The two most influential bosses of the Liberal Democratic Party of Japan are former Prime Minister Mr. Yoshiro Mori (lawmaker since 1969) and veteran Upper House member Mr. Mikio Aoki (a few years older than Mr. Mori though having learnt in the same university).

Yet, as the Democratic Party of Japan won the general election held at the end of August, those two most influential lawmakers look like having little influence on the Cabinet led by Prime Minister Mr. Yukio Hatoyama.

(On the other hand, some conservative citizens are worried about any possible influence of North Korea on the Hatoyama Administration while the N Korea-committed abduction case is pending...)

Nonetheless, elite bureaucrats of the Japan's Ministry of Finance seem to have never been afraid of any boss of bosses of the LDP, since they are the master of the national budget since the first modern government was established in the Empire of Japan in the late 19th century.

However, only fools do not fear what should be feared, and those top bureaucrats cannot be fools. Then, what and whom have they feared at least after WWII?

That is a big question for the Japanese politics.

That may be under taboo.

However, if millions of honest citizens cannot receive a pension due to negligence or sabotage by officials in charge, no questions and no taboos count any more.

Japanese voters would gladly vote for Japanese Obamas but not for old bosses in political circles even in the Upper House election scheduled for the next summer.

"There Came a Certain Ruler"

(And so on...)[I sometimes wonder how they can avoid mishandling of a matter in a live broadcast if it is so late in the night...]




The Yomiuri Shimbun newspaper this morning reported an initial approval rating for the new Hatoyama Cabinet: 75%

It is fairly high since it is a record next to Mr. Koziumi's: 87%.

In a survey by other news agency, P.M. Mr. Hatoyama's rating is ranked the third historically but it is still remarkable.

Yet, it is still astounding to recall that former P.M. Mr. Junichiro Koizumi of the LDP was supported by 87% of the Japanese citizens at the start of his regime in early 2001.

Comapred with that fervant expectation that unique politician Mr. Koizumi (in a tie-up with unique Foreign Minister Mrs. Makiko Tanaka) would surely change the government and the nation, Prime Minister Mr. Hatoyama of the DPJ looks like being just short of an overwhelming personal magnet.

So, the LDP, now fallen into the state of the Opposition, must choose a new president who could provide new hope for economic growth and restoration of Japan's traditional value systems for sound conservative voters, while they have two major contenders: veteran Mr. Sadakazu Tanigaki and rising Mr. Taro Kono.

Probably, Mr. Kono, devoted son of notable former chairman of the Lower House Mr. Yohei Kono, would give more an impression that the LDP is undergoing reformation than former Finance Minister in the Koizumi Cabinet Mr. Tanigaki, a lawyer-turned lawmaker.

(The last and third LDP presidential election candidate is Mr. Yasutoshi Nishimua, a Lower House member, too.)

Anyway, there are so many potentially able politicians and (ex-)bureaucrats in Tokyo, since I walked around Kasumigaseki Street in the end of August, as you suspected reasonably.

For example, Secretary Mrs. Hillary Clinton might even say that the God is an instrument for making a contract with other person.

It is also noteworthy that the last samurai regime of Japan was established to eventually close the country around 1620, leading to intensification and further growth of unique Japanese nationality and spiritualism.

Indeed, when American Christians started to prevail toward the West on the new continent till 1860's Civil War, Japan started to close the nation so as to prevent diffusion of Christianity from Western powers till 1860's' civil wars for modernization of the nation.

Truly, what belongs to commonsense in Japan is not part of American commonsense at all, in most cases.

The new Cabinet of Japan was started yesterday as Prime Minister Mr. Yukio Hatoyama appointed all the state ministers, including Minister of Health, Labour and Welfare Mr. Akira Nagatsuma, a hero who made public the scandalous pension-fund management a few years ago.

The Japanese media look like expecting a fierce political battle over the postal service privatization issue with new minister in charge Mr. Shizuka Kamei at the center of polemics.

However, what voters request Mr. Hatoyama's Cabinet and his DPJ to tackle is the remodelling and rebuilding of social welfare systems, including pension programs. Some people might be really thinking that Minister Mr. Nagatsuma should be in charge until they get a pension in their hands.

So, in order to cope with the DPJ, the old ruling party LDP must choose a new president tougher and abler than Minister Mr. Kamei and Mr. Nagatsuma, since former Prime Minister Mr. Taro Aso was too rich to understand the need of pensions for ordinary and poor citizens.

