For example, Haitian men live for 59.1 years and women for 62.8 years on an average.

SECTION I: What Central Bank Fears

It is not a simple balance sheet that a central bank is the most afraid of.

If out-of-control inflation occurs, they know they will be blamed, punished, and coursed by consumers, tax players, voters, and politicians.

Accordingly, they will do anything to prevent inflation, even accepting deflation which makes the poor poorer and the rich richer.

However, if an industrial potential of a nation surpasses a certain level like in Japan, inflation is very unlikely even if poor consumers are provided with sufficient paper money by the government lucratively for free without relying on the central bank.



In the case of Japan, one of the issues remaining is that Japan imports so many natural resources from the world and exports so many goods to the world.

Yet, all the arguments taking into account comparison with America and China would still result in justification of direct infusion of money to poor consumers by the government without relying on taxation or the central bank.

A government has a right to print paper money and give it to poor people without involving the central bank and its balance sheet.

And, a government of a nation strong in international trade and market can really execute it without jeopardising the value of its currency.

This paradigm would help all the other countries in a state of a financial crisis and a danger of inflation.

Indeed, the central bank is one of the worst inventions of the European/American Civilization.

TOO TIMID OR OPTIMISTIC IN ONCE IN A CENTURY SITUATION


SECTION I: Separation of Taxation and Government Budget

Suppose that there is little money circulating, but there are many unemployed persons and many factories out of operation.

Then a government must distribute money for free to the unemployed, so that they will try to buy goods to be produced in the factories.

Then the factories would hire the unemployed to run their facilities to produce goods to be sold to their workers.

After receiving salaries and wages, the workers would buy goods, and economy would pick up. No dangerous inflation would occur. Even the government can collect taxes if needed.

The point at issue is that the government had to first distribute money for free to the unemployed. Taxation is another matter, if it is applied to the workers later.

In other words, based on the production potential and consumption potential, the government should issue currency on its own, without relying the central bank whose actions are restricted by a money supply theory and its balance sheet as it is still a bank which the government is not.

Livelihood protection subsidy must be founded by the government issuing its own paper money without asking the central bank to lend money to the government, since 1.3 million households (among total 48 million households) in Japan live on welfare payment as they have no jobs.

Taxation and government expenditure should be separated in a supply and demand relationship.

Note that the key prerequisite is the existence of supply potential that can provide materials and goods as much as needed by consumers without causing dangerous inflation, which is seen in Japan.



SECTION II: Japanese Ace Downed 64

During WWII, the Empire of Japan produced 2,000 97-Type bombers and 10,430 Zero-Type fighter planes in addition to 5,751 One-Type Hayabusa fighter planes.

During WWII, the U.S. produced 3,970 B29 bombers and 16,766 P-51 fighters in addition to 7,722 F4F Wildcat fighters.
But, it also produced 12,731 B17 bombers and 12,275 F6F Hellcat fighters in addition to 9,942 P38 Lightening fighters, since it fought the Empire of Japan and Nazi Germany.

The ace of Japanese fighter pilots was Saburo Sakai who shot down 64 American planes over the Pacific Ocean.

If the Imperial Navy had 10 more Sakai-class pilots, its fleet should have won the Battle of Midway Island in 1942, where total seven aircraft carriers were mobilized on both the sides, and occupied Hawaii eventually, prolonging the war by a year or more though more tragically.

After WWII, ex-Imperial Ace pilot Sakai however said, "Japanese are not a race suitable for fighter pilots. Japanese are easily agitated and excited, while an aerial battle demands cool-headed behaviors and a hard-view of reality in addition to the cold-hearted will and strong tenacity of purpose in life and survival."

But, my tactics is that from the moment you spot an enemy plane at a corner of the sky, start to pull the trigger of the mounted machine-guns to continue the shooting until you shoot down it or your guns deplete bullets; eventually you surely shoot down the one or you give up and fly back in hurry to the aircraft carrier or the ground base in safety. The point is that the moment the enemy plane gets into your range, it must be shot down, so that you can save bullets for other ones. For this purpose, you have to design a plane that can carry 100 times more bullets than an American's.

Anyway, that is why, I suppose, I have to be born after WWII, if somebody will have to after the War on Terror.



SECTION III: TOO TIMID BAIL-OUT MONEY

Between August 2008 and March 2009, the U.S. Government issued Treasury bonds worth $1.5 trillion.

For FY2009, the Japanese Government issued $0.5 trillion government bonds.

As America's GDP is three times larger than Japan's, the figures look reasonable, since the financial crisis started on Wall Street.

