It may be time to strengthen the protection of the Korean Peninsula, the Japanese Islands, Taiwan, the Philippines, the Malay Peninsula, Indonesia, and especially the Borneo Island from invasion by China.



SECTION I: The New York Times Should Learn Tibet More before the East China Sea

I-1: "N. Kristof" Could Not See How to Interpret Evidence

The New York Times presented a judgment on the Senkaku Islands by somebody called "N. Kristof," which has alarmed many Japanese people, including many lawmakers.

"N. Kristof" wrote actually that he thinks the Senkaku Islands belongs to China based on two unidentified pieces of evidence: "Chinese navigational records show the islands as Chinese for many centuries, and a 1783 Japanese map shows them as Chinese as well."

First of all, there are many islands on the Pacific Ocean around China and especially between Taiwan and China or between Taiwan and Okinawa (the large southern island of Japan). It is not possible at all to identify what island is mentioned precisely in an older report prepared before modernization of China.

Further, watching a desert island from a ship in the 18th century or before does not constitute effective occupation of the island, if the same island had been so spotted to many times by private or even official ships. When carefully checking some old reports by sailors and officials of the Ming Dynasty, it is found that there was no evidence that the Dynasty regarded many of small islands between Taiwan and Okinawa as being subject to its sovereignty (refer to I-4: Appendix).

Second, during the 18th century, Japan closed the nation to the world except trade with China and the Netherlands. Even Okinawa was not directly governed by the central Government at Edo (Tokyo). Hence, the samurai government had no need to prepare a map to specify small islands around the Okinawa main island and make clear a state of occupation of them. It is not business of the shogunate.

Therefore, after the fall of the samurai government in 1868, the modern Meiji Government of the Empire of Japan checked the state of occupation of the Senkaku Islands and declare occupation by the Empire in January 1895 as the then governor of Okinawa so asked in 1885. Apart from this legal procedure, Qing (Ching) China was defeated by the Empire of Japan in the Japanese-Sino War, leading to the peace treaty between the two Empires in April 1895. The territorial issue over the Senkaku Islands was not included in causes of the war for both the Empires.


I-2: "N. Kristof" Could Not Know Chinese Traditional Indifference to Islands

You look at the map.

You see the Senkaku Islands being so close to the Chinese mainland (and Taiwan) while the mainland Japan is so far from the Senkaku Islands. The Chinese continent is overwhelmingly close to the East China Sea but the Japanese islands mostly face the North-West Pacific Ocean (and the Seas of Japan as well as the Sea of Okhotsk).

So, you think that Chinese people and officials frequently visited the Senkaku Islands.

But, it is not true.

The Chinese people have not been maritime people at all. They have not been interested in other lands except the mainland or the central plain of China. Even Taiwan was long out of concern of Chinese dynasties, or till the 17th century. The Chinese mainland was rich and cultivated enough. They had no intention to expand their territories over the Pacific Ocean which were places out of the boundary of the great Chinese Civilization.

Even the last Chinese empire Ching (1616-1912) did not fully occupy Taiwan. The Senkaku Islands were not of their concern as they were just small desert islands.

If the Chinese past dynasties had been interested in islands and the Pacific Ocean, they should have occupied Taiwan, Okinawa, the Korean Peninsula, the Philippines, Japan, and Hawaii in their 2000 year history.

But, the Chinese past dynasties had no such interest and ability. They had to rather prepare for invasion by northern tribes, such as Mongolians, and wars with Muslims in the west. They could not even fully occupy Manchuria, Vietnam, Tibet, and Korea. The great exploration voyage conducted during the Ming Dynasty was very exceptional. They found many islands and worlds, but Ming had no intention to occupy them. This episode rather showed indifference of the elite Han people to islands and the sea.

Finally, the Chinese Dynasties had not concept of a national territory and borders. A Chinese emperor is the sole governor of the lands where the superior Chinese Civilisation prevailed. He did not need to set boundaries between his civilized empire and wildness occupied by uncivilised kings. Barbarian kings were simply expected to show their obedience to the Chinese emperor. Then, the Chinese emperor allowed trade for providing Chinese culture to them. Yet, Japan stopped this relationship in the 6th century, though Korea continued it till the 20th century.

(The Long Wall was not a boundary or a border. It is a defence line within the Chinese Empire which could expand as far as kingdoms and tribes beyond the Long Wall bring a tribute to a Chinese imperial court.)



I-3: "N. Kristof" Did Not Know Tibet and the Uighur Region

The China governed by communist leaders and elites are different.

