Japanese Prime Minister Mr. Naoto Kan changed his mind and expressed his will to resign without taking many days, weeks, or months as he virtually promised early resignation to Former Prime Minister Mr. Yukio Hatoyama so as to avoid passing of votes of no confidence in the National Diet.

PM Mr. Kan could not obtain full support within the ruling party DPJ. He also failed in getting full support from the opposition parties. The duty and task to handle the Fukushima Daiichi nuclear accident and damage caused by the 3/11 Disaster seems to be beyond Mr. Kan's power, ability, and capability. His behaviors are reportedly a cause of alienating efficient and diligent officials and staff members.

Probably, he would step down in July or August at the latest. He would not meet President Mr. Barack Obama in September.



SECTION I: Historical Afghanistan

After putting India, including Bangladesh, under its colonizing power, Great Britain started to invade and colonize Burma or Myanmar situated in the wast of Bangladesh.

But, the U.K. failed to put Afghanistan under its control.

The First Anglo-Afghan War was fought between British India and Afghanistan from 1839 to 1842. It was one of the first major conflicts during the Great Game, the 19th century competition for power and influence in Central Asia between the United Kingdom and Russia, and also marked one of the worst setbacks inflicted on British power in the region after the consolidation of British Raj by the East India Company.

The Third Anglo-Afghan War (also referred to as the Third Afghan War) began on 6 May 1919 and ended with an armistice on 8 August 1919. It was a minor tactical victory for the British. It took 80 years for the British Government to have engaged in invasion of Afghanistan and abandoned the idea.

Yet, it is not only Great Britain that tried to invade Afghanistan from the late 18th century. Iran and Russia were also active in extending their influence to Afghanistan, though Iran soon abandoned the idea.

After WWII when the U.K. left India, the Soviet Union found no obstacles for their ambition to expand their influence in Afghanistan. Accordingly, they strengthened their diplomatic and political engagement in Afghanistan.

Nonetheless, the failure in Vietnam forced the U.S. to find a place to regain its fame as a warrior for freedom. So, the U.S. identified Afghanistan as the battle field for this purpose against communists. The U.S. did not send, however, its regular troops to Afghanistan. But, they decided to help, foster, and use Islamic fighters who hated communists. Many Islamic volunteer fighters came to fight Soviet troops. One of them was reportedly Osama bin Laden.

The initial Soviet deployment of the 40th Army in Afghanistan began on December 24, 1979 under Soviet premier Leonid Brezhnev.[16] The final troop withdrawal started on May 15, 1988, and ended on February 15, 1989 under the last Soviet leader Mikhail Gorbachev. Due to the interminable nature of the war, the conflict in Afghanistan has sometimes been referred to as the "Soviet Union's Vietnam War."

Then, Afghanistan was long forgotten. Everybody thought that it was natural that the Islamic Taliban took control of Afghanistan, since Islamic fighters with help from the U.S. won and defeated Soviet communists. But the Taliban leaders were very local minded. They did not understand what it mean to accept Osama bin Laden returning from his home territory of Saudi Arabia via Sudan. Osama bin Laden reportedly gave costly gifts to the Taliban leadership to acquire their friendship. Many, many Toyota and Nissan cars were presented to the Talibans. And they demolished big statutes of the Buddha at Bamiyan in early 2001, which was a big sign of imminent danger to the world.

The War in Afghanistan began on October 7, 2001,[28] as the armed forces of the United States and the United Kingdom, and the Afghan United Front (Northern Alliance), launched Operation Enduring Freedom in response to the September 11 attacks on the United States, with the stated goal of dismantling the Al-Qaeda terrorist organisation and ending its use of Afghanistan as a base. The United States also said that it would remove the Taliban regime from power and create a viable democratic state.

Since Alexander the Great could march just to the east of Afghanistan and pulled back his great troops before the Indus, Afghanistan and Pakistan have been a crossover point of various world powers. Buddhism from India, Greece culture from the west, Islamic influences from Iran, British invasion, Russian invasion, and finally American involvement and AlQaeda have all concentrated on this region.

Today it is said that Afghanistan accounts for 90% of global opium production. Probably a war on opium must be launched in Afghanistan. But by whom? By Pakistan, the U.S., or Islamic fighters?

Former President Mr. George W. Bush spent seven and half years and a $1 trillion budget only to fail in capturing Osama bin Laden.

President Mr. Barack Obama spent two years and a minimal budget to mobilize scores of special troops and a few helicopters, in addition to ordinary operating costs of CIA, to take on Osama bin Laden.

