Evey nuclear power plant compound in the world should be surrounded by 50-meter-high and 4 meter-thick concrete and iron walls completely; not huge budgets.
Or every nuclear power plant must be installed in the underground site 60 meters below the surface.
Otherwise, every nuclear power plant must be covered by a 100-meter high dome made of special material to contain every radioactive material.
Yet, the best way to build a nuclear power plant in Japan is to install it on Tokyo Bay. It would be free from a 15-meter high tsunami and an M9.0 earthquake. As it is so close to the political and economic center of Tokyo, every precaution and protective measures would be taken no matter how much they should cost.
The safest nuclear power plant in Japan can be only built on Tokyo Bay, maybe near Disneyland in Urayasu or US Naval base in Yokosukua.
Finally, funds for recovery from the 3/11 Disaster can be easily covered. As Japan has $885.9 billion (100 trillion yen) US Treasury securities and bonds, 50 trillion yen can be easily retrieved from America.
Yet, more importantly, the Japanese people might come to have fear of God as the 3/11 Northeast Japan Disaster happened on March 11, 2011 when everybody was thinking about their own matters but not of God.
One more thing, it has been confirmed and proven that the Japan-US Security Treaty can be really activated when Japan faces a crisis of the nation. It is one of the best things we have encountered in this national tragedy of Japan.
