or data, there can be collision, missing, loss, or unresolved logics or calculation of these program actions that might badly influence a server controlling the whole system interface or the whole system database to put them in a state of malfunction.

Finally, a human error can happen at any time. For convenience of operators and programmers in the Google's Blogger division, some assets in the Blogger system might be diverted for test or development purposes. There is a chance that a certain section of the division might use this Blogger system for training of its stuff or a simulation of prevention of hacking. And when finishing their temporary use of the Blogger system, they might forget to return program or system conditions in the server to the normal state for blog services.

So, anything can happen in a huge and complicated system that is open to the world through the Internet.

And, what is terrible is that internal codes and program statements are not made open to the world as proprietary assets of a company that provides such a service to the world. Any program bugs can forever remain in a system or on a line of program codes.

So, do not trust computers and telecommunications systems, since no engineers and technology companies are perfect.

The global trade is good for prosperity of mankind in large. But, its infrastructures are being abused by three evil products: oil, arms, and drugs.

Afghanistan and Pakistan are at a focal point in this context. Osama bin Laden was a symbolic figure outstanding in this region, though he said he was fighting against the enemy of Islam.

So, we can analyse implication of the end of the sub-era symbolized by Osama bin Laden in this context of studying a global state of trade of oil, arms, and drugs.

In GEC, we learn that today’s global economy is driven by trade in oil, arms, drugs, and slavery (including prostitution). Where neoliberalism flourishes, so do these sectors. On the drug trade, Michel Chossudovsky writes, "The underlying military and intelligence objective is to protect the cocaine and heroin markets, which feed billions of narco-dollars into the Western banking system." Indeed, a recent report by Bloomberg News exposed how Bank of America and Wachovia (now owned by Wells Fargo) finances Mexico's drug cartels:

There were two trends in the global political unrest in the late 20th century: the USS invasion of Afghanistan and the Iran-Iraq War.

From the former Osama bin Laden eventually emerged as an enemy of the U.S. From the latter Saddam Hussein eventually came to stand against the U.S. And, after the collapse of the Soviet Union and Saddam's Iraq, Russia is still playing a dangerous game.

The Russian Foreign Ministry says Moscow is ready to boost military relations with Iraq and invest in the war-torn country.

From a historical point of view, evil is more concentrated in " Oil, Arms, and Drugs"; hence any Islamic terror doctrine can be situated under these main evil.

In other word, bad guys supported AlQaeda, simply because it can be advantageous for their business with "Oil, Arms, and Drugs." From a historical point of view, it can be even said that Osama bin Laden took minor part in the scenario of the collapse of the USSR and and some major part in the collapse of Saddam's Iraq.

The main players are dealers hidden in tall buildings in big cities in the world who are making big money in their indirect association with "Oil, Arms, and Drugs" but not poor lonely young Muslims wanting their own justice to be done.

So, do not misunderstand it. What made possible the 9/11 Terror of 2001 on America was not a network of poor lonely young Muslims but complicated and multi-layered networks of those who deal with "Oil, Arms, and Drugs" for big profits.

Ultimately, the issue should be redefined as Islam, Christianity, Judaism vs. "Oil, Arms, and Drugs" but not poor lonely young Muslims vs. the enemy of Islam.



SECTION III: War on the Middle East

The Middle East is the place with little rain fall but plenty of crude oil in addition to so many Muslims who have not yet succeeded in the Industrial Revolution unlike China.

Hence, European/American rich men could easily expand their influence.


Such stark contrast between Europe and the Middle East in terms of climate has symbolized the gap in culture and religion. No Europeans and Americans would like to move to the Middle East to have a richer life. No rich life being surrounded by the rich nature is possible. Besides, too many are there who do not respect Christianity. Maybe in the era of the Roman Empire, some Europeans might want to occupy agricultural zones on the Nile or the Euphrates for rich agricultural products. But, essentially the Middle East is not an attractive land for Europeans and Americans.

So, without crude oil and the nation Israel, the situation must have been simple.