It is crazy, it is extravagant, and it is an unforgivable waste of thousands of lives of American soldiers and hundreds of thousand of lives of Iraqi and Afghan people.

To put simply, it is a crime.

By the way, 383 earthquakes occurred in New York between 1677 and 2007. It came at a pace of once per year, though their magnitude is at a level of 2 or 3. The last time an earthquake of M5.0 or more occurred in New York was in 1884.

Since Japan recently suffered an M9.0 earthquake that could happen once in 1000 years, New York could be hit by M6.0 at any time. A lack of preparation in New York would surely multiply damage to the scale 100 times more than the 9/11 Terror of 2001. Yet, even Americans will be reluctant to take a large-scale preventive measure, since the last time an earthquake of M5.0 or more occurred in New York was in 1884.

Americans had better choose a new president from California, if not of a Japanese origin.

How Empires Were Built (Comment ont été construits empires?)

Turning the potential disaster to one's advantage is a proverb often found in many countries.

It can apply to an individual but also to a nation.

After the collapse of the Roman Empire, there were only two great empires in the world long in the subsequent history of the world: India and China.

But, China could not colonize Siberia and Russia while India was vastly colonized by one European nation, Great Britain. We had better review some concerning them, since China and India are now potentially rising economic powers in the world.


SECTION I: Siberia

Siberia is from an old kingdom situated in the east of Ural Mountains.

The Khanate of Sibir was a Tatar Turkic khanate in Siberia, just east of the middle Urals. The Khanate had an ethnically diverse population of Siberian Tatars, Khanty, Mansi, Nenets and Selkup people. Along with the Khanate of Kazan it was the northernmost Muslim state. It was also the second northernmost Turkic state after the Yakuts. Its conquest by Ermak in 1582 was the beginning of the Russian conquest of Siberia.

What made it possible for Russia to conquer Siberia is its application of fire arms. Especially, artillery guns of the Russian Empire exercised their power on native tribes in Siberia. However Mongolians had long enjoyed superiority in the west of Siberia. Fire arms and saltpeter were originally invented and put into application in China around the 10th century. Then why would not Mongolians, or descendants of Genghis Khan, equip themselves with fire arms to cope with Russians?

If Mongolians had upgraded their arms, Russians could not have conquered Siberia. But why would they not?

It is because they had had excellent arms of special bows and arrows. Their bows and arrows were suitable for use on horseback. The arms had once enabled the great conquest by Mongolians and Genghis Khan before the emergence of Russians with fire arms.

Accordingly, Russians have relied on cannons, artillery guns, and rockets and missiles even to date, while occupying the southern Kuril Islands, which legitimately belong to Japan, since the end of WWII.

Anyway, the historical fact that Russians having been put under Mongolian power for centuries came to outdo and eclipse Mongolians is one example that making up for one's shortcomings promises a great success against enemies who had more advantage. By adopting fire arms or harquebuses, Russians won Mongolians with old, though excellent, bows and rows only.

Mongolians attached their minds consistently to horse riding and arrowing technique, while fire arms or matchlocks at the time were not suitable for such a way of fight.


SECTION II: India

What made Great Britain a richer nation was India.

Without making India its colony, the higher living standards the British people today enjoy should be impossible. Then, the United States should have been gravely influenced due to less financial and business resources available from England for its material success.

But, how did the U.K. conquer India which then included today's Pakistan and Bangladesh?
The Battle of Plassey, 23 June 1757, was a decisive British East India Company victory over the Nawab of Bengal and his French allies, establishing Company rule in South Asia which expanded over much of the Indies for the next hundred years. The battle took place at Palashi, Bengal, on the river banks of the Bhagirathi River, about 150 km north of Calcutta, near Murshidabad, then capital of undivided Bengal. The belligerents were Siraj-ud-daulah, the last independent Nawab of Bengal, and the British East India Company.

As a result of the battle of Plassey, the French were no longer a significant force in Bengal. In 1759, the British defeated a larger French garrison at Masulipatam, securing the Northern Circars. By 1759, Mir Jafar felt that his position as a subordinate to the British could not be tolerated. He started encouraging the Dutch to advance against the British and eject them from Bengal. In late 1759, the Dutch sent seven large ships and 1400 men from Java to Bengal under the pretext of reinforcing their Bengal settlement of Chinsura even though Britain and Holland were not officially at war. Clive, however, initiated immediate offensive operations by land and sea and defeated the much larger Dutch force on 25 November 1759 in the Battle of Chinsura. The British then deposed Mir Jafar and installed Mir Qasim as the Nawab of Bengal. The British were now the paramount European power in Bengal. When Clive returned to England due to ill-health, he was rewarded with an Irish peerage, as Lord Clive, Baron of Plassey and also obtained a seat in the English House of Commons...

