What we need today are excellent director of U.S. FBI and highly committed National Public Safety Commission Chairman of Japan.

It is because nowadays telephone lines and Internet connections can easily and directly link a law-abiding citizen with a gangster living in a shadowy network.



PART I: TELEPHONE BASED CRIME IN JAPAN

There is a big concern among the Japanese society on "Furikome Sagi," a type of crimes in which a criminal impersonates someone on the phone familiar with, or associated with, the person called so as to persuade the called to transfer money to a certain account using an ATM machine installed at a bank or so.

In 2007, the number of criminal cases, so reported and categorized, was 17,930 and a total amount of money obtained by this fraud was about 25 billion yen ($250 million).

Based on this statistics, almost 400 criminal telephone calls per day all over Japan resulted in actual robbing of money.

The average damage per criminal telephone call was 14 thousand dollars.

I suppose this can be a major factor in the next general election in Japan.

PART II: INTERNET BASED CRIME IN THE U.S.

As for the Internet-related criminal situation in the U.S., FBI provided some information:

2006 Internet Fraud Crime Report:

January 1, 2006-December 31, 2006

Executive Summary
In December 2003, the Internet Fraud Complaint Center (IFCC) was renamed the Internet Crime Complaint Center (IC3) to better reflect the broad character of such criminal matters having a cyber (Internet) nexus. The 2006 Internet Crime Report is the sixth annual compilation of information on complaints received and referred by the IC3 to law enforcement or regulatory agencies for appropriate action. From January 1, 2006 – December 31, 2006, the IC3 website received 207,492 complaint submissions. This is a 10.4% decrease when compared to 2005 when 231,493 complaints were received. These filings were composed of fraudulent and non-fraudulent complaints primarily related to the Internet.

In 2006, IC3 processed more than 200,481 complaints that support Internet crime investigations by law enforcement and regulatory agencies nationwide. These complaints were composed of many different fraud types such as auction fraud, non-delivery, and credit/debit card fraud, as well as non-fraudulent complaints, such as computer intrusions, spam/unsolicited e-mail, and child pornography. All of these complaints are accessible to federal, state, and local law enforcement to support active investigations, trend analysis, and public outreach and awareness efforts.

From the submissions, IC3 referred 86,279 complaints of crime to federal, state, and local law enforcement agencies around the country for further consideration. The vast majority of cases were fraudulent in nature and involved a financial loss on the part of the complainant. The total dollar loss from all referred cases of fraud was $198.44 million with a median dollar loss of $724.00 per complaint. This is up from $183.12 million in total reported losses in 2005. Other significant findings related to an analysis of referrals include:

• Internet auction fraud was by far the most reported offense, comprising 44.9% of referred complaints. Non-delivered merchandise and/or payment accounted for 19.0% of complaints. Check fraud made up 4.9% of complaints. Credit/debit card fraud, computer fraud, confidence fraud, and financial institutions fraud round out the top seven categories of complaints referred to law enforcement during the year.

• Of those individuals who reported a dollar loss, the highest median losses were found among Nigerian letter fraud ($5,100), check fraud ($3,744), and other investment fraud ($2,695) complainants.

• Among perpetrators, 75.2% were male and half resided in one of the following states: California, New York, Florida, Texas, Illinois, Pennsylvania and Tennessee. The majority of reported perpetrators were from the United States. However, a significant number of perpetrators where also located in United Kingdom, Nigeria, Canada, Romania, and Italy.

• Among complainants, 61.2% were male, nearly half were between the ages of 30 and 50 and one-third resided in one of the four most populated states: California, Texas, Florida, and New York. While most were from the United States, IC3 received a number of complaints from Canada, Great Britain, Australia, India, and Germany.

• Males lost more money than females (ratio of $1.69 dollars lost per male to every $1.00 dollar lost per female). This may be a function of both online purchasing differences by gender and the type of fraudulent schemes by which the individuals were victimized.

• Electronic mail (e-mail) (73.9%) and webpages (36.0%) were the two primary mechanisms by which the fraudulent contact took place.


• Recent high activity scams seen by IC3 include hit man scams, phishing attempts associated with spoofed sites, and counterfeit checking scams.

As the total dollar loss from all referred cases of fraud was about $198 million in the U.S. society, it is apparent that the telephone-used criminal situation in Japan (about $250 million) looks graver.