But, Japan issued $0.28 trillion government bonds in FY 2007, while the U.S. issued about $0.7 trillion (*detail confirmation needed) Treasury bonds in 2007. So, it looks like that Japan could further issue $0.05 trillion (5 trillion yen) in its national expenditure.

In addition, 60% of U.S. Treasury bonds is owned by foreign governments, businesses, and other foreign entities.

Yet, only 5% of Japanese government bonds is owned by foreign governments, businesses, and other foreign entities.


Then, which government is too timid to borrow money from the outside by issuing bonds?

Apparently, the Hatoyama Cabinet should not hesitate to issue additional two or three trillion yen ($0.02 or $0.03 trillion) government bonds to restore economy.

While doing so, it should start to consider the separation of taxation and the government expenditure.

To combat an economic crisis, Americans would not mind a $0.05 trillion overshoot, but Japanese really do irritatingly.

In 1904, the Empire of Japan launched war against the Russian Empire. For many years before it, the Japanese Imperial Government had been resolute in making war against Russia sooner or later for the hegemony over the Korean Peninsula.

But, when the Empire started the war against the U.S. in 1941, there was no such a resolution. The Empire had beforehand had no plan on how to fight American military forces, where to occupy, what to do with a possible victory, or how to withdraw troops and fleets and end the war if things should go wrong. The Empire expected that America would offer peace at some point if costs of the war should get unbearable for America, since America should be also involved in the war against Nazi Germany. However, everything went wrong for the Empire to be forced to attack Pearl Harbor before its oil reserves for the world No.2 Imperial fleets might have been depleted due to America's embargo.

If the Empire of Japan had had a concrete plan of war with America over the hegemony for the Asia Pacific before 1941, it must have first fixed up the war with China, planned to force the Netherlands to hand over oil fields in Indonesia, and then started to produce 100,000 Zero fighter planes, all of which was impossible then.

This Japanese mentality is still somehow evident. But, just one good idea or paradigm change might allow it to make a quantum leap in national security or economy. In this context, Japanese elites must not simply follow the European/American way in national security and economy.

The great earthquake was indeed a strong message to the world.

Yet, as Americans have now an African American President, Washington D.C. and New York have only suffered two-foot-deep snow.

All I want to say is go and save children in Haiti (without abducting them), if you are so proud in Washington D.C., New York, and Paris (as France colonized Haiti). I am not joking over beer.



SECTION I: TOSHIBA TO INVEST $9 BN

If you have never worked in a semiconductor-related factory or business, you do not almost understand reality of the present material civilization, especially if you are an economist.

If you use a PC, a cellular phone, a digital TV, or a car, you are using a very-small computer system which requires memory devices to store data.

The main stream of the memory devices is flash memory. It sells worldwide in total at $15 billion or so. But, not many countries have ability to build businesses that can manufacture and sell this product. Only, Japan, America, Korea, and Switzerland have such businesses that can compete in real.

Korean companies like those in Taiwan and China have originally received so much aid from Japan, including leading engineers in high-tech industries. Indeed, it is in these 20 years that Samsung and other Korean and Taiwan high-tech makers have grown globally so as to amaze even President Mr. Barack Obama.

However, their growth is regarded as expansion of Japanese industrial and technological potential to East Asia. It has been driven by Japan itself implicitly, since Japan could not concentrate its industrial potential only on its national land. Such material concentration would damage and harm the nature of Japan and spiritual life of the Japanese people.

If Japan had forced Korea, Taiwan, and China to stay poor without transferring its technology to these countries, Japanese export should have saved Japan from the Lost Decade. If all the global class high-tech companies in Korea, Taiwan, and China had been all the Japanese companies operating in Japan, Japan should not have experienced the Lost Decade.

In this context, a kind of the East Asia Union Prime Minister Mr. Yukio Hatoyama has proposed has been already realized in the high-tech industrial sector in sacrifice of Japan in the form of the Lost Decade, though it has saved the natural environment and spiritual environment in Japan.

Now, as for Toshiba, if the company estimates to collect $6 billion per year through sales from 2011 with the new factory, its investment of $9 billion to the new flash memory factory will be surely paid off within 10 years, securing reasonable net profits.

Yet, as Toshiba suffered $3 billion deficits in FY2009 as of the end of March 2009, total earning retention within Japanese businesses including Toyota must be truly huge.

Anyway, all I want to say to economists is "Work in a semiconductor factory!" It is so, since the need for economists should have been more limited without the Lost Decade of Japan.

Finally, it is also why USA cannot make prosperous Cuba, Haiti, Mexico, Columbia, etc., since the national land of America is as large as China and its spiritual life is as headstrong as India's.