In contrast, it looks like that Mrs. Miyuki Hatoyama, who once worked in a shop in New York after having left show business in Japan, has contributed to Prime Minister Mr. Hatoyama's understanding of psychology of ordinary people, though the Hatoyama family has been super rich.


SECTION I: American View on the World

The most important factor for the global peace after WWII has been the American view on the world, as everybody understands.

If you can control how the American people conceive the world and international relationships, you can control the world including America.

For an extreme example, if you are given the ability by Allah to have Americans share the common view on life and society with Muslims, no wars would be fought by Americans on Islamic lands.

For another extreme example, if you are given the ability by the God to have Americans share the common view on money and society with followers of Jesus Christ, no financial crisis would be triggered again from America.

Today, America has for the first time the African American President, while Japan has a new ruling party (DPJ) that overwhelms the 55-year (old) ruling party LDP through general election for the first time.

Yet, the American view on the world is not totally changed, and the Japanese view on their living is not revolutionarily changed.

Japan's from-today Prime Minister Mr. Yukio Hatoyama yesterday called very veteran ex-LDP politician Mr. Shizuka Kamei to take up a Cabinet post in charge of reviewing the postal service privatization as Mr. Kamei so wishes.

As the total amount of the Japanese postal saving fund reaches 350 trillion yen or $4 trillion, this appointment is the most horrific one among all the appointments to the total 17 Cabinet ministers.

It is so, since Mr. Kamei has been strongly against the privatization of the Japanese postal service former Prime Minister Mr. Junichiro Koizumi exhaustively pursued with his powerful aid and economist Mr. Heizo Takenaka after the 9/11/2005 general election.

Mr. Shizuka Kamei, an ex-law-enforcement-bureaucrat and national lawmaker since 1979, is one of the most controversial politicians who were virtually driven out of the LDP by then Prime Minister Mr. Koizumi.

One common political stance between new Prime Minister Mr. Y. Hatoyama of the DPJ and Mr. Kamei of the People's New Party is anti-Wall Street philosophy, since Wall Street companies are reportedly trying to craftily seize $4 trillion funds reserved in Japanese postal saving accounts.

SECTION I: Asian Philosophy, European Philosophy, and American Philosophy

There are three old sources of the Asian philosophy: Brahmanism, Buddhism, and Confucianism.

Mostly the latter two have contributed to formation of the Japanese spiritualism where human desire is essentially hated as ugly and thus harming to integrity and salvation of a man.

The European philosophy is based on Christianity that the God presides over the universe and the world. Without following His teaching, a man cannot be admitted to Heaven.

The American philosophy is based on the notion that the God especially prepared America so that a man can fulfill the American Dream.

If an evil-hating man was born in Japan, Europe, or America, there would be no critical difference in his spiritual life.

But, if an evil-friendly man was born in Japan, Europe, or America, there would be some grave difference, since difference in philosophy could multiply effect.

What is more, education is essentially provided for people based on philosophy widely accepted in society.

International Comparison and Difference


China welcomes Japan's new Prime Minister Mr. Yukio Hatoyama.

It is so, since the Chinese Communist Party seems to regard Mr. Yukio Hatoyama as a more acceptable politician than new DPJ Secretary-General Mr. Ichiro Ozawa well known as pro-China in Japan since the era of P.M. Kakuei Tanaka in early 1970's.

After having established the Democratic Party of Japan in 1996, Mr. Hatoyama visited China as head of the DPJ to see then Chinese President Mr. Jiang Zemin.

In those years Mr. Ichiro Ozawa was not a member of the DPJ, but Mr. Naoto Kan, another veteran leader of the DPJ, has been more pro-China, visiting China in 1984, 1987, 1999, and 2003.

After very veteran Mr. Ozawa joined the DPJ in 2003 and was elected as head of the DPJ in 2006 (in charge till this May), the three veteran leaders of the DPJ, Mr. Ozawa, Mr. Hatoyama, and Mr. Kan, together flew to Beijing to be welcomed by Chinese President Mr. Hu Jintao.

Japan has had five very conservative prime ministers in a series from the Liberal Democratic Party: Mr. Yoshiro Mori, Mr. Junichiro Koizumi, Mr. Shinzo Abe, Mr. Yasuo Fukuda, and Mr. Taro Aso all of whom China does not show affection for as much as it does for DPJ Mr. Ozawa, Mr. Hatoyama, and Mr. Kan.