The fact that almost 200,000 cases were received by Internet crime investigations by U.S. law enforcement and regulatory agencies nationwide means that probably two million citizens must have experienced similar cases.

And, 20 million citizens must have heard or observed the similar cases in their neighbors or communities.

It will probably influence the outcome of the 2008 Presidential Election, since now possible terror by foreign terrorists on the U.S. soil seems to have less drive force in minds of voters.

Therefore, I recommend you not to use a telephone often privately.

Make sure you use an answer phone with a caller's-number display function.

Even do not pick up the receiver if the call is originated from an unfamiliar source.

And, do not trust a website or an e-mail originated by a company or a person you do not know.

Ideally, stop using any types of telephone, including a cellular phone, since any gangster can dial your number from any place.

You had better stop using the Internet for purposes other than business or other public or official functions. The Internet is not for amusement. The Internet is originally a weapon invented by the U.S. Department of Defense.

The telephone must be rather regarded as a means to call the police.

The Internet must be rather regarded as a means to file a crime-related complaint to FBI.

It is because Jesus Christ said not to contradict a gangster (if you fell in such a situation).

So, use a postal mail and in-person communications in public or before a police station if you have money to protect.

I cannot help but insist that you have to respect Jesus Christ more, since I do so by regarding 2000 as A.D. 1 or 6 B.C. as follows (though Jeanne d'Arc might have regarded 1400 as A.D. 1):



SECTION I: Regarding 2000 as 6 B.C.

Let’s assume that Jesus Christ was born in 6 B.C. instead of on December 25, 1 A.D.

Then, tentatively assign 2000 to 6 B.C. as a modified year.

Then the history will be presented as follows with tentatively adopted years:

1943 (63 B.C.)： Pompey captures Jerusalem, and establishes Roman annexation of Judea as a client kingdom. King Judah Aristobulus II removed from power, while his brother John Hyrcanus II becomes king under Roman suzerainty

1962 (44 B.C.)： Julius Caesar murdered

1975 (31 B.C.)： Roman Civil War: Battle of Actium — Off the western coast of Greece, forces of Octavian defeat troops under Mark Antony and Cleopatra.

1979 (27 B.C.)： The Roman Senate votes Octavian the title of Augustus. Augustus eventually assumes all authority formerly held by the Roman senate becoming the first emperor.

2000 (6 B.C.)： Birth of Jesus of Nazareth

2006 (1 A.D.)：

2014 (9 A.D.)： Three Roman legions were ambushed and destroyed at Teutoberg Forest by Germans under the leadership of Arminius.

2019 (14 A.D.)： Augustus Caesar, first emperor of Rome, dies. His nephew Tiberius is his successor.

2035 (30 A.D.)： Crucifixion of Jesus Christ. Death of Jesus.

2069 (64 A.D.)： Great Fire of Rome, first Roman mass Persecution of Christians, earliest significant recognition of Christians in Rome.

2071 (66 – 73 A.D.): First Jewish-Roman War.

As you know, in 1943 WWII was going on; in 1962 J.F.K. was destined to be assassinated next year; in 1975 the Vietnam War was actually over for some time; and in 1979 the Cold War entered the last phase with the Soviet Union sending troops into Afghanistan which had the lasting influence even on the War on Terror 20 years later.

And, in 2000, the Terror Attack on Sept. 11, 2001, became unavoidable amid unprecedented boom in the U.S. financial sector, while the Dow-Jones average for the first time reached $10,000 level in 1999.

Following the above projected time series, during the 2000 U.S. Presidential Election, Jesus Christ could be regarded as having been born.

And, until 2014, we do not expect any drastic event or incident comparable to those in the first century of the real history.

Indeed, a moratorium of this age may continue until 2014.

However, after 2014 until 2071, mankind will face drastic incidents comparable to those in the first century of the real history.

That is why I am telling you to love the God but not money so that we can have the Kingdom of God instead of Armageddon after 2071.



SECTION II: WHEN JESUS WAS CRUCIFIED

The Book of Daniel is believed by many to have foretold the fate of Jesus Christ 600 years prior to the coming of the Messiah in its Chapter 9 as I presented the other day in EEE Reporter.