Socrates (469 BC–399 BC), a little younger than the Buddha and Confucius, mentioned some about the ideal language.

He could not find such a language in the real world, but the Japanese language matches the conditions he specified for the ideal language.

There is only one language confirmed in this world that is similar to Japanese in terms of this feature, the Polynesian language as spoken by indigenous Hawaiians. Each original Japanese word has its sound well matching its meaning. For example, snow is "Yuki" as it falls rather slowly "Yukkuri" (or is snow related to slow?).

It is so, since Socrates would rather respect the Japanese language.

SECTION I: Traditional, Conservative, & Liberal

Those who love the traditional virtue and value, good or bad, should be called "traditional."

Those who love established law, order, and practices, good or bad, should be called "conservative."

Those who love freedom, liberty, and reformation of any sort, good or bad, should be called "liberal."

In Japan, the traditional people are always a majority. And, the LDP was supported by this category of people.

However, voters who did not love Japanese traditions but were conservative voted mostly for the LDP.

Only those who were culturally non-traditional but politically and economically liberal voted for the socialist or communist parties.

However, since the beginning of 21st century, this trend has changed. More and more traditional people came close to the liberal, if they never vote for socialist or communist parties. The LDP was losing the support from this category of people, namely the "culturally traditional but economically liberal." Then, here rose up Mr. Jyunichiro Koizumi to appeal to this category of voters. He succeeded and maintained his regime for five years or so. Even nobody stopped him from visiting the Yasukuni (shintoism but dedicated for warriors) Shrine around August 15, the memorial day for Japan's World War II.

Now, most of voters in the category of the "culturally traditional but economically liberal," have left the LDP due to too much irresponsible management of the pension system and the social security. They now support the DPJ and the Hatoyama Cabinet, though Prime Minister Mr. Yukio Hatoyama is losing some ground.

But, still a key point might be that only "non-traditional and liberal" Japanese voters support socilaist or communist parties.

Yet, there are some politicians who are apparently "non-traditional but very much conservative." They are the most unpredictable type among Japanese politicians.

So, use the terms "traditional" and "non-traditional" in addition to conservative and liberal, especially in analyzing the Japanese politics.



SECTION II: The Upanishads

When Gautama Buddha started his mission about 500 years before A.D. 1, there established was work of philosophy called the Upanishads.

As Jesus Christ faced conventional Judaism, the Buddha faced the Upanishads in ancient India.

In the Upanishads, truth is called Brahman:

The Upanishads teaches Hindu priests (Brahmin) that clever Brahmin should understand Brahman to create wisdom; but do not give consideration to many words, since it is waste of words. 

Lao-tze (the 6th century BC), a Chinese ancient philosopher, also said, "One who knows truth never talks about it. Ones who talk about it do not know it."

That is why the Buddha is unique and the greatest for peoples, at least, in East Asia.

Anyway, 500 years before the birth of the Son of God, mankind looks like having been really close to its intellectual zenith.

The law of eternity of Buddhism is like this:
When two persons are walking through wilderness, they will surely share water and foods. Like this, a poor man may share whatever he has in his poverty with other poor people. Such a poor man never perishes among the dead.

According to a certain economist, mutual aid can be more efficient to reach desirable balance of a financial and economic state in society than competition and contests in market.

However, life is easy for those shameless, impudent, blatant, quick to blame others, bold, and unjust.

So, the market economy is not suitable for honest Buddhists but loved by those shameless, impudent, blatant, quick to blame others, bold, and unjust.

If you need market economy, this principle should not be forgotten at any moment.

The Japan-U.S. military alliance involves various aspects, such as the Japanese Constitution, its Article 9 interpretation, American bases in Japan and especially the status of Okinawa, a controversial influence Japanese nationalists have, Japanese security policies, the need for nuclear weapons, the Chinese behaviors, the Russian behaviors, N. Korean behaviors, and mutual economic prosperity between Japan and the U.S.

Ordinary Americans do not know any details of the Japan-U.S. military alliance as they do not know any historical backgrounds of the Pearl Harbor attack in 1941.

Yet, most of the Japanese people do not mind U.S. military presence in Japan, since practically American soldiers, naval ships, and military planes do not harass them (except the Okinawa people) at large.

However, it is time to review it from a historical perspective and a national principle.

What Will Never Recur


Those who support punishment by death account for 85% of the Japanese people.

People have become less tolerant and more alarmed at potential criminals in a risky social environment, believing that death penalty could deter them from violent and heinous acts.

Rich men usually like death penalty, since they think they can deter poor men who stop at nothing trying to be rich by intimating them by a threat of death penalty.