(Former Prime Minister Mr. Yasuo Fukuda was the most China-friendly prime minister among the five very conservative and pro-American PMs from the LDP.)

Now, the LDP and incumbent (till tomorrow) Prime Minister Mr. Aso have phenomenally lost in the 8/30/2009 general election; the most popular LDP leader Mr. Koizumi (an old friend of Mr. George W. Bush) retired on the election passing his seat in the Lower House to his son; and their new president is yet to be decided.

If the era of the conservative LDP has gone, the liberal DPJ might be reasonably expected by Chinese leaders to open a new era for Japan and China.

Of course, no Japanese voters expect the DPJ to adopt an anti-American policy, since so many Japanese businesses and business persons are engaged in their business in America.



SECTION I: Difference between Japan and Europe

When the Russian Revolution was triggered in 1905, it is said that those who could not read and write accounted for 80% of all the Russians.

India was a closed world of caste or class segregation, so that we cannot expect a majority of the Indian people could read and write before its independence from the U.K. after WWII.

In China, where farmers were never educated well traditionally by dominant classes, those who could not read and write accounted for 85% when the Cultural Revolution was set off and raged around 1970.

(Chinese characters are ten times more difficult to learn than the alphabet, namely A, B, C, etc.)

Yet, in France, those who could read and write at least their names (on a marriage certificate) accounted for 55% for men and 35% for women around 1820; yet the actual literacy rate is considered to be 33% or so in France, the most sophisticated nation in Europe, around the 19th century.

As for Japan, during the Tokugawa samurai era, from the 17th century to the 19th century, 50% of boys and 15% of girls went to elementary school mostly set in temples of villages and towns all over Japan.

More specifically, it is estimated that in the 18th century, only 10% of Parisians and 20% of Londoners could read and write, while 70% of residents in Tokyo (then called Edo with one million population around 1800) could read and write.

Of course, 100% of samurais could read and write.

The key to this higher literacy rate in Japan hundreds years ago or in the samurai dominance era lies in their way of administration to govern farmers and villagers.

Samurais did not live in villages with or near farmers. Instead, they lived in a town or a city built around a castle with or near craftsmen and merchants.

European landlords and noblemen lived in villages near farmers, though their residences were big stone castles overlooking villages so as to monitor farmers. If children of farmers had wanted to learn reading and writing, they had to enter a Christian monastery. European landlords and noblemen tried to keep farmers illiterate for easy control.

But, in Japan, samurais did not adopt the European style of direct control of farmers. Accordingly, farmers and their leaders should read, write, and calculate any tax-related official documents to be submitted to, or received from, samurai landlords or officials who occasionally came to a village to collect straw rice bags and so on as tax referring to land ledgers and family registrations.

And in every village in Japan from hundreds of years before, there was a Buddhist temple or a Shinto shrine whose priests and monks could read and write. Samurais partly entrusted those religious leaders with monitoring of villagers. And those priests and monks were respected by farmers through their teaching them how to read and write.

It should be also noted that 90% of the Japanese population was farmers in the samurai era or before 1868.

Who the next president of the Liberal Democratic Party is one of the biggest concerns, at least, among media people in Japan.

As incumbent Prime Minister Mr. Taro Aso is forced to step down due to the massive defeat in the 8/30/2009 general election, his LDP is to elect a new president by the end of September.

Referring to a Web site designed for forecasting elections and other political matters, most possible candidates are as follows as of the morning today:

So, the new president of the 55-year ruling party-turned opposition LDP will be probably former Finance Minister Mr. Tanigaki. However, it might take four years or so for any lawmaker elected as LDP president to take back power from the Democratic Party members of Japan led by Mr. Yukio Hatoyama, since the term for the Lower House of the national Diet is four years, without snap dissolution.



SECTION I: Historical Transition of Money Center

Some Japanese experts think that the global money center will sooner or later move to Asia from New York.

Around the 15th century, the global money center was at Lombardy, Italy.

Then, in the 16th century, Antwerp, Belgium, became the money center as the Spanish Empire obtained so much silver from South America, since Antwerp was the financial center for the empire.

And then, in the 17th century, Amsterdam, the Netherlands, took over as the money center, since the Counter Reformation drove Spain to attacking Antwerp.