Prophecy:
"Know and understand this: from the issuing of the decree to restore and build Jerusalem until the Messiah the prince shall be seven sevens and 62 sevens (or total 69):
The street shall be built again, and the wall, even in troublesome times.
And after 62 sevens shall the Messiah be cut off, but not for Himself." -- Daniel 9:25,26. (Prophecy given 538 B.C.)

The city of Jerusalem was completely destroyed by the armies of Babylon when Jews went into captivity and exile in 586 B.C.

But 133 years later, in 453 B.C., Artaxerxes Longimanus, King of the Persian Empire, gave the Jews the commandment to go forth (from captivity into the land of Israel), "to restore and to build Jerusalem".

We know his decree was issued in 453 B.C., and that Jesus was "cut off" in 30 A.D.
Therefore, if we add the 453 years B.C to the 30 years A.D., it equals 483 years.

Let's see now if Daniel's specific time prophecy coincides with this:
The prophecy predicted that from the time of this decree until the death of the Messiah the Prince would be -- how long? --"7 sevens plus 62 sevens" -- or 69 sevens.

69 sevens would be 69 x 7=483 years, would pass between the issuing of the decree to build Jerusalem and the "cutting off" of the Messiah.

And that's exactly how many years did pass between 453 B.C. and Jesus' death in 30 A.D.!
453 + 30 = 483

What an amazing exact fulfillment of prophecy was given in the year 538 B.C. -- almost 600 years before Jesus the Messiah was crucified!

It's also interesting to note that this 483-year period was divided into two periods: First period of 7 sevens (49 years), then a period of 62 sevens (434 years).

History reveals that it did take the Jews 49 years from the time the decree was issued to "rebuild the walls and the streets of Jerusalem".

Once Jerusalem was rebuilt, it was exactly 434 years (62 sevens) later that Jesus the Messiah was crucified!

Daniel's prophecy continues with undeniable proof that this Messiah had to be Jesus.

Believe or not, the Book of Daniel looks like containing something extraordinary, though Jesus Christ did not specifically mention the Book of Daniel.



SECTION III: Mother Mary and Cleopatra

As you see, it is just 25 years before Jesus Christ was born that Cleopatra had died.

So, Mother Mary lived and grew up in the period of time full of memories of Cleopatra and Caesar.

And, most importantly, the God sent his Son to the world specifically in those years, which fixed the sequence of history as we observe today.

Put ourselves in the age before the birth of Jesus Christ, we could not know when He would come though the era of Caesar and Cleopatra was over while the first Emperor was inaugurated in Rome.

But, if we had been living then and be informed that the Messiah had been born, we would have understood how grave the era of Caesar, Cleopatra, and the first Roman Emperor was.

Accordingly, there must have been some linkage between the Messiah and those preceding historic figures.

As Alexandria of Egypt was full of Israelites in those days, it is not so absurd to assume that there must have been some connections between the clan of Mother Mary and Cleopatra in Alexandria.

It is because the Gospel deliberately associates the Holy Family with Egypt, though not specifically Alexandria, which even Egypt today is proud of.

Anyway, though Christianity shows a stark difference between Europe and the U.S. as to how Holy Mother should be respected, the both have never denied the genealogies described in the Gospel.

Who and what Mother Mary was, of course, are directly associated with who and what her parents were.

(2) Mary’s genealogy is entirely irrelevant to Jesus’ supposed lineage from King David. Mary’s genealogy is therefore not traced anywhere in the New Testament. In both the first chapter of Matthew and in the third chapter of Luke, these New Testament authors provide a genealogy of Joseph alone, although these genealogies severely contradict each other. As mentioned above, Joseph’s genealogy is irrelevant to Jesus because according to Christian doctrine, Joseph was not Jesus’ father.

I should mention that according to both Catholic and Protestant tradition, whereas Matthew’s genealogy is that of Joseph, Luke’s genealogy is of Mary. Although this tradition is completely alien to the words of the Gospels, it was a necessary doctrine for the church to embrace.


Nowhere in the third Gospel, or in the entire New Testament for that matter, does it state that Mary was from the House of David. On the contrary, Luke 1:27 insists that it is Joseph who was from the House of David, not Mary. In fact, Luke claims that Mary was the cousin of Elizabeth, who he says was a descendant of Aaron the high priest [Luke 1:5], placing her in the tribe of Levi, not David’s tribe of Judah. Moreover, in Luke 2:4, the author writes that the reason it was necessary for Joseph and Mary to return to Bethlehem was because Joseph was from the House of David.