Yet, existence of crude oil and the nation Israel have drawn rich Europeans and Americans to this dry zone, leading to warped intimacy between rich Europeans and Americans and the ruling class of the region (like the case of Saudi Arabia) and also to reaction to expansion of the Western influence (like the case of Iran).

And, as the European/American way of politics is not effective to this dry region, it has taken so many centuries for democracy to start to prevail in the Middle East, while so many wars have been fought there due to strong political friction among peoples in the Middle East under European, Russian, and American bare influences. As the land is dry, not many buffers are there between rivals.

So, in this condition, existence of crude oil and the nation Israel have looked like making the Middle East forever subject to Western power. All they can do seems to just make a war among themselves or against America and NATO without a hope of victory. Conversely, European and American rich men can control the Middle East through wars or only wars, since everything is so different between the Christian world and the Islamic world as the climate suggests.

In this context, it is so futile for anti-American Muslims to rely on war as a means to secure their interest and pride. Europe and America are well prepared for war in the Middle East whether intentionally or unintentionally.

It is time for them to reconsider why Allah gives them crude oil but not plenty of rainfalls. And, why Israel but not the Vatican is around Jerusalem.

Anyway, for rich Europeans and Americans, war in the Middle East is nothing that can threaten their rich life in the rich nature in their homelands.

That is why Afghanistan was once left in a civil war after withdrawal of Soviet troops, why Iraq and Iran were left in their war for so long, why armed conflicts have been so poorly managed through ineffective American interference in Palestine, why the American war in Iraq was supported overwhelmingly by American citizens, and why the war between the U.S. and AlQaeda has been fought so determinedly by the U.S. Government.

Yet, Muslims in the Middle East can start to change their society to make it a platform for a new Islamic kingdom which must be democratic.

Finally, the economic success of China looks like giving a kind of encouragement to change themselves to Muslims in the Middle East.

If there is a gap between the rich and the poor in the Islamic society, the distortion of the society should be resolved through Islamic and democratic process.

But, there were no democratic systems in the Islamic society, and poor Muslims were taught to hate and attack America while the rich in the Middle East were mostly safe.

Anger of the poor Muslims has been diverted from problems in their own society to America. The difference in religion between the Middle East and America has been abused and overemphasized.

This situation must be changed. And, the gap between the rich and the poor in the Islamic society must be overcome.

Consequently, America will be safer. Eventually, the only war the U.S. must face would be a drug war fought around its border to Mexico.

Review of Japan's Nuclear Accident

Tokyo Electric Power Corporation:
Revenue: ¥5308.0 billion or $66.3 billion (consolidated)
Operating income: ¥576.2 billion or $7.2 billion (consolidated)
Net income: ¥310.3 billion or $3.9 billion (consolidated)

Electricity generated in the nuclear power plants accounts for 32% of TEPCO's electricity sales.

It has total 17 nuclear reactors in its three nuclear power plants, including Fukushima Daiichii.

As four crippled nuclear reactors have put TEPCO in the big trouble, 7.5% of its facilities have turned to be a fatal cause for the enterprise TEPCO.

So, the lesson here is that if you cannot manage and control 7.5% of your assets, facilities, or machine, it can be fatal to your business, especially when the 7.5% is essentially different from other 92.5% in its nature concerning safety to your existence and subsistence.



SECTION I: Other Nuclear Power Plants under 3/11 Disaster

The Onagawa Nuclear Power Plant, Iwate Pref., and the Fukushima Daini (No.2) Power Plant, Fukushima Pref., were also under sever pressure and impacts from the 3/11 Earthquakes and Tsunamis.

Yet, unlike the Fukushima Daiichi (No.1) Plant, they could be successfully managed and controlled to settle down in nuclear safety in the wake of the 3/11 Disaster that occurred on northeast Honshu Island, Japan, almost at whose middle point Tokyo is situated.



(1) Fukushima Daini (No.2) Events

March 11:
2:46 pm - The Great East Japan Earthquake occurred. External power source lost. The emergency core cooling systems started.

3:20 pm - A 5.4 meter tsunami hit the plant.

7:26 pm - An emergency diesel generator halted. One system of the emergency core cooling systems halted.

9:52 pm - Valve operation caused reactor pressure to fall. More than 200 degrees C and 67 atmospheres.