Between the 18th and 19th century, London prepared for transition to gold standard after establishing a route for inflow of gold from Brazil, thus establishing itself as the global money center.

In the 20th century over the two world wars, New York rose to the position of the global money center.

And, in the 21st century, some Japanese experts think that the global money center will sooner or later move to East Asia from New York.

However, it is said that move of experts in the money business was the key to the above transition of the global money center. Without transfer of knowledge, skills, and experts to a new center, such massive transition must have been impossible.

Yet, in this Internet age, the transfer of human resources and infrastructures needed for launching a new global money center can be accelerated.

I suppose there will be a cluster of East Asian cities to constitute the global money center as a whole.

It is better than putting the global money hegemony only in the hands of the Anglo-Saxons and American/British Judaists.

Anyway, the Roman Empire, as with Chinese ancient dynasties, started money economy, followed by the Spanish Empire, the British Empire, and the American democratic Empire. But, before mankind enters no-money economy, one more transition of money center might happen to East Asia and India.


SECTION II: Japan Has Never Been Colonized by Europeans

Schools in the world must teach that Japan Has Never Been Colonized by Europeans.

It is so, since there are many people in the world who cannot understand why Japanese people has developed its nation to the world-leading state without having been a colony of Western powers in the past.

And such poor people are often spotted not only in Afghanistan and Somalia but also on Wall Street.

Now, next prime minister Mr. Y. Hatoyama is to start his days as Prime Minister of Japan from September 16, with Mr. Ichiro Ozawa as Secretary General of the party and Mr. Katsuya Okada as Foreign Minister.

It was the 9/11 terror that allowed Mr. George W. Bush to continue his presidency till January 2009.

It looks like the Hatoyama-Okada alliance that allowed for the huge victory in the 8/30/2009 election of Mr. Hatoyama's DPJ against the LDP; but it is to be switched to the Hatoyama-Ozawa alliance.

It is of course the Lehman Shock that finally allowed Mr. Barack Obama to consolidate his winning in the 2008 Presidential Election.

Yet, what allowed former Prime Minister Mr. J. Koizumi of the LDP to enjoy strong support from a majority of the Japanese people until or even after the scandalous pension management was discovered during the era of premiership of Mr. Shinzo Abe in 2007, the first successor of Mr. Koizumi?

And, yerterday or so, the North Korea Ambassador in charge of Japan-N. Korea relations reportedly expressed his hope that Japan would resume negotiations for establishment of diplomatic realtions between the two nations based on the agreement signed by Mr. Junichiro Koizumi and Mr. Kim Jong-il in September 2002.

In 2001, I did not think it was time to write some on the Internet, since the Japanese people welcomed new prime minister Mr. Koizumi calling for a massive reform NHK and other media so intently supported.)



Nationality That Hates Double Crossing


Now Japan is the only country to provide a heavy-duty rocket for carrying heavy loads to the International Space Station after expected retirement of the U.S. Space shuttle.

North Korea officials opened a water gate of a large dam without informing South Korea, resulting in a river flood taking life of several citizens of the South.

A new party leader is to be elected by Japan's LDP members by the end of this month. Usually, the LDP president is automatically elected as prime minister by Diet members. Yet, as the LDP has become the second largest party in the Lower House ("Shu-giin") after the election, the new president of the LDP must have more appealing power to voters.

As for Mr. Yukio Hatoyama's DPJ, its new Secretary-General will be ex-top of the DPJ Mr. Ichiro Ozawa, a national lawmaker since 1969, whom (together with Mr. Y. Hatoyama as Secretary-General then) Secretary Mrs. Clinton met when she visited Japan early this year. It is anticipated that Mr. Ozawa, leading the largest faction in the DPJ, will be highly trusted by next Prime Minister Mr. Y. Hatoyama, since Mr. Ozawa was already a powerful member of the "LDP" when Mr. Y. Hatoyama started his political career in the LDP two decades ago.

Anyway, compared with President Mr. Barack Obama, next Prime Minister Mr. Yukio Hatoyama seems to have less crtical agendas which could have his approval rating plummet down, such as the "Nishimatsu case" that drove Mr. Ozawa out of the top office of the DPJ this May despite enthusiastic backup from opponents of incumbent Prime Minister Mr. Taro Aso.

"Healed Them that Had Need of Healing"

TIME FOR TRUTH


There is one unique political party in Japan: the Japanese Communist Party (JPC)

In the 8/30/2009 election, the JPC won total 3 million votes in single-representative constituencies (while they got 5 million votes in proportional-representation constituencies).