They invaded Tibet and continued occupation of the Uyghur Region in a manner different from past dynasties.

The New York Times should stop help China try to make Taiwan another Tibet, while China is exercising its naval powers over the Philippines, Vietnam, Malaysia, and Indonesia already.

For China to militarily invade Taiwan, the Japan's Senkaku Islands and Okinawa are great obstacles.

They would rather pay big money to American journalists so as to make them claim that the Japan's Senkaku Islands and Okinawa should belong to mainland China, namely the Chinese Communist Party.

The New York Times should remember that American prosperity has been supported by Japan after WWII but not by the Chinese Communist Party.

The fact that the Senkaku Islands are closer to Shanghai than to Tokyo does not constitute grounds for admitting China's violent attitudes to Japan who duly declared its occupation of the Senkaku Islands in 1895 to the world, since there was no evidence that they were governed by Ching.

(And, when Ching was defeated in the war next year by the Empire of Japan, it simply delivered Taiwan to the Empire of Japan. The Senkaku Islands were neither officially attached to Taiwan nor dealt differently through this diplomatic procedure in 1895.)


Finally, The New York Times should help Tibetans and Uighur Muslims get independence if the newspaper claim they respect justice.

Or, will The New York Times feel comfortable and pleasant to hear a journalist in Tokyo saying, "I have a feeling that Texas and California should belong to Mexico, since old documents indicate so and many Mexican gangs are wishing so?"

If The New York Times and "N. Kristof" could read Japanese or Chinese, they had better check the Chinese documents in the following sites that admit Japan's sovereignty over the Senkaku Islands:

Further, in terms of an old document issued by the Ming dynasty in 1562, namely "Chinese navigational records," its description is not coherent. It simply allowed for a possibility that some Chinese officials of the 16th century thought that the Senkaku Islands could be their own despite a policy and the will of the Dynasty that respected a relationship with Okinawa.

In this international meeting held around the United Nations led by the U.S., China is treated as a kind of pirate.

So, China is losing face. Chinese leaders are afraid of losing face. So, they decided to behave violently not to be scoffed at. Then, they targeted Japan where a Chinese fishing boat was seized by the Japan Coast Guard around the Japan's Senkaku Islands close to the sea border into China.

Losing its face in the South China Sea, China is forced to behave arrogantly to Japan. It is a tactics of a small-timer gangster.

So, friends, do not worry.

China being a gangster and Japan being a gentleman as is usual, peace will be maintained.

However, I recommend you not to go to China. I recommend you to transfer your business and assets in China to other Asian nations.

And, there are Chinatowns all over the world today. You do not have to go to China to enjoy Chinese dishes.

I once really enjoyed some Chinese foods in the Chinatown of Yokohama. Haven't you ever been there? There are Chinese or Taiwanese in the Chinatown of Yokohama, Japan, of course. Isn't it enough? Remember I do not go to China, but will go to the Chinatown of Yokohama, Japan!

SECTION I: China's View on Site of the Senkaku Islands

China has stopped export of rare metals/rare earth to Japan.

China has arrested four Japanese workers of a Japanese company in Hebei Province, China, for a strange reason related to military facilities.

China is shouting like North Korea, "Japan alone has to take every responsibility for what is going on and will happen."

Yet, a Chinese skipper who allegedly hit his fishing boat against a Japan Coast Guard ship in the Japanese territorial sea around the Senkaku Islands early this month is now under a due judicial procedure in Japan.

SECTION II: Japan Made Chinese GDP Grow

First of all, 30% or so of China's GDP of today should be counted as Japan's GDP.

Western economists and elites in the world did not know history in East Asia and Japan and China. But, suddenly, they were shocked to learn that China starts to claim that its GDP is now world No.2 with some statistics, while the Japanese economy has been in deflation for 15 years.

They cannot link the China's rise to Japan's deflation. But, the answer is in it.

Since late 1970's, Japan has continued to invest huge funds into China, relocate a huge number of factories into China, and transfer personnel, know-hows, and technologies to China. This is movement of a large-scale transfer of potential GDP from Japan to China. This kind of huge transfer of a nation's GDP potential to another country has never happened in the human history; hence Western economists and elites cannot understand this truth about China's GDP.

As a result, the Chinese economy started to grow at a pace that has bewildered the world. Yet, Chinese leaders and elites did not openly and candidly express their gratitude to Japan. They hid the great Japanese contribution from the eyes of the Chinese people and the world, so that the Chinese people and the world would not respect Japan and take Chinese leaders lightly.