March 12:
0:20 am - 53 atmospheres.

3:00 am - 60 atms.

7:20 am - 46 atms.

3:00 pm - 17 atms.

10:40 pm - 1 atm

March 14:
10:02 am - External power sources recovered.

11:43 pm - The emergency core cooling system restarted. More than 120 degrees C and 1 atmosphere in the reactor unit.

March 15:
0:40 am - Cooling work terminated. 54 degrees C in the reactor.

Accordingly, the Fukushima Daini (No.2) Nuclear Power Plant was secured.

(2) Onagawa Events

March 11:
2:46 pm - The Great East Japan Earthquake occurred.

3:30 pm - A 13-meter high tsunami hit the plant, though immersion in sea water could be avoided. A diesel generator was damaged in a reactor unit. A fire occurred in another unit.

6:30 pm - A diesel generator or external power source supplied power for each reactor to cool it.

March 12:
1:00 am - Got into stable condition.

March 13:
10:00 pm - All the reactor units received external power supply to get into operation halt in safety.

Accordingly, the Onagawa Nuclear Power Plant was secured.

On the contrary, the Fukushima Daiichi Nuclear Power Plant was partly immersed in sea water, losing all the external power source and emergency diesel generators. Accordingly, it faced difficulty in cooling reactors, leading to hydrogen explosion.


Yet, there is no denying a chance that all the three nuclear power plants, Fukushima Daiichi, Fukushima Daini, and Onagawa, might have gotten into a catastrophic situation all together.

Since the occurrence of the Fukushima Daiichi accident, many scientists and researchers have made appearances on TV.

Most of them are professors of the University of Tokyo, the leading elite university of Japan. And, those leading scientists mostly defended TEPCO. They denied a grave threat and influence of radiation and radioactive material from Fukushima Daiichi on the human body and health.

And, some critis said that they were all bribed by TEPCO.

Yet, it is also well known that many politicians of the conservative LDP received financial aid from TEPCO, while the LDP had been in power for 50 years till September of 2009.

So, the community consisting of TEPCO executives, Tokyo University professors, conservative politicians, and elite bureaucrats of Japan have all failed before the 3/11 Disaster leading to the Fukushima Daiichi tragedy.

However, this grave debacle was apparently triggered by a nonsense and irresponsible visit of PM Mr. Naoto Kan of the DPJ to the Fukushima Daiichi Nuclear Power Plant in the early morning of March 12.

Now it is highly expected that the opposition LDP would replace the ruling DPJ through the next general election of Japan. The point at issue is how much helpful this nuclear crisis would be for Prime Minister Mr. Naoto Kan trying to stay in the prime minister office as long as possible.

Maybe, the sooner Mr. Kan steps down, the less the crisis of Japan would be expanded.

The overall unemployment rate of Japan is 4.6% as of March 2011, though three prefectures (Iwate, Miyagi, and Fukushima) among 47 prefectures that have been hit hard by the 3/11 Earthquaker/Didsaster/Nuclear Accidents are excluded.

The number of people who are without jobs in Japan were 3.04 million as of March 2011, on the same statistic base.

So, the result from a survey in April is waited for so interestingly.

It tells Japan is in a very advantageous state in the international money market.

Most of Americans do not know that Japan has little debts to foreign countries.

Japan is the largest financial foreign assets owner in the world.

So, the Japanese Government bonds are mostly purchased domestically by Japanese financial institutions, Japanese businesses, and Japanese individuals.

(The ratio of Gov. bonds/GDP is larger in Japan, but it does not matter at all.)

American and European economists and media have speaking ill of Japan so badly since late 1990's. The Japanese economy has been in 15-year long depression. So, most of American citizens misunderstand that Japan has borrowed much money from foreign countries.

But, the fact is that Japan has bee the largest buyer of American Government bonds and securities for two decades till China purchased a little more one or two years ago.

Besides, if currency rates are reevaluated correctly in all the countries, Japan will be able to export more to the world, including the U.S., the E.U., and China.

Nuclear Accidents, No Jokes

The first practical nuclear power plant started to be constructed in Obninsk, the Soviet Union, on January 1, 1951.