However, in the 9/11/2005 election, the JPC had won total 5 million votes in the same single-representative constituencies (while they reasonably had got 5 million votes in proportional-representation constituencies).

It is because Japanese communists changed their election strategy to help Mr. Yukio Hatoyama’s DPJ win in 2009 by avoiding contests in many single-representative constituencies.

The DPJ increased the number of votes they got in single-representative constituencies from 24.8 million in 2005 to 33.5 million in 2009, which is an 8.7 million-votes increase.

(The Social Democratic Paryt increased their garnered votes from 1 million to 1.38 million in single-representative constituencies, in contrast to communists.)

So specifically, the decrease in votes for the Japanese Communist Party accounts for 22.6% of the increase in votes for the Democratic Party of Japan in the recent general election.

From this analysis, we may conclude that it is not the Social Democratic Party but the Japanese Communist Party that has effectively helped Mr. Yukio Hatoyama assume office of the Japanese premiership.

Next Prime Minister Mr. Y. Hatoyama must be more thankful to Japanese communists than to Japanese socialists.

Moreover, it is an ex-secretary of a lawmaker of the Japanese Communist Party that made public the fact of abduction of Japanese citizens by North Korea, which had been long unknown to the Japanese public.

It is the Social Democratic Party that attacked those who were making this fact known to the Japanese public; actually the SDP said that it was a false accusation to harm dignity and honor of North Korea and its leaders.

If Prime Minister Mr. Y. Hatoyama (to be inaugurated next Wednesday) gives one seat in his Cabinet to the SDP, he had better offer three seats to the JPC.

Japanese socialists are friends of N Korea; but Japanese communists are not, and they do not tie up with Chinese communists and Russian communists nowadays.

Mr. Hatoyama’s DPJ: 308

Anyway, in the coming Upper House election next summer, all those 5 million voters will concentrate on boosting the Japanese Communist Party, taking 2 million votes away from the DPJ.

(But, why did Japanese communists and their leader Mr. Kazuo Shii decide to help Mr. Yukio Hatoyama and his DPJ in the 8/30/2009 election? Have they come to love the nation Japan more than Karl Marx, anti-Christianity philosopher?

Finally, I have never been a member of JPC; I think Mr. Tetsuzo Fuwa, the old boss of Mr. Shii, should work in a factory of Sony or Toyota without living in a comfortable villa.)



SECTION I: History of Japanese Overseas Wars

Japanese people engaged in overseas wars only in three periods of history over 2000 years:

(i) In the late 7th century against China (Tang) and part of Korea.

(ii) In the late 16th century against China (Ming) and full Korea.

(iii) From the late 19th century to WWII against China (Qing), Russia, China (the Kuomintang/the Chinese Communist Party), Russia (USSR), and the U.S. and its allies.

However, all these attempts failed.

Nonetheless, these warring periods triggered the beginning of a new era each for Japan and the Japanese people.

And, no warring periods started by the Japanese side taking a key initiative.

"How Were thine Eyes Opened?"

What if all the U.S. defense forces leave East Asia is the most critical agenda for Japan, Taiwan, South Korea, North Korea, and China in addition to Russia.

The Liberal Democratic Party of Japan has observed the relationships reasonably expected between Japan and the U.S. after WWII (which Japanese businesses have so welcomed).

Under the cover of the LDP, other Japanese controversial political-movements concerning the defense in East Asia have been hidden from the eyes of American citizens and a majority of Congress members.

But now, this LDP umbrella has gone as the DPJ takes over, so that Americans who once felt that even the LDP was somehow anti-America are going to see a real anti-America-party-associated regime in Japan.

That is why I recommend the Social Democratic Party of Japan not to send a minister into coming Mr. Yukio Hatoyama's Cabinet, since the SDP has reportedly a strong undercover tie with North Korea who seems, even today, to implicitly or explicitly request the SDP to be anti-America in exchange of some kind of support.

Japanese laborers and workers are not foolish at all, so that they overwhelmingly support Mr. Y. Hatoyama's DPJ (with many pro-America lawmakers) but not the SDP.

Japanese laborers and workers do not need to be anti-America at all, while the SDP praises N Korea partly because N Korea never ceases to blame past militarism of the Empire of Japan during WWII.