The U.K. did not launch major wars against Indians to invade India war after war against native kingdoms, tribes, and people. But, it defeated France and the Netherlands by force to secure a monopolized position to handle India politically and economically. These wars displayed its military power to Indians, but the U.K. adopted more sophisticated strategy to overwhelm anti-British camps in India.

The U.K. first established friendly relationships with local kings in India and then made them at feud against one another. The British rulers also leveraged the discriminatory social system in India. They abused the class divide in the Indian society. They rather controlled the Indian society by guile. As there were no rival European forces, the British way penetrated without check. Indians could not see through British malicious intent, since they had no other Europeans to consult.

But, where did they get such craft? How could they handle so easily Indians who had long civilized history.

Japanese Prime Minister Mr. Naoto Kan met Former PM Mr. Yukio Hatoyama this morning before voting of a non-confidence motion in the Diet, and eventually secured support from Mr. Hatoyama. PM Mr. Kan promised, according to Mr. Hatoyama, that he would step down when disaster recovery laws and the second supplementary budget were passed or prepared (probably in late June or July). But, after rejecting the motion, PM Kan said that he would continue his premiership till Fukushima nuclear reactors get stabilized at low temperature (probably taking a year or so).

Today, without support from lawmakers who belong to the Hatoyama Group and Ozawa Group, PM Mr. Kan should have lost premiership as the non-confidence motion must have been passed. But, after today's voting in the Lower House, he seemed to change the promise regardless of expectations from not only Mr. Hatoyama and Mr. Ichiro Ozawa but also the opposition LDP.


SECTION I: 2012 Presidential Election

Will President Mr. Barack Obama's success in the War on Osama bin Laden lead to his reelection in 2012 eventually?

Or, should President Mr. Barack Obama be reelected for justice, peace, and the American Dream?

First of all, we have to understand what made it possible, the first African American President in the United States.

So, let's confirm what put an end to the fame of Former President Mr. George W. Bush.

Now it is clear that the Bush family had strong business associations with the bin Laden family. Accordingly, the Bush Administration did not honestly and fully pursue Osama bin Laden. Instead, it tried to turn Americans' eyes away from Osama bin Laden to Saddam Hussein.

The then President Mr. George W. Bush did not try to arrest or capture Osama bin Laden at any costs but try to take on his father's enemy the then Iraqi President Saddam Hussein. The then President Mr. George W. Bush put more priority on his family business rather than on Americans' priority.

As President Mr. Obama could take on Osama bin Laden just in two years in his presidency, Mr. George W. Bush could have driven Osama bin Laden to the corner and captured him within 2001 or in two years after September 11, 2001. But Mr. Bush would not. Instead of further deploying necessary troops at the border to Pakistan and launching joint military operation with Pakistan to capture Osama bin Laden, he mobilized hundreds of thousands of American troops for invasion of Iraq.

Put simply, Former President Mr. George W. Bush protected the son of the clan he befriended. He did not request the Congress, CIA, FBI, and the American Media to pursue the Saudi Arabian connection of Osama bin Laden. It is an bogus operation, the War in Iraq. Mr. Bush did not show any strong enthusiasm in chasing Osama bin Laden. And, the Republican Party supported fully Mr. George W. Bush, authorizing the big war budget. But, the Obama Administration could take on Osama bin Laden hiding near the capital of Pakistan with a minimum of costs: scores of special troops and a few helicopters.

To take on the biggest enemy of America, the U.S. had to undergo the ENRON scandal, the subprime-loan crimes, and the 2008 financial crisis so as to choose Mr. Barack Obama as new president.

Has Republicans fully reflected on their past conducts?

It will decide the case of the 2012 Presidential Election, since Republicans supported Former President Mr. George W. Bush who virtually helped Osama bin Laden flee and survive in safety while also helping ENRON, the sub-prime loan business, and Wall Street tricks.


(As the American Government allowed Osama bin Laden, the biggest enemy of America, to flee from Afghanistan to Pakistan, it is no wonder at all that the British Government would not protect Princess Diana. )

When Mr. George W. Bush was president, Japan was led by the conservative LDP.

But along with the start of presidency of Mr. Barack Obama, Japan also changed the power balance to assign a ruling position to the pro-Korean/Chinese Democratic Party of Japan (DPJ). Both in America and Japan, democratic and liberal party took power almost at the same time.