For around 10 years, Obninsk remained the only nuclear power reactor in the Soviet Union; the power plant remained active until April 29, 2002 when it was finally shut down.

It was crazy from the beginning to apply nuclear fission to electricity generation. It should not have been put into practice. Accordingly, the USSR collapsed after the Chernobyl accident.

It can be truly labelled as work of mad scientists as we look back at it from today.


SECTION I: Death Rates due to Radiation Exposure

Cigarettes might kill you in a possibility of less than 10%, but 20 milli-sievert exposure (per year) to radiation would kill you at around 0.1%.

If you are a Japanese in your 40's, your chance to die committing a suicide is far larger than being killed by 100 milli-sievert exposure (per year) to radiation.

This seems to be the logic the Japanese Government has adopted since the outbreak of the Fukushima nuclear accident.



Yet, various parties concerned measure and check radiation levels at more than 300 locations over Japan to report to an Internet site called "Japan Geigermap : At-a-glance" where measured values less than 0.1 micro-sieverts are the norm around Tokyo and less than 1 micro-sieverts in Fukushima Prefecture (except Fukushima City, Koriyama City, and a 30-km northwest zone from Fukushima Daiichi) .

However, before March 11, 2011 this kind of activities was regraded as an unnecessary fuss.

Indeed, arrogance of the nuclear community in Japan has been hit hard. Parties involved in the government, the utility industry, the support industry, and the academy and the Media have all lost face, while still behaving shamelessly around trillion yen budget talks.

It can be well said that what have happened twice could happen the third time: Hiroshima, Nagasaki, and Fukushima.



SECTION II: Nuclear Terror

As I wrote a week ago, if Osama bin Laden had been allowed to continue his war on the U.S., the chance would be very high for AlQaeda to have access to nuclear material.

After several incidents in Pakistan in which terrorists attacked three of its military nuclear facilities it became clear that there emerged a serious danger that they would gain access to the country’s nuclear arsenal, according to a journal published by the US Military Academy at West Point.[22] In January 2010 it was revealed that the US army was training a specialised unit "to seal off and snatch back" Pakistani nuclear weapons in the event that militants would obtain a nuclear device or materials that could make one. Pakistan supposedly possesses about 80 nuclear warheads. US officials refused to speak on the record about the American safety plans.[23]

A study by Belfer Center for Science and International Affairs at Harvard University titled 'Securing the Bomb 2010', found that Pakistan's stockpile "faces a greater threat from Islamic extremists seeking nuclear weapons than any other nuclear stockpile on earth".[24]

According to Rolf Mowatt-Larssen, a former investigator with the CIA and the US Department of Energy, there is "a greater possibility of a nuclear meltdown in Pakistan than anywhere else in the world. The region has more violent extremists than any other, the country is unstable, and its arsenal of nuclear weapons is expanding."[25]

Nuclear weapons expert David Albright author of 'Peddling Peril' has also expressed concerns that Pakistan's stockpile may not be secure despite assurances by both Pakistan and U.S. government. He stated Pakistan "has had many leaks from its program of classified information and sensitive nuclear equipment, and so you have to worry that it could be acquired in Pakistan," [26]

A 2010 study by the Congressional Research Service titled 'Pakistan’s Nuclear Weapons: Proliferation and Security Issues' noted that even though Pakistan had taken several steps to enhance Nuclear security in recent years 'Instability in Pakistan has called the extent and durability of these reforms into question.'

However, individuals and organizations engaged in terror business will not use nuclear weaponry. If they wield nuclear material, they know they would be hated by 1000 times more people than they are now. Accordingly, world citizens would start to destroy and eradicate them in 1000 times more efforts. Such terrorists would be labeled as enemies of mankind.

What is worse, they would lose environment and framework of the world, civilization, and market where they can enjoy rich life with money earned through terror business. Nuclear terror warfare would surely destroy cozy and comfortable living space they have been in.

Yet, a mad guy can emerge in any sector of the world.



SECTION III: Whatever Shocking Is Possible

Or should I say whatever laughable can be possible?