There are a number of reasons why the church has a vital interest in claiming that Luke’s genealogy is through Mary’s line. To begin with, Paul claims in Romans 1:3 that Jesus was from the seed of David after the flesh. This has always been understood to mean that Paul was claiming that King David was the biological ancestor of Jesus. Although at the time Paul penned the Book of Romans, he was completely unaware that Christendom would eventually claim that Jesus was born of a virgin birth. The church desperately needed to have Paul’s statement correlate with the virgin-birth story. This was solved by insisting that whereas Matthew’s genealogy was through Joseph’s line, Luke’s genealogy was through Mary’s line. In this way, Jesus could now be from the seed of David after the flesh through Luke’s genealogy. Claiming Luke’s genealogy is through Mary’s line, not only solved the problem of what to do with Romans 1:3, but established a physical link between Jesus and King David.

Finally, it resolves an awkward discrepancy between Matthew’s and Luke’s genealogies. Whereas in Matthew’s genealogy, Joseph’s father is Jacob[Matthew 1:16], in Luke’s genealogy it is Heli[Luke 3:23]. By claiming that Luke’s genealogy is of Mary, Heli becomes Mary’s father and Joseph’s father-in-law. Problems solved.

Put boldly, if there could be a physical link between Jesus and King David, even Greek blood or Macedonian blood might exist in Jesus Christ through Mother Mary and her parents through another hidden genealogy.

In that case, Jesus Christ might have been remotely, if not by blood, associated with Alexander the Great just like Cleopatra was.

It is because today there is Coptic Church in Egypt.

It looks like very authentic as sacredly as the Vatican is.

It is because it is said that St. Mark established it.

Then, there must be some critical causation other than the fugitive travel of Holy Family when Jesus Christ was an infant.

Last night I saw Mr. Bush in a dream.

He was playing table tennis.

With whom? It is a top secret. But he seemed to win.

Of course, I saw somebody else sometimes in a dream, too, if not Joan of Arc.



SECTION I: U.S. PRESIDENTIAL ELECTION

First, following are pieces of information that have captured my attention.

1) Lovers of coffee love Mr. Obama while Wal-Mart shoppers have a good opinion of Mr. McCain.

2) Obama-supporting Hispanics are expected to make up only about 6.5% of those who actually turn out to vote next November.

3) There is a claim widely circulated over the Internet that Lehman Brothers was abandoned to help Mr. McCain in the Presidential Election.

Yet, the largest key to determining the outcome of the 2008 Presidential Election seems now to be the $700 billion bailout plan, since the NYSE index plummeted about 777.7 points due to the rejection of the plan by the House of Representatives.

In other word, I think that the result of the Presidential Election depends on how the incumbent Republican President Mr. George W. Bush would continue to work out so that the financial crisis will be contained, providing a sense of economic security for American citizens and voters.

It is no more rhetoric, speeches, addresses, or gestures of Mr. McCain and Mr. Obama that will decide the next President but how President Mr. Bush would contribute to stabilization of the economic situations.

After seven and a half years in his presidency, President Mr. George W. Bush is facing the real test time as he was in the wake of the 9/11 Terror.

His good job will lead to voters giving more credit to the Republican Presidential candidate Mr. McCain.

Coffee lovers, Hispanics, and stock holders might lend more credence to reasonably expected ability of another Republican President.

In summary, it is still President Mr. George W. Bush that finally holds the key in the 2008 Presidential Election, not only in terms of the War on Terror but more also in terms of the War on the possible Great Depression (and Wall Street).




SECTION II: JAPAN'S GENERAL ELECTION


Now many non-nonsense critics and pundits in Japan are requesting the early general election with expectation of a regime change, namely from the LDP dominant cabinet to the DPJ dominant cabinet.

But, I have other idea.

As the LDP presidential election took one month, namely almost entire September, if Prime Minister Mr. Taro Aso holds a snap election expected to take almost a month including some arrangements and post-election settlement, this year would be a year immersed in elections.

Specifically, two months in 2008 would be spent for political circuses in Japan.

It is not desirable.