However, though President Mr. Obama pushed forward healthcare innovation and took on Osama bin Laden, Former PM Mr. Hatoyama of the DPJ failed in fixing the US Marines' Futenma base relocation issue and PM Mr. Kan of the DPJ failed in early fixing the Fukushima Daiichi nuclear accident.

Therefore, Mr. Obama has now a strong chance for reelection, but in Japan the DPJ will most probably lose the next general election.

In either case, democracy should be advanced more among both the peoples, since even Islamic nations are going for democracy nowadays.

Today, a no-confidence motion against the Kan Cabinet was filed in the Lower House of the Japan's National Diet.

Prime Minister Mr. Naoto Kan faces a strong criticism from President of the LDP Mr. Sadakazu Tanigaki who has challenged the prime minister. Mr. Tanigaki's motion will be put to a vote in the Lower House tomorrow.

Indeed, in Japan it is very simple to replace the prime minister. Filing a no-confidence motion against the Cabinet in the Lower House and have it passed with a majority of ballots. Then, the incumbent prime minister is forced to step down or allowed to dissolve the Lower House into a snap election, according to the Constitution.


SECTION I: Daily Newspaper Radiation Report

Japanese newspapers post a radiation measurement report everyday as below shown.

Like weather forecasts, they present a radiation dose report on various locations everyday. It is crazy, but it is reality.

However, people can confirm that their places are safe except some areas around Fukushima Daiichi. Tokyo and other big cities are all safe. Even Fukushima City shows just 1.36 micro sieverts per hour, which is 12 milli sieverts per year, though it is said that one of 180 10-years old children could suffer cancer in future if they receive 20 milli sieverts of radiation for a year. Tokyo radiation dose is 1/22 of Fukushima City's, which is almost the same as New York's.



SECTION II: Westerlies

It is said that the wind blowing high in the air called Westerlies starts to snake its way when the gap between the temperature in the polar zone and the equatorial area gets bigger.

As the occurrence of a lot of tornadoes in North America tells, the global warming trend in these years has heated the sea around the equatorial line to an alarming level. Temperature of the oceans and the sky in the the equatorial area must continue to be comparatively high for some time. But, as the occurrence of a lot of tornadoes in North America also tells, atmosphere over the polar zone is cool enough or maybe is getting cooler to match the heated air mass in the southern zones.

Accordingly, a clear state of meandering is observed with Westerlies. Specifically, the winter Westerlies are over Japan down in the southern sky, and the summer Westerlies are over Japan up in the northern sky.

If a mini ice age is starting on the globe, the temperature gap between the north and the south will get more intensified with the Westerlies showing more meandering. If so, not only Japan but also Western Europe and North America will be situated in the north of the Westerlies to get cooler air from the polar zone.

Conversely, the strong meandering of the Westerlies can be regarded as a sign of the coming of a mini ice age.

Yet, nuclear power plants are not welcomed. We have to find safer fuel for electricity generation.

On March 11, 2011, an M9.0 earthquake and a 15-meter high tsunami hit the Fukuhima Daiichi nuclear power plant.

On March 12, the No.1 reactor unit exploded in the afternoon, destroying the upper part of the housing building due to hydrogen gas emitted along with meltdown of nuclear fuel, while PM Mr. Kan visited the Fukushima plant in the morning.

On March 15, the No.2 reactor unit exploded in the morning, destroying part of the suppression pool probably due to hydrogen gas leaked to the pool under the pressure vessel along with meltdown of nuclear fuel, while PM Mr. Kan visited and stayed in the head office of Tokyo Electric Power Company to pressure TEPCO executives into following his instruction which was however vague and untechnical but mostly political. Experts says that the meltdown in the No.2 reactor unit occurred in the evening of March 14, though PM Mr. Kan did not take any measures to prevent the explosion if he had obtained information about the unit.

So, some people and politicians think that the series of explosions of the reactor units of Fukushima Daiichi is man-made or concretely triggered by the prime minister himself.

History for God or Men? (Histoire de Dieu ou populaire?)

The answer is that a man lives his life not for himself but for the God.

It is not his own happiness but happiness of the God that he must make efforts to achieve.

It is not a man himself that gave life to himself but the God that gave life to a man to which He would put an end at His discretion.

Indeed, studying history does not make a man happy. (So, rich men do not love history.)


SECTION I: 5 Bi-Millennium History

We may start our history from the age of 8000 years ago.