As the Chinese Communist Party put their legitimacy on the grounds that they bravely fought and won troops of the Empire of Japan who was forever evil, their leaders cannot show gratitude to Japan. Chinese leaders cannot do anything that might lead to a need for changing a view on Japan and their version of history around WWII.

The Chinese Communist Government exists mostly because they make Japan the greatest enemy of China. The Chinese Government makes the Chinese people hate Japan but not the Chinese Government no matter how evil things elite Chinese do to Chinese people.

But, why did Japan have to transfer such potential GDP to China?

1) The Japanese market was already getting saturated in early 1990's.

2) The nature, environment, and local communities in Japan faced a potential crisis due to an excess of development with so many plants, factories, industrial facilities, and commercial activities.

3) Global competition was intensified with advancement of transportation and telecommunications as well as computer power. Subsequent cost competition requested reduction of labor costs. So, Chinese workers are needed as their salary level was fairly lower than Japanese workers'.

4) Some cultural compatibility exists between Japan and China. Though traditional culture, language, social customs and systems, and historical backgrounds are so remote to each other, both the Japanese and Chinese people use Kanji letters and Japanese people well understand Chinese classic literature and philosophy, such as Confucianism. Japanese businessmen feel easy to go and work in China.

5) Memory of WWII or the Japan-China war before WWII has made Japanese people at large feel sorry for Chinese victims of the wars, though the Chinese Communist Party is also heavily responsible for the tragedy of the Chinese people in those wars. So, many Japanese wanted to help China develop economically. This good will actually took some important part in Japan's aid to China since 1970's.

Accordingly, since late 1970's, Japan has continued to invest huge funds into China, relocate a huge number of factories into China, and transfer personnel, know-hows, and technologies to China. This is movement of large-scale transfer of potential GDP from Japan to China. This kind of a huge transfer of a nation's GDP potential to another country has never happened in the human history; hence Western economists and elites cannot understand this truth about China's GDP.

It is true that the growth of the Chinese economy was truly accelerated in 2000's. But, there are some tricks in figures the Chinese Government presents to the world, since China is not an open and democratic nation where expert criticism and rigorous reviews are allowed against any official announcements.

In summary, 30% or so of China's GDP of today should be counted as Japan's GDP.




SECTION III: Japanese Businesses in China

According to Chinese data around 2005:

The number of Japanese businesses and their branches in China: 16,000

It is very extraordinary.

If 16,000 German companies move into Russia, the Russian GDP will surely increase by 30%.

So, the GDP of China, which includes 40% or so contribution from the dubious construction/real estate sectors, is not a matter of serious concern, probably till it nominally surpasses America's.

When most of Americans come to suffer degradation of the living standards due to Chinese operations in the global and American markets, American people will really start to take it seriously, trying to see what autocratic China is for them.

However, it can be said that Japan is making great efforts through its economic relationship to change China to a democratic and peaceful nation, from a historical point of view.



SECTION VI: Contribution of Foreign Companies in China

Let's check data and a figure the Japanese Government presents.

Finally, today, district prosecutors of Okinawa Prefecture decided to release a Chinese skipper who damaged a Japan Coast Guard ship in the Japanese territorial water around the Senkaku Islands, taking fully into consideration quasi-terrorist behaviors of China, in my observation.

(Four Japanese law-abiding corporate workers under arrest by China might be harmed in ritaliation for the detention of the Chinese skipper.)

Yet, such a decision cannot be made by district prosecutors alone.

Chief Cabinet Secretary Mr. Sengoku looks like having worked on the district prosecutors through the highest-level of administrative channels so as to release the Chinese skipper of an agressive fishing boat.

However, it looks like that 80% of Japanese voters doubt this proceeding of the incident involving Japan's sovereignty.

When Prime Minister Mr. Naoto Kan returns to Tokyo from the United Nations assembly, he will have to face strong criticism.

This incident alone can decide the fate of the Kan Cabinet.

Anyway, many Japanese have confirmed that the Senkaku Islands belong to Japan and the Chinese Communist Party is so dangerous like a quasi-terrorist.

This incident alone must decide the fate of the Chinese Communist Party.

Opposition LDP Lower-House member Mr. Masahisa Sato wrote that today 6,000 viewers have accessed his blog, since he is an ex-officer of the Japanese Ground Self-Defence Force who was once dispatched to Iraq.