In late 1980's, people would have laughed at a joke that Saddam Hussein was going to annex Kuwait by force.

In early 1990's. people would have laughed at a joke that a cult would launch a sarin gas attack in Tokyo subway networks injuring 6000 commuters.

In late 1990's, people would have laughed at a joke that a son of a Saudi billionaire family would launch terror attacks on Pentagon and the World Trade Center to succeed in demolishing the two towers.

In early 2000's, people would have laughed at a joke that an M9.1 earthquake at Sumatra would claim 200,000 lives with an accompanying tsunami around the Indian Ocean.

In the middle of 2000's, people would have laughed at a joke that an African American would replace Mr. George W. Bush as U.S. president soon since Lehman Brothers would soon disappear.

Then, a Haiti earthquake and subsequent disasters took 300,000 lives of Haitians in 2010.

Then, an M9.0 earthquake occurred on northeast Honshu of Japan, taking 26,000 lives and damaging four nuclear reactors.

And, Osama bin Laden was taken on by the first African American President of the U.S. who has apprehended graveness of nuclear terror that might be initiated from the disaster-plagued country of Pakistan.

So, it is better to take protective measures around every nuclear facilities on the earth, including those in North Korea and Israel.

The U.S. Navy runs 10 nuclear-powered aircraft carriers and 72 nuclear-powered submarines in addition to one nuclear-powered research ship.

Indeed, what allows the U.S. to enjoy the status of super power is the nuclear power generation machine, which is accordingly so ominous.

It is time to back away from the glory supported by nuclear power generation, since we can find more peaceful technology for power generation.

Otherwise, something more devastating could happen than Hiroshima, Nagasaki, and Fukushima, especially, in the War on Terror or through the terror business.

The energy of the 3/11 "Northeast Japan" Great Tsunami completely destroyed the world largest breakwater (underwater depth 63 meters, above-water height 8 meters, thickness 20 meters, and width 2000 meters [1.2 miles]) installed in Kamaishi Bay, Iwate Prefecture of Japan.

A branch of the 3/11 "Northeast Japan" Great Tsunami" also attacked the Fukushima Daiichi Nuclear Power Plant, 200 km south of Kamaishi Bay, with presumably a similar amount of energy.

So, the Fukushima Daiichi Nuclear Power Plant suffered from the tsunami on March 11, 2011, as if attacked by 250 Jumbo Jet planes (Boeing 747s) flying in at 1000 km/h.

Accordingly, some experts and parties concerned say that it was an accident beyond expectation.

Yet, we are talking about reality: how to fix Fukushima Daiichi with four reactor units damaged so badly by hydrogen explosion and fire.



SECTION I: Fukushima vs. Moscow

A few weeks ago or more than a month after the Fukushima Daiichi explosion, the Russian embassy in Tokyo checked the radiation level around the embassy to find that a radiation dosage in Tokyo is smaller that the one in Moscow.

Accordingly, an official recommendation of voluntary restraint to travelling to Tokyo was cancelled by the Russian Government.

However, the radiation amount in Fukushima City is around 1.5 micro-sieverts/hour nowadays. If this situation continues for a year, residents will suffer 13 milli-sievers of radiation while 20 milli-sieverts are now adopted for the allowable limit of an exposed dose for children by the Japanese Government. And, in some schools of Fukushima Prefecture they are trying to exchange the current soil on a play yard with uncontaminated soil.


SECTION II: No Tokyo Tap Water Contaminated

The Japanese Government set water radiation standards more than 100 times larger than the world standards. But, actual measured values conform to the world standards, so little.

It does not appear that nuclear contamination of seafood will become a food safety problem for consumers in the United States. Among the main reasons are that:
• damage from the disaster has limited seafood production in the affected areas,
• radioactive material will be diluted before reaching U.S. fishing grounds, and
• seafood imports from Japan are being examined before entry into the United States.

According to the U.S. Food and Drug Administration (FDA), because of damage from the earthquake and tsunami to infrastructure, few if any food products are being exported from the affected region.

For example, according to the National Federation of Fisheries Cooperative Associations, the region's fishing industry has stopped landing and selling fish.