New Prime Minister Mr. Y. Hatoyama of the DPJ must draw a distinction between anti-Wall Street sentiments among Japanese workers and N Korea-backed anti-America sentiments.

This situation tells, however, that some Japanese lawmakers do not study why the Imperial military carried out some grave cruelty in East Asia during WWII. They simply considered that leaders and generals of the Empire of Japan were born bad, mean, and devilish.

Yet, it is said that North Korean leaders had millions of people starve to death while developing nuclear weapons during 1990's.

Anyway, if the SDP, like N Korea, still regards America as a nation of devils, its leaders and members must not go to America for sight seeing or any business to come back proudly with memory of enjoying rich and free American culture.

(Why can leaders of the SDP buy and use a Sony's product or a Toyota's car while Sony and Toyota are good friends of capitalist America? Those leaders should work in a factory of Sony or Toyota before discussing any international situations as if a hero or a heroine of Japan, the most peace-loving nation in the world of today.

SECTION I: Japanese Samurai Regimes

There are no traditions of dominance of a samurai-like class in society of China and Korea.

Japan is unique even in East Asia in that it has a tradition that warriors and their clans constituted a social class to act as land lords, administrators, scholars, engineers, judges, police, and any other public functionaries in addition to military.

If leaders and generals of the Empire of Japan during WWII were a kind of samurai, it is no wonder that they were determined to fight until death, namely until 100 million people were killed by U.S. troops equipped with nuclear-atomic bombs.

If so, they would adopt any samurai methods in battle fields that cannot be accepted and understood by people of today.

Yet, they were not wild monsters like European warriors who could not even read and write.

There was strong samurai ethics based on Confucianism and a school of Buddhism.

However, if they faced a situation that surpassed their capacity in discipline with philosophy and Buddhism, they would resort to the sword only eventually.

The situation after the Great Depression of 1929 was such one.

President Mr. Barack Obama is supported by an overwhelming number of federal lawmakers in each house of Congress, and probably more by American Christians.

Yet, Mr. Yukio Hatoyama's DPJ has no majority in the Upper House of which member election is to be held next summer.

For Mr. Yukio Hatoyama's DPJ to keep hegemony over the Upper House, the DPJ needs a tie-up with the Socialist Democratic Party and its allies. It was like the conventional alliance of the LDP with New Komeito, a political branch of a Buddhist body, Soka-Gakkai.

Yet, the Socialist Democratic Party is anti-capitalism, anti-America, and pro-North Korea.

Accordingly, next Prime Minister Mr. Yukio Hatoyama and next Foreign Minister Mr. Katsuya Okada will face a very difficult situation between pro-America and anti-America camps in and outside the DPJ.

In my feeling, the LDP will win in the Upper House election scheduled next summer, but the DPJ Cabinet will continue with a huge margin in the Lower House of the national Diet of Japan.


SECTION I: Roman Empire and Han Empire

The Roman Empire operated its huge, mighty troops regularly to occupy and exploit other tribes and races.

Chinese dynasties in general did not actively operate their million troops except in emergency times and in regular preventive operations against Northern Asians.

However, when a revolution occurred and an old dynasty was defeated by an emerging force, millions of troops or farmers were mobilized by each camp.

Reportedly, Toyota will recruit 800 new workers for plants in Japan during October 2009.

It is the first recruitment activity for Toyota since June 2008.

To achieve 25% CO2 reduction by 2020 from the 1990 level, as next Prime Minister Mr. Y. Hatoyama announced yesterday, most of vehicles running on Japanese roads with gasoline fuels must be replaced by electric vehicles (E.V.).

What's more, if most of power generation in the world has come to rely on other fuels or energy sources than crude oil, we may really see the end of the era of crude oil in decades, far before the coming of the 22nd century.

It will have a deep impact on Islam, in my feeling.

"Power on Earth to Forgive Sins"

You may really know whose personal blogs President Mr. Barack Obama sometimes views.

But, I think Prime Minister Mr. Taro Aso has not viewed any citizen’s personal blog, since high-ranking officers around him seem to have prevented real voices and opinions of voters from taking his attention. They let only ear-pleasing information reach the Japan’s prime minister during his desperate election campaign in the last August, for some reasons, in my view.

But, former Prime Minister Mr. Junichiro Koziumi early this year referred to personal remarks posted by certain national lawmakers of the LDP in their blogs, when Mr. Koizumi tried to put brake on Prime Minister Mr. Taro Aso’s attitudes against Mr. Koizumi’s postal-service reform policy.

