Mitchell Bard has conducted a study which attempts to roughly quantify the influence of the Israel lobby on 782 policy decisions, over the period of 1945 to 1984, in order to move the debate on its influence away from simple anecdotes. He
"found the Israeli lobby won; that is, achieved its policy objective, 60 percent of the time. The most important variable was the president's position. When the president supported the lobby, it won 95 percent of the time. At first glance it appears the lobby was only successful because its objectives coincided with those of the president, but the lobby's influence was demonstrated by the fact that it still won 27 percent of the cases when the president opposed its position."
According to a public opinion poll by Zogby International of 1,036 likely voters from October 10-12, 2006, 40% of American voters at least somewhat believe the Israel lobby has been a key factor in going to war in Iraq. The following poll question was used: "Question: Do you strongly agree, somewhat agree, somewhat disagree, or strongly disagree that the work of the Israel lobby on Congress and the Bush administration has been a key factor for going to war in Iraq and now confronting Iran?"

Both the Democrats and the Republicans are not the enemy for Israel. But, as Christians and Judaists are still the two different things, they still seem to need something called the lobby.

In December 2002, Kathleen McGrath Christison and William Christison wrote in CounterPunch:[1]
"...policymaking circles throughout government now no longer even make a pretense of exhibiting balance between Israeli and Arab, particularly Palestinian, interests.
"In the Clinton administration, the three most senior State Department officials dealing with the Palestinian-Israeli peace process were all partisans of Israel to one degree or another. One of these officials had worked both as a pro-Israel lobbyist and as director of a pro-Israel think tank in Washington before taking a position in the Clinton administration from which he helped make policy on Palestinian-Israeli issues. Another has headed the pro-Israel think tank since leaving government.
"The link between active promoters of Israeli interests and policymaking circles is stronger by several orders of magnitude in the Bush administration, which is peppered with people who have long records of activism on behalf of Israel in the United States, of policy advocacy in Israel, and of promoting an agenda for Israel often at odds with existing U.S. policy. These people, who can fairly be called Israeli loyalists, are now at all levels of government, from desk officers at the Defense Department to the deputy secretary level at both State and Defense, as well as on the National Security Council staff and in the vice president's office.

If all the Americans come to regard Israel as essential part of the United States, though in the form of an independent nation, no lobby is needed any more.
But, I rather recommend to amend the American Constitution so as to include a new provision defining all the Judaists (hence virtually all the Israelis) as American citizens, though it might not be so practical to define all the Christians as American citizens.
Then, peace will return to Palestine like 100 years, 1000 years, 2,000 years, and 4,000 years ago.