Laws, including capital punishment, sometimes work as a means for the rich to control and suppress the poor.

In this context, those 85% Japanese may be sharing a sense with the rich, since they are not violent, indecent, and vicious poor men or women.

However, death penalty is againt the teaching of the God of Abraham and Jesus Christ.

The concept of the self-sustaining individual or a sense of self is a basic of the European philosophy, which is however not in the Japanese philosophy, since the culture, history, traditions, and religions of Japan are so different from European ones.

Though after WWII, the Japanese society changed so drastically while cutting off the last remnant of the underlying samurai spirit. Accordingly, the concept of the self-sustaining individual or a sense of self has come to take a significant part in the modern life of the Japanese people along with infiltration of the paradigm based on the American-Christian Democracy.

However it is also after WWII that Judaists as a whole came to think in earnest that the U.S. is at least one of their holy destinations in parallel with Israel. As a consequence, the unique American Christianity became further unique by merging with Judaism in part since 1945.

In other word, American Christianity we see today is a little different from that before 1945. But, the American-Christian Democracy introduced after WWII into Japan is based on American Christianity before 1945.

Therefore, though it is very hard to comprehend and believe, it is very likely that some features of American Christianity before 1945 can be only seen alive in Japan but not in America, since the basic ideas recommended for the new Japanese Constitution were issued to the Imperial Government by the General Headquarters of the Allied Forces led by General MacArthur on February 13, 1946.

Japanese high school students to be graduated this March reportedly face a bleak situation in getting employment.

This is one of the gravest problems in Japan today, though nowadays almost every youth goes to high school.

Economics must be guided by ethics; otherwise there will be so many cold-hearted economists just indifferently observing poor high-school graduates from cozy offices of universities.

Anyway, the regime change in Japan last summer seems to deter desperate and abnormal poor men from attacking others on the street with knives and cars which happened so significantly before.

Public-Opinion Polls in Japan




I know some rich Japanese who are good at English and other foreign languages than I. But, they have nothing to say to the world, since they think they are rich enough. Indeed, all they can do is laughing at the poor who do not like them. I do not like them to laugh at poor Japanese, as long as they are Japanese. (Yet, they have only less than $10 million [Laughter]! Even rich Japanese gangsters in the bubble era boasted that they had $1 billion [Laughter, Laughter]!)


Now, according to public-opinion polls conducted by the Japanese media in these few days in the wake of the decision by the Public prosecutors on possible indictment of DPJ Secretary-General Mr. Ichiro Ozawa, once a boss of Prime Minister Mr. Yukio Hatoyama while still behaving so,

Alarmed at the Japan-U.S. relationship under the Hatoyama leadership: 68% (Yomiuri)

Desirable for Mr. Ichiro Ozawa to resign from the No.2 position of the DPJ: 74% (Yomiuri)

Desirable for Mr. Ichiro Ozawa to resign from the No.2 position of the DPJ: 68% (Asahi)

Not desirable for Mr. Ozawa to exercise an influence on P.M. Mr. Hatoyama: 74% (Asahi)

Will vote for the DPJ of P.M. Mr. Hatoyama in the coming national election: 34% (Asahi)

Will vote for the LDP who lost power last summer in the coming national election: 27% (Asahi)

Support the Hatoyama Cabinet? Yes - 41%; No - 45% (Tokyo)

Voters in Japan do not like Mr. Ichiro Ozawa at all for various reasons including doubtful $4 to $8 million cash in his home and his arrogant behaviors in politics.

However, the LDP who had possessed power for half a century till the last summer is still unable to recover respect and trust from the voters.

The key to understanding the satiation is the gap between the rich and the poor. Almost all the people who can become rich by supporting the LDP have become rich. Others who cannot become rich any more, if they support the LDP, have turned to the DPJ.

But, while the DPJ supporters want to be rich so much by supporting the DPJ, the fact that 70% of them do not trust Mr. Ichiro Ozawa, No.2 of the DPJ, is very grave.

Moreover, two thirds of those 70% who think Mr. Ozawa should step down from the DPJ leadership want him to resign as a Diet member, which means the end of Mr. Ozawa's 40-year long career as a lawmaker.

In summary, most of voters in Japan want to be happy or rich or to survive together with the DPJ, but not with Mr. Ichiro Ozawa, while P.M. Mr. Yukio Hatoyama is in a delicate position.


Note: The Tokyo Public Prosecutor Office arrested and indicted three present/ex-secretaries, including one incumbent Diet member, of Mr. Ichiro Ozawa for violation of the Political Funding Regulation Law, but refrained from arresting Mr. Ichiro Ozawa himself.