U.S. fisheries are unlikely to be affected because radioactive material that enters the marine environment will be greatly diluted before reaching U.S. fishing grounds. However, some advocate vigilance, especially for seafood from areas near the damaged nuclear facility. It has been suggested that cesium-137 may move up the food chain and become concentrated in fish muscle or that radiation hot spots may occur.

The Fisheries Research Agency (Japan) has tested samples from areas south of the damaged nuclear facility, and it has been reported that radiation levels are far below the standards set by Japan’s health ministry.

CHAPTER I: Timeline on "Osama Raid" Announced on May 2

Surprisingly, there was a chance that Osama bin Laden was not there in the compound at Abbottabad at the very early morning of May 2, local time.

It looks like President Mr. Obama took to the gamble, since he looked like not 100% sure about presence of Osama bin Laden at the rade time.

• February: U.S. officials concluded there was a "sound intelligence basis" for pursuing bin Laden at that location.

• March and April. Obama held a series of National Security Council meetings "to develop courses of action to bring justice to Osama bin Laden." There were at least five meetings: March 14, March 29, April 12, April 19 and Thursday.

• Friday. Obama gave the final order to pursue the operation.

• Sunday. After months of decision-making and planning, a U.S. military team conducted a small helicopter raid on the compound. The officials did not provide a breakdown of team members, but a senior U.S. defense official said U.S. Navy SEALs were involved in the operation.

The senior administration officials provided these details of the raid:

• The team was in the compound for 40 minutes. It did not encounter any local authorities during the raid.

• Bin Laden resisted the assault force and died in a firefight. Along with bin Laden, three adult males were killed.

• Two were believed to be the couriers, and one was a son of bin Laden's.

• A woman used as a human shield by a male combatant died, and two women were injured.

• A helicopter was lost because of mechanical failure.

• Intelligence on bin Laden was not shared with Pakistan and other countries.

• After the raid, U.S. officials briefed Pakistani and other world leaders.

• Bin Laden has been buried at sea and his body was handled in the Islamic tradition. The officials but did not elaborate.

They all look like circumstantial evidence.

How can you send scores of troops 250 km over the border giving an instruction to kill whoever mails they will find in the compound without identifying them as Osama bin Laden or not?

It is a kind of gamble. And, what should have happened if Osama bin Laden had not been there by chance at the night?

Is it possible to start the operation without confirming the figure of Osama bin Laden in the compound not once before it was launched?

What is required was not a "sound intelligence basis" for pursuing bin Laden at that location but concrete and repeatedly confirmed evidence of pictures and voices of Osama bin Laden in the compound and 24-hour-base monitoring records indicating the life and the figure of Osama bin Laden there. It is so, since the U.S. must send scores of troops without permission from the Pakistani Government to a 250-km inland over the border from Afghanistan.



CHAPTER II: CIA

In 2008, Mr. George W. Bush was still in his presidency. He might have been very reluctant to take on Osama bin Laden for whatever reason. If so, CIA must have respected the mood of the then president.

ISLAMABAD - A US cable, released by WikiLeaks on many social websites including Twitter, has revealed that the US spy agency operatives knew since year 2008 that Al Qaeda chief Usama Bin Laden's family had been hiding in Abbottabad.

However, the question is why the US took three long years to apprehend Usama?

Abu Faraj al-Libi, who was also known as Mustafa Faraj Muhammad, a Libyan national, told his captors in Guantanamo Bay in year 2008 that he was the operational chief of Al Qaeda and had long-term associations with Usama Bin Laden (UBL) and Dr Ayman al-Zawahiri.

He managed Al Qaeda operations, including Al Qaeda operations in Iraq, after Khalid Shaykh Muhammad's capture.