At present, the result of the next general election, if called immediately, is predicted as being a draw between the ruling parties (the LDP and the New Komeito) and the opposition parties (the DPJ and so on).

If both the LDP and the DPJ cannot, or even can, claim victory in the same manner after the election, the situation will be more troublesome than before the election.

I hope that both the parties will sincerely concentrate on legislation and administration until Japanese voters clearly indicate their intention as to their choice between the LDP and the DPJ.

However, the power to dissolve the Lower House of the Diet belongs to the Japanese Prime Minister.

So, it depends upon how Prime Minister Mr. Taro Aso decides the matter.

But, one thing sure after the next election is that the ruling parties will lose the power to pass whatever bill even if the opposition-occupying Upper House rejects it, though currently they have a two-thirds majority in the Lower House that gives them an overriding power over the Upper House.

Maybe Japanese voters simply want the ruling parties to lose this power, so that the LDP and DPJ will fully negotiate any bill with one another.

In this case, with almost the same number of seats held by the LDP and the DPJ but allowing the LDP to form a cabinet, the real political power might be taken by DPJ, paradoxically.

Nonetheless, Japanese leaders in the business community and the financial sector must not like either case.

I think that leading businessmen and financiers in Japan share the same view with me, at least for the time being or till we see how the next U.S. President will work out as much as or more than President Mr. Bush.

Then we have two Jesus' born on December 25, 7 B.C. and April 17, 6 B.C., respectively.

You may think it is unacceptable to be asked to answer immediately whether you love the God or money.

But, this is the question that pious people must be thinking about always or for a long time since they become grown-up.

Or, this is the question people must have already decided to answer either way or in any skillful manner to justify their desire.

So, I asked you to answer immediately whether you love the God or money, since you must have had plenty of time in the past to consider this question.

Anyway, once in your life, you have to test yourself as to how much poverty you can bear or endure for your neighbors if not for the Christ or the God.

What is important in this context is for you to be asked this question at least once in your life by somebody.



SECTION I: NOTE FOR YESTERDAY’S ARGUMENT

Yesterday, I wrote: “It is because it is money Japanese hard working people have paid as tax to the Japanese Government that has bolstered the U.S. financial sector in these decades.”

Put more correctly, Japan has purchased U.S. Treasury bonds with international payment surplus or money earned through international trade.

Therefore, the money Japanese hard working people have paid as tax to the Japanese Government has not been directly put into funds to purchase U.S. Treasury bonds.

However, sometimes in the past, the Japanese Government put public money, namely taxpayers’ money, into actions to buy failed banks which in turn were purchased by U.S. financial institutes at lower costs.

And, as Japanese workers work hard, Japanese goods win the international competition so that Japanese businesses can earn money from the global market.

Being very honest strategically and personally, I do not think that another Great Depression is imminent.

The present financial crisis will not result in the global Great Depression, I reckon.

It is mostly because most of experts in the world look smart enough, in parallel with some super rich people in the U.S. and Europe looking not so smart as being capable of intentionally bringing about this financial crisis for some profound reasons that in fact cannot exist at all.

It is also because of wider diffusion of information and availability of electronic means to cope with a sudden change in financial situations.

These two factors, information and electronic means (advanced computers and telecommunications), are also part of causes of the recent financial crisis, since workers in Wall Street have been abusing information and technology to the extent of making their dubious work harm the whole economy so much.

But, prompt circulation of correct information and secured access to advanced and effective means to control money flows can also help parties justly or legally concerned prevent a future large-scaled financial catastrophe.

In 1929, governments, markets, and peoples lacked information globally and locally needed to avoid panic.

In 1929, they had no advanced means to deal with financial transactions efficiently enough to avoid panic.

Today, if authorities and regulators of governments get correct information and establish cooperation with one another, a chain reaction of a large-scale financial catastrophe can be stopped.

Yet, Wall Street must continue to suffer application of corrective measures if not the ultimate punishment.

Now at noon BBC, on an NHK satellite channel in Japan, is showing a Nobel Prize-winner economist who is commenting, "It is someway worse (than the 1929 Financial Crisis."

This morning NHK TV reported that stock prices in Asian stock markets have been alarmingly falling.

Yesterday a newspaper in Japan gave a warning that the financial crisis got across the Straits of Dover to continental Europe.