I do not think next Prime Minister of Japan Mr. Yukio Hatoyama has much time to view this EEE Reporter blog, but he had better continue to check those personal remarks and opinions made public on the Internet, since ex-professor in engineering Mr. Yukio Hatoyama reportedly regularly refers to some pundits’ blogs personally from his home.

SECTION I: Japan and Han Dynasty 2000 Years Ago


The first direct confrontation between Japanese people and a Chinese empire occurred 2000 years ago.

As the empire was then called "Kan" probably by Chinese themselves, even today the Japanese people called it "Kan" while today's Chinese called it "Han."

(However those confronted Roman Empire troops on Great Britain in and after the Caesar's era were not of course Anglo-Saxons but Celts.)

The Han Empire, unlike preceding Qin, occupied almost half of the Korean Peninsula around A.D. 1 century.

The Han Dynasty adopted Confucianism as the state religion, while Qin had governed the empire with one million or more soldiers and (ancient) legalism, though Han was also established through many wars mobilizing hundreds of thousands of soldiers in each major battle.

Emperor Wu of Han (156 BC -87 BC) installed an official seat for study of Confucianism in 136 BC following advice from a scholar of Confucianism.

This is the beginning of the tradition of holding a state school for learning and studying philosophy and literature in East Asia.

The last samurai regime of Japan governed by the Tokugawa clan also ran their own state school for learning and studying philosophy and literature based on Confucianism, which was called "Shou-Hei-Kou."

When the Tokugawa regime was replaced through civil wars by the modernized Meiji Government in the late 19th century, the Imperial University of Tokyo was established as a kind of successor of Tokugawa's "Shou-Hei-Kou."

Accordingly, even today's elite of Japan who graduated from the University of Tokyo can be regarded as remote followers of the glory of the Han Dynasty supported by Confucianism, its state religion.

So what are the key players in ‘Climate Change’? The major driver is the sun. Warming depends on the sun. Cooling is due to the lack of sun’s energy. Radiant energy enters the earth’s atmosphere. Air (on a dry basis) consists mainly of nitrogen 78.08% and oxygen 20.94%. Of the 0.98% remaining, 95% of that (ie 0.934%), or almost all is the inert gas argon. Carbon dioxide CO2 is a trace. It is less than 400ppm (parts per million) or 0.04% of all the atmosphere (on a dry basis). Surprisingly, less than a fifth of that is man-made CO2 (0.008% of the total), and that is only since the beginning of the industrial era and the rapid increase in world population.

The above table tells that CO2 emission ascribed to human activities accounts for less than two percent of the total amount of CO2 output and input to the air from various sources.

However this fraction of "2%" is significant in any matters.

One example is that Japan's Prime Minister Mr. Taro Aso believed that he could maintain his power by winning the 8/30 general election through acquisition of 2% more voters.

In the previous 9/11 election of 2005, the ruling parties got 34,875,400 votes (51.43%) while the opposition parties were totally voted for by 32,935,669 voters (48.57%).

Though the ruling LDP and New Komeito were given 327 seats among 480 of the Lower House, the difference was just 3%. If 2% had moved from the ruling coalition to the oppositions, the former would have only 49.43% while the latter would enjoy 50.57%.

Before the official campaign period began for this 8/30 election, Prime Minister Mr. Taro Aso must have been informed that the reverse of the 9/11 election could happen.

Accordingly, Prime Minister Mr. Taro Aso must have thought that he could win as long as he could take back 2% of voters that had started to shift to Mr. Yukio Hatoyama's DPJ from his LDP.

It must not have looked difficult for veteran politician Mr. Taro Aso to get 2% more support mostly from yet-undecided voters.

In this context, it is very reasonable that LDP president Mr. Taro Aso exhaustively stuck to it out to the end or till the day before the voting, running around Japan, addressing voters, and attacking the DPJ so as to get 2% more voters.

However, his calculation was wrong, no matter how much his great efforts deserved attention, since Mr. Taro Aso of the LDP fought like a lonely samurai general.

In the middle of August, there were 55 people among 100 who looked like having not decided to vote for any party. Yet, those who could be influenced by such campaign efforts accounted for only 20% or so, since 60% of 55 people must have been already conditioned to eventually vote against the ruling LDP due to wrong pension-management of the Government unless act of God had happened.