While at Shkai, detainee met with Al Qaeda’s Shari'a Council, delivered funds to fighters, met with Hamza Rabia, and visited IZ-10026. In mid 2004, detainee moved his family from Abbottabad to Bajaur, PK. During October 2004, detainee received a letter from UBL asking about the [financial] situations in Pakistan and Waziristan. In addition to the letter, there was a video tape of UBL speeches. In December 2004, detainee met with Shawqi Marzuq Abd al-Alam Dabbas, aka (Khalid Habib), in Bajaur. They discussed possible future operations against US interests in Poland. 14 In mid-March 2005, Abu Ubaydah al-Masri 15 instructed detainee to meet with Abd al-Khaliq Jan in Mardan, PK. It took years of work for intelligence agencies to identify the courier's real name, which officials are not disclosing. When they did identify him, he was nowhere to be found. The CIA's sources didn't know where he was hiding. Bin Laden was famously insistent that no phones or computers be used near him, so the eavesdroppers at the National Security Agency kept coming up cold.

Then in the middle of last year, the courier had a telephone conversation with someone who was being monitored by U.S. intelligence, according to an American official, who like others interviewed for this story spoke only on condition of anonymity to discuss the sensitive operation. The courier was located somewhere away from bin Laden's hideout when he had the discussion, but it was enough to help intelligence officials locate and watch him.

In August 2010, the courier unknowingly led authorities to a compound in the northeast Pakistani town of Abbottabad, where al-Libi had once lived. The walls surrounding the property were as high as 18 feet and topped with barbed wire. Intelligence officials had known about the house for years, but they always suspected that bin Laden would be surrounded by heavily armed security guards. Nobody patrolled the compound in Abbottabad.

In fact, nobody came or went. And no telephone or Internet lines ran from the compound. The CIA soon believed that bin Laden was hiding in plain sight, in a hideout especially built to go unnoticed. But since bin Laden never traveled and nobody could get onto the compound without passing through two security gates, there was no way to be sure.

Despite that uncertainty, intelligence officials realized this could represent the best chance ever to get to bin Laden. They decided not to share the information with anyone, including staunch counterterrorism allies such as Britain, Canada and Australia.

By mid-February, the officials were convinced a "high-value target" was hiding in the compound. President Barack Obama wanted to take action.

ABBOTTABAD/NEW YORK - Extensive surveillance of Osama bin Laden's hideout from a nearby CIA safe house in Abbottabad led to his killing in a Navy SEALs operation, U.S. officials said, a revelation likely to further embarrass Pakistan's spy agency and strain ties.

The U.S. officials, quoted by the Washington Post on Friday, said the safe house was the base for an intelligence-gathering operation that began after bin Laden's compound was discovered last August, and which was so exhaustive that the CIA asked Congress to reallocate tens of millions of dollars to fund it.

"The CIA's job was to find and fix," the Post quoted one U.S. official as saying. "The intelligence work was as complete as it was going to be, and it was the military's turn to finish the target."

CIA SURVEILLANCE

The CIA had spent several months monitoring bin Laden's hideout, watching and photographing residents and visitors from a rented house nearby, according to U.S. officials quoted in the New York Times and Washington Post.

Observing from behind mirrored glass, CIA officers used cameras with telephoto lenses and infrared imaging equipment to study the compound, and they used sensitive eavesdropping equipment to try to pick up voices from inside the house and to intercept cellphone calls, the New York Times said. A satellite used radar to search for possible escape tunnels.

Although Bush talked tough about getting bin Laden "dead or alive," he consistently failed to follow through. In November 2001, when bin Laden and his top lieutenants were cornered at the Tora Bora mountain range in eastern Afghanistan, Bush ordered the U.S. military to prematurely pivot toward planning the next war with Iraq.

According to a later Senate Foreign Relations Committee report, Bush's order to Defense Secretary Donald Rumsfeld to freshen up the plans for an Iraq invasion literally pulled Gen. Tommy Franks, head of the Central Command, away from planning the assault on Tora Bora.

The White House also rebuffed CIA appeals for the dispatch of 1,000 Marines to cut off bin Laden's escape routes, the report said. Denied the extra troops to catch bin Laden, U.S. Special Forces couldn’t nab the terrorist leader before he made his getaway to Pakistan. The hunt for bin Laden was soon put on the back burner. As the Washington Post reported on Friday, "A few months after Tora Bora, as part of the preparation for war in Iraq, the Bush administration pulled out many of the Special Operations and CIA forces that had been searching for bin Laden in Afghanistan, according to several U.S officials who served at the time."