It is because U.S. Congress rejected the bailout plan the White House proposed.

But do not panic, folks!

Japanese banks are the least affected by this crisis among financial institutes in the world.

In this decade, U.S. politicians and economist have never presided Japan.

Typically, President Mr. Bill Clinton showed more respect for China than Japan.

Yet, it is Japan that has financially supported not only China but the U.S. in these decades.

For example, during the end of September 2002 and the end of March 2004, Japan purchased U.S. Treasury bonds worth 426 billion dollars.

Let’s confirm again how Japan sustained the U.S. economy as the largest underwriter of U.S. Treasury bonds as indicated in the figure below covering from March 2000 to March 2008.

Now you should know that unless the U.S. Government officially expresses its gratitude for Japan, this crisis in the U.S. financial sector and Wall Street will not stop.

Indeed, you must realize that unless American super-rich men learn the need to respect those, including Japanese hard working people, whom they must respect, this crisis in the U.S. financial sector and Wall Street will not stop.

Truly, what President Mr. Bush must address is this need to respect those, including Japanese hard working people, whom American super-rich men must respect.

It is because it is money Japanese hard working people have paid as tax to the Japanese Government that has bolstered the U.S. financial sector in these decades.

The U.S. President should include words of appreciation for Japan in his address if he really wants to improve the situation before the God, since the God loves Japan so much, in my humble view.



SECTION III: HISTORICAL CONTEXTS

Respect the God and learn history and then you will not get into panic.

Why did the 1929 financial crisis occur in the U.S.?

The key factor is of course World War I.

It was also, to your surprise, to prevent World War II.

But, as the U.S., the U.K., Germany, France, and Japan as well as Russia and China failed to understand the significance of the Great Depression that broke out in 1929, the justice and peace in the world dwindled down to another world war, namely the Second World War.

Then, why has the 2008 financial crisis befallen to the U.S.?

The key factor is of course World War II, the aftermath of which includes the Korean War, the Vietnam War, and the Persian Gulf War in addition to the Cold War.

It is also, to your surprise, to prevent World War III or Armageddon, part of which might be the War on Terror.

It is time the U.S., the U.K., Germany, France, and Japan as well as Russia and China must learn to respect what they are determinedly supposed to respect.

It is the God and history, first of all.

I will discuss this issue in earnest later, since only a religious approach can be effective to tackle this scale of incident critically influencing all the mankind.

If world governments and businesses are equally treated as financial entities, top 100 entities in terms of financial power include 51 international businesses.

Top 300 international businesses per sales occupy wealth that accounts for 25% of all the wealth in the world.

There is even a concern that those businesses are aiming at buying devaluated assets of bankrupt companies at lower costs.

In other word, they are waiting for the Great Depression as a big chance to buy out otherwise costly and invaluable assets and facilities from bankrupt companies and individuals.

But, it may be time for citizens, consumers, tax payers, and voters to focus on the underlying philosophies and religions international businesses rely on for their existence and justification (though communism and religions of the 20th century do not work as the U.S. President implied in his recent speech).

This Sunday, namely yesterday, I read a book I had signed out from a nearby public library the other day.

In early December 1999, Mr. Akitaka Saiki, a high ranking bureaucrat of Japan’s Ministry of Foreign Affairs, called Mr. Masaru Sato.

Mr. Saiki in his office specially installed in the Prime Minister’s Office told the specialist of the same ministry Mr. Sato that the then Prime Minister Keizo Obuchi wanted to talk with him immediately.

Accordingly the telephone line was switched to connect Mr. Sato to the late Mr. Obuchi.

The then Prime Minister Keizo Obuchi himself asked Mr. Sato some questions on Russia.

The late Mr. Obuchi wanted to know whether Mr. Vladimir Putin would succeed Boris Yeltsin.

Mr. Sato answered that it depended on how Mr. Putin would deal with the Chechen War.

The then Prime Minister Keizo Obuchi told the notable specialist on Russia Mr. Sato that he expected Mr. Sato to continue to watch Russian situations, adding that the prime minister himself would get more information from “Jews.”