Therefore this "2%" is not "2 among 100" but "2 among 20 or so (= 55 - 55*0.6)." It was actually 10 among 100 true swing voters.

Prime Minister Mr. Taro Aso failed in seeing the correct level of the hurdle, which was not "2 among 100" but "10 among 100." You cannot, of course, move 10 voters among 100 in the two-week official campaign period by your own effort, though you can for 2 voters among 100.

In the 2008 U.S. Presidential Election, it was "4%." This swing 4% was, however, a fixed minimum result of the prolonged war on Terror, the health care issues, the subprime loan mortgage issue, and finally the 2008 financial crisis. It was the last fixed margin you cannot reduce. Yet, it is just 4% that gave Mr. Barack Obama a secured victory.

So, the fraction of "2%" is significant in any matters.

But, if mankind increases this "2% CO2" that totally accounts for "0.008% among all the gasses" in the air, the effect of CO2 absorbing heat from the ground and issuing it to the air again might not cause a change in temperature, namely 0.2- to 0.4-degree rise from the normal level, since it is "big 2%" against the yearly average temperature of about 15 degrees Celsius for the earth.

How much one molecule CO2 and total CO2 molecules in the air contribute to the rise of temperature of the earth must be scientifically reviewed.

You would probably need 12 sets of new equations but not single set as used currently in the United Nations.

Is the global warming steadily progressing, since it was a little cold summer in Japan in 2009?

The global temperature in 2008 was lower than in 2001, 2002, 2003, 2004, 2005, 2006, and 2007.

If the global warming is gaining a momentum, the year 2008 should have been hotter than those preceding years.

In short, the trend of a global temperature rise looks like having hit a peak in 2008.

I may check more evidences and some underlying theories later.


SECTION I: Historical Relations between Japan and China

Japanese people traditionally called letters imported from China more than 1500 years ago "Kan-Ji."

"Kan" means the name of the second ancient Chinese dynasty Han ("Kan" in Japanese) that dominated the mainland China between 206 B.C. and 220, namely after the Qin Dynasty.

"Ji" means a letter(s).

So, Kanji means letters imported from the Han Dynasty. However, it is not clear when and how Chinese characters were brought into Japan.

Chinese characters first came to Japan on articles imported from China. An early instance of such an import was a gold seal given by the emperor of the Eastern Han Dynasty in 57 AD[1].

It is not clear when Japanese people started to gain a command of Classical Chinese by themselves. The first Japanese documents were probably written by Chinese immigrants. For example, the diplomatic correspondence from King Bu of Wa to Emperor Shun of the Liu Song Dynasty in 478 has been praised for its skillful use of allusion.

In my theory, those who fled the Qin Dynasty and the First Emperor of China and arrived at the Japanese islands, like Xu Fu ("Jyo-Fuku" in Japanese), must have hated their homeland, since the era of Qin was full of wars. They might have kept silence on what was going on in China to ancient Japanese people. Those early immigrants from China would not even go back to China in any future.

(For example, the First Emperor sent 300,000 troops to the Mongolian plateau and 500,000 troops to southern China as part of his military campaigns.)

And, most of the fleers to Japan must have been soldiers and farmers who were illiterate. If they could convey the spirit of the ancient Chinese Civilization, they must not have brought much of ancient literature.

In addition, if tens of thousands of people came to Japan over a century from the rise to the fall of Qin, they must not have had a critical impact of many innocent people living in the Japanese islands.

Yet, in the era of Han, situations must have changed.

If a Japanese prime minister casually writes blog remarks in English and makes any misspelling, he will be surely disqualified.

If his English sentence is inappropriate in terms of quality, he will be also disqualified.

So, such a prominent Japanese person never casually writes an essay or a composition on his own in English to make them open to the world, like this blog.

Generally speaking, for any Japanese to write to his blog in English is very risky business, if he is good at English or graduated from an American university.

By the way, it is not so easy to correctly pronounce Japanese Kanji characters used in various contexts requiring a different pronunciation according to a specific context.

Even today, I myself have sometimes found that I once memorized a wrong sound to a certain expression of a Kanji idiom.

As you must know a correct pronunciation of a Kanji letter to type it from a keyboard to a PC (and then to convert it to Kanji on a display screen), such a mistake can be an obstacle to any non-nonsense work.

By way of caution, I can write in Japanese better than in English, as a matter of course.

You had better study Japanese.