Just six months after 9/11 and three months after bin Laden evaded capture at Tora Bora, Bush personally began downplaying the importance of capturing al-Qaeda's leader. "I don't know where he is," Bush told a news conference. "I really just don't spend that much time on him, to be honest with you."

Now take a look at George W. Bush's pursuit of Bin Laden. From the article "Obama Succeeded Where Bush Failed: Osama Bin Laden Rhetoric And Reality" by Dan Froomkin:
- BUSH RANCH (AUGUST/2001): The unsuccessful attempts to engage Bush culminated in a briefing he got while vacationing on his Texas ranch. As investigative reporter Ron Suskind reported in his book, "The One Percent Doctrine," an unnamed CIA operative flew to Crawford to call the president's attention personally to the now-famous Aug. 6, 2001, memo titled Bin Laden Determined to Strike in U.S. "All right," Suskind reported Bush saying after hearing out the operative. "You've covered your ass, now."

- TORA BORA (DEC/2001): After the invasion of Afghanistan, the Taliban government quickly fell and al Qaeda retreated into the hills. But in December 2001, when bin Laden was unquestionably within reach of U.S. troops in the mountains of Tora Bora, Bush didn't pull the trigger.

- (2001 – 2004): Then for more than three years, Bush treated bin Laden a lot like the wizards in the Harry Potter books treat He Who Must Not Be Named (Dan Froomkin | WaPo): Since the beginning of 2003, in fact, Bush has mentioned bin Laden's name on only 10 occasions. And on six of those occasions it was because he was asked a direct question. In addition, there were four times when Bush was asked about bin Laden directly but was able to answer without mentioning bin Laden's name himself. Not once during that period has he talked about bin Laden at any length, or said anything substantive. During the same period, for comparison purposes, Bush has mentioned former Iraqi leader Saddam Hussein on approximately 300 occasions.

- (SUMMER/2005): Bush started invoking bin Laden again — but this time, to win support for his Iraq policy, which was very much on the ropes. "Hear the words of Osama bin Laden,” Bush said, "‘This Third World War is raging' in Iraq."

- (2006): on the stump for his fellow Republicans, Bush was citing bin Laden extensively. The president cast bin Laden as the oracular leader of a global movement, and warned of the possibility of an Islamic caliphate "stretching from Europe to North Africa, the Middle East, and Southeast Asia" — an unsubstantiated fantasy with only one thing going for it: It served the political agendas of both men. Meanwhile, in an Oval Office session that same month, Bush told to a group of conservative columnists that focusing on bin Laden didn't fit with his military plans. Putting "100,000 of our special forces stomping through Pakistan in order to find bin Laden is just simply not the strategy that will work," he explained.

- (POST ELECTION/2008): Yet, in his attempts to persuade the voting public of the dangers it faced, Bush gave bin Laden exactly the attention he seemed to crave. After the 2008 presidential election, during which politicians from both parties publicly renounced him, Bush finally admitted some regret in an ABC News interview. "Do I wish we had brought Osama bin Laden to justice? Sure,"Bush said. "But he's not leading a lot of parades these days."

Ex- CIA officer Art Keller, who worked on the hunt for Bin Laden from a compound in Pakistan's Waziristan region in 2006, said that the most wanted terrorist's choice of the garrison town of Abbottabad as a refuge in 2005 raised serious questions, The New York Times reports.
Keller said that Bin Laden certainly knew of the concentration of military institutions, officers and retirees in the town- including some from the ISI directorate.

And because the military has also been a target of militant attacks in recent years, the town has a higher level of security awareness, checkpoints and street surveillance than others.
If Bin Laden wanted to relocate in a populated area of Pakistan to avoid US drone attacks, he had many choices, said Keller, raising the question as to why the Al Qaeda chief would choose to live in Abbottabad, unless he had some assurance of protection or patronage from military or intelligence officers.

"At best, it was willful blindness on the part of the ISI," Keller said. "Willful blindness is a survival mechanism in Pakistan."

The trove of information taken by US commandos from Bin Laden's compound following the raid may answer some of these questions, and perhaps even solve the puzzle of where he has been in recent years, the report said.