Mr. Masaru Sato wrote in his famous book published in 2005 that he had thought that as Prime Minister Keizo Obuchi had watched Mr. Sato’s appearance in an NHK TV program on Russia broadcast the other day, the late Mr. Obuchi must have wanted to talk with him directly, since Mr. Sato used to make briefing on Russian situations to Prime Minister Keizo Obuchi in those days though Mr. Sato was technically not an authorized elite member of the Foreign Ministry like Mr. Saiki but a specialist.

It is not only Prime Minister Keizo Obuchi that Mr. Sato used to make briefing on Russia in those years but also Mr. Muneo Suzuki, a lawmaker of the LDP, Deputy Chief Cabinet Secretary, and close associate of the prime minister.

In those days, namely in early 2002, it was said that there were four Foreign Ministers in Japan:
The then Foreign Minister Ms. Makiko Tanaka; the LDP lawmaker most influential on the Ministry Mr. Muneo Suzkuki; then North Korean-issue haunted Prime Minister Mr. Jyunichiro Koizumi; and the then Chief Cabinet Secretary Mr. Yasuo Fukuda (who is the oldest among the four but assumed office of Prime Minister from 2007 to 2008).

Ms. Makiko Tanaka was forced to resign as Foreign Minister a few months before the arrests of Mr. Suzuki and Mr. Sato for the reason of inappropriate governance of the Foreign Ministry, and later also forced to resign as a lawmaker due to inappropriate financial management of her office, as if politically victimized, though she now keeps a seat in the Diet again as an independent lawmaker after a tough comeback election, since she is the daughter of a legendary prime minister of 1970's the late Mr. Kakuei Tanaka who was an arch rival of the late Mr. Takeo Fukuda, the late father of Mr. Yasuo Fukuda.

Mr. Jyunichiro Koizumi recently announced his intention to resign as a lawmaker, so that his son will take over his father’s seat in the Lower House on the next general election.

Mr. Yasuo Fukuda stepped down from premiership several days ago as the new Prime Minister was elected in the Diet.

Indeed, former Prime Minister Mr. Yasuo Fukuda should be evaluated rather as behind-the-scenes Foreign Minister in the Koizumi Administration in 2002, in my humble view.

If the then Prime Minister Keizo Obuchi had not died of a sudden disease in May 2000, there must not have been the Koizumi Administration at least in 2001 and 2002.

It is because the late Mr. Keizo Obuchi was the leader of the then largest faction within the Liberal Democratic Party, while Mr. Koizumi was No.2 of a rival faction where Mr. Yasuo Fukuda and Mr. Shinzo Abe also belonged as future Prime Minister, respectively.

Truly, the then Prime Minister Keizo Obuchi fell to a fatal illness during the night time after a tough meeting with Mr. Ichiro Ozawa, the then head of a major allied party of the LDP, in eraly April 2000.

Today, it is expected that Mr. Ichiro Ozawa, the head of Democratic Party of Japan since 2006, will take over the regime from the LDP after the next general election.

But, as you see, Japanese politics is still under the shadow of 2000.

Politicians and parties concerned might finally pull through this shadow when Mr. Ichiro Ozawa assumes the premiership through the coming general election, as he is an alleged old friend of the tragic, late Mr. Keizo Obuchi but also strong ally of Ms. Makiko Tanaka, once an enemy of Keizo Obuchi but still one of notable female parliament members of Japan.

In addition, I still remember that on one Spring day in April 2000 I saw one or two rainbows while walking in my residential area. It was very rare. Then I think I heard the news from the media that Prime Minister Obuchi was taken to sudden but serious illness which led to his death a month later.

And then TV stations started to repeatedly present how the late Mr. Obuchi looked immediately after the tough meeting with Mr. Ozawa, since it showed some symptoms.

Truly Mr. Ozawa had kept a low-key presence after the death of the then Prime Minister Obuchi until he was elected as the head of DPJ in 2006.

Indeed it has passed eight years. A daughter of Keizo Obuchi is now a minister of the Aso Cabinet. The husband of Mrs. Tanaka, an Upper House lawmaker, has at last left the LDP like his wife did a few years ago. Mr. Ozawa may now have a moral right to become Prime Minister of Japan if he should win the coming general election.

Now, you had better think about which has a moral right more to be qualified as U.S. President, Mr. Barack Obama or Mr. John McCain, since it has passed seven years since the 9/11 Terror and 40 years since the Tet offensive in the Vietnam War.