As a matter of fact, the Chinese Communist leaders are so foolish as they are pushing Japanese nationalists to a bellicose policy for abolishing the Pacifist Constitution, building sub-American class military, and developing super-nuclear weapons.

Indeed, there is no reason even for Japanese die-hard nationalists to abolish the Pacifist Constitution, build sub-American class military, and develop super-nuclear weapons except for punishing the arrogant and bellicose Chinese Communist Party now having so much money obtained through trade with Japan and the U.S.

Again, the most likely showdown in China is "Beijing will be surrounded and seized not only by American troops but by a myriad of Chinese poor people. Leaders and elites of the Chinese Communist Party will flee to North Korea and Russia."

So, my advice to China is to adopt a pacifist constitution, renounce war, reduce its military capability, introduce a democratic system, and promote peace and friendship with Japan, Taiwan, South Korea, Mongolia, the Philippines, Vietnam, Malaysia, Indonesia, India, Australia, and Tibetans and Muslims as well as the U.S.

Japanese businesses have been operating in the United Sates for so long or decades before China starts to claim its status as another world No.2 economy around 2009.

1) In terms of direct investment by Japanese businesses into foreign countries, the U.S. is the No. 1 destination where $240 billion have been invested by various Japanese companies as of 2008.

2) In terms of direct investment into America by foreign businesses, Japan is the No.2 contributor next to the U.K., with a share of 11.4% as of 2008.

This has caused the sharp rise in value of the yen against the dollar.

The point at issue is that there are many small-time traders, brokers, and gangsters in this market. They can be sufficiently warned with this BOJ's $17 billion-a-day operation.

If there are one million players in the market, only thousands can sometime decide a trend. And oftentimes these thousands are simply driven by hundreds of those small-timers. This Japan's exchange intervention is aimed at those irresponsible money seekers.

Of course, if there is the FRB behind them, it would be surely hard to deal with such a sharp rise of the value of the yen. Yet, if there is Mr. Lawrence Summers behind them, it would be soon over.

Mr. Hatoyama and Mr. Okada seem to have adopted this idea of 25% decrease of CO2 in Japan only because they believe that major companies and industries are evil. Unbelievably, Mr. Hatoyama and Mr. Okada even seem not to have known great, long-term efforts of Japanese companies to reduce CO2 emissions which have resulted in the world No.1 efficiency of energy use.

Anyway, without first requesting the U.S. and China to reduce use of crude oil and decrease GDP, any such proposal based on sacrifice of ordinary Japanese citizens cannot be accepted even by labor unions, major supporters for the DPJ.

As this incident proves the mentality of Mr. Hatoyama and Mr. Okada, the former failed in respecting law and order to be forced to resign and the latter failed in creating a high level of framework of trust between Japan and China as well as the U.S.

When Suddenly A False Right Is Claimed

If Japan is so friendly to China, the world would misunderstand that Japan has endorsed aggressive operations by China in various controversial regions in the world.

So, it is natural that there is a certain level of tension between Japan and China, since China is now exercising its military power to drive out influences of other nations, including the U.S., from its self-defined defence area which is so vast covering Tibet to the South Pacific Ocean.

To tell the truth, as China is simply surrounded by peace-loving Japan and the world police the U.S., it does not need to strengthen its military forces and expand the scope of their activities. The Chinese Communist Party seems to lose its sense as it has now so many dollars at hand.

China is now trying to leverage the location of Japan's Senkaku Islands so close to Taiwan and Shanghai to force Japan to make a concession, claiming its sovereignty over the Islands, though, based on warped interpretations of history.

Anyway, it is a duty for every Japanese citizen to protect its territory.



SECTION I: The Senkaku Islands Are Not Tibet

According to the honorable Japan Coast Guard, scores of Chinese fishing boats were illegally operating in the exclusive economic zone of Japan, around Japan's Senkaku Islands.

One of Chinese fishing boat, while trying to run away, hit deliberately a Japan Coast Guard ship. As a consequence, the boat was seized and the Chinese captain was arrested.

The Japan Coast Guard took a video of this incident, showing the intentional crash by the Chinese fishing boat against the Japanese patrol ship.

After this incident, the Chinese Foreign Ministry requested the Japanese Ambassador to China to come to the Ministry office at 1 a.m., namely at midnight. The Chinese Foreign Ministry requested visit of the Japanese Ambassador total four times, including the violent request at midnight.

China also forced cancellation of visit to Japan by 10,000 Chinese tourists. Chinese TV announcers blamed Japan, like North Korean violent announcers. Some many Chinese Internet users are now planning to attack Japanese sites, in addition to protests on the street and in front of the Japanese Embassy in Beijing.

In Japan, everybody knows that the Senkaku Islands belong to Japan since an era of centuries ago. It is the same old Chinese violent anti-Japanese tactics, so thinking are all the Japanese, including pro-Chinese people. (However, some very-pro-Chinese Japanese claim that the Kan Cabinet should not make the matter more strained.)

The points at issue are:

The key points supporting Japan's claim to the Senkaku islands are as follows.

1.The islands were not inhabited up to 1895.

2.Several months before the cession of Taiwan to Japan by the Qing Dynasty, Japan had already claimed and incorporated the islands into Japanese territory; as a result, the islands remained Japanese territory and would not be affected by the retro-cession of Taiwan in 1945.

3.Though the islands were controlled by the United States as occupying power between 1945 and 1972, Japan has since 1972 exercised administration over the islands. According to Japanese government, the PRC and ROC (Taiwan) have come to claim the sovereignty since a submarine oil field was discovered near these islands.[32] In addition, the former President of Republic of China, Lee Teng-hui, also once stated that the Senkaku Islands are part of Okinawa.

However, the United States, as principal victor over Japan, has consistently maintained that there was no "return" of island territories to China after the close of hostilities in WWII, either due to the Japanese surrender ceremonies, or according to the specifications of the post-war treaties. The Starr Memorandum of the US State Dept., issued in Oct. 1971, is often quoted as an authoritative reference on this subject.

China claims that the Qing dynasty occupied Taiwan and thus the Senkaku Islands. But, the Empire of Qing simply wanted to defeat anti-Qing forces in Taiwan through war of 1683 but not effectively governed whole Taiwan. The Qing court regarded Taiwan as a place out of the Chinese Civilization, without taking any official measures to develop Taiwan. At best, only part of Taiwan was effectively annexed to the Qing dynasty. The remote Senkaku Islands have been clearly out of power and governance of the Qing court in Beijing.

From 1683 to around 1760, the Qing government limited immigration to Taiwan. Such restriction was relaxed following the 1760s and by 1811 there were more than two million Chinese immigrants on Taiwan. In 1875 the Taipei government (台北府) was established, under the jurisdiction of Fujian province. Also, there had been various conflicts between Chinese immigrants. Most conflicts were between Han from Fujian and Han from Guangdong, between people from different areas of Fujian, between Han and Hakka settlers, or simply between people of different surnames engaged in clan feuds. Because of the strong provincial loyalties held by these immigrants, the Qing government felt Taiwan was somewhat difficult to govern.

Taiwan was also plagued by foreign invasions. In 1840 Keelung was invaded by the British in the Opium War, and in 1884 the French invaded as part of the Sino-French War. Because of these incursions, the Qing government began constructing a series of coastal defenses and on 12 October 1885 Taiwan was made a province, with Liu Mingchuan serving as the first governor. He divided Taiwan into eleven counties and tried to improve relations with the aborigines. He also developed a railway from Taipei to Hsinchu, established a mine in Keelung, and built an arsenal to improve Taiwan's defensive capability against foreigners.

Modernization and industrialization of Taiwan were realized through efforts of the Empire of Japan. It was not Western-style exploitation but efforts to make Taiwan equal to the mainland Japan in terms of culture and living standards.

Like Anglo-Saxons in America won independence from the U.K., people now living in Taiwan have a right to claim that they are a nation on the Taiwan island independent from the mainland China. The Chinese Communist Party is not more authentic as a successor of the Qing dynasty than those living in Taiwan.

In this context, no Chinese have more authority than the Qing dynasty (who did not fully govern Taiwan where many natives were actually independent) had on Taiwan itself without mentioning peripheral islands and rocks. Finally, while the Islands are too remote to be regarded as belonging to Taiwan, the Senkaku Islands were first addressed as a territory of a nation by the Empire of Japan in the late 19th century through internationally recognized procedures.



As long as Japan defends the Senkaku Islands and maintains the Japan-U.S. Security Treaty, China cannot start to militarily or violently invade Taiwan.

Accordingly, the Chinese Communist Party would try hard to take the Senkaku Islands and lead the U.S. to becoming a virtual ally of China but not a true ally of Taiwan and Japan.

The Senkaku Islands, Taiwan, Okinawa, Guam, Hawaii, and the West Coast must be defended so as not to become other Tibets.