Or, there were 4000 years before Abraham came to exist after the start of use of copper or metal.

And, there were 4000 years before we have come to exist after the start of Abraham's religion.

Finally, what of today will be the start of the next 4000 years in the human history?

I hope it will be the coming of the Kingdom of God.

When the Sumerian Civilization was growing in Mesopotamia, hundreds years before Abraham, ancestors of Iranians, Greeks, and Italians came to emerge in East Europe. Palestine was then occupied by Old Egyptian Kingdom.

Yet, it is in Fertile Crescent that first copper age started in the human history 8000 years ago.


SECTION III: God's Choice

From 6000 BC till 4000 BC, there were many regions in the West Half of the Earth with a possibility to be chosen by the God. But, the God took Mesopotamia finally when these 2000 years passed.

From 4000 BC till 2000 BC, there were many persons in Mesopotamia with a possibility to be chosen by the God. But, the God took Abraham finally when these 2000 years passed.

From 2000 BC till AD 1, there were many occasions in Judea on which the God might have sent His Son. But, the God finally took the timing 30 years after the death of Cleopatra, a kind of ancient Greeks, in Egypt and selected the place of Bethlehem around Jerusalem.

Eventually, from AD 1 to 2001, there were so many nations in the world that the God might have chosen as the leading symbol for the next 2000 years. The 9/11 Terror of 2001 might suggest that it is the U.S. But, the 3/11 Disaster seems to suggest that it is Japan.


SECTION IV: 8000 Years Ago in Japan

It is said at the time, namely 8000 years ago, Japan was divided into the south half and the north half, around Mt. Fuji on Honshu Island.

It is estimated that 17,300 people lived in the northern half and 2,800 in the southern half. The former were descendants of migrants having come from as far as Lake Baikal in Siberia, and the latter were descendants of migrants from North China. They used unique types of earthenware, respectively.

Now, in Fukushima Daiichi, 2000 workers are engaged everyday in recovery work of the crippled nuclear plant.

But, it is suspected that some of them have already suffered strong internal exposure to radiation.

The Health, Labour and Welfare Ministry of Japan set a yearly dose limit at 50 milli sieverts for workers in Fukushima Daiichi. But, now the Ministry has reportedly abolished this limit. However, it has set the dose limit at total 100 milli sieverts in five years.

In the case of Chernobyl, residents living 15 to 20 km far from the blasted nuclear reactor received 52 milli sieverts of radiation.

TEPCO has started to provide live pictures of the Fukushima Daiichi nuclear power plant (illuminated in the night).

Unknown Facts around the 3/11 Disaster (Des faits inconnus autour de la catastrophe de 3 / 11)

The total cash all the Japanese enterprises have inside reached almost $900 billion.

Probably, they have not many promising investment targets in these years. But, they can invest into the 3/11 Disaster hit northeast Japan. That is why experts in the world do not have a gloom and doom forecast about Japan's recovery efforts.

Yet, the matter is more psychological and spiritual since the 3/11 Disaster includes a great nuclear accident of Fukushima Daiichi.


SECTION I: Lucky Dragon 5

Decades ago, when the U.S. Army was busy testing its nuclear weapons in the South Pacific Ocean, some Japanese ships and fishing industry were hard hit. One of them is a half wooden fishing boat named "Daigo Fukuryu-Maru" (Lucky Dragon 5).

Daigo Fukuryū Maru encountered the fallout from the U.S. Castle Bravo nuclear test on the Bikini Atoll, near the Marshall Islands, on March 1, 1954. The boat, along with its 23 fishermen aboard, as well as their catch of fish, were contaminated. They returned to Yaizu, Japan on March 14. The crew members, suffering from nausea, headache, burns, pains in the eyes, bleeding from the gums, etc., were diagnosed with acute radiation syndrome and admitted to two Tokyo hospitals. On September 23, chief radio operator Mr. Aikichi Kuboyama, 40, died — the first Japanese victim of a hydrogen bomb. He left these words: "I pray that I am the last victim of an atomic or hydrogen bomb."

The American Government paid some compensation which was not sufficient to cover damage of the Japanese fishing industry. But, the American Government also paid strong attention to whether this accident would lead the Japanese society to anti-American behaviors while the Cold War was going on with the Soviet Union.

Concurrently, the U.S. was at the time fostering pro-American politicians in the Japanese politics who mostly came to belong to the LDP. What's more, the U.S. started to sell nuclear electricity generation systems to Japan, thus trying to remove anti-American movement linked with Hiroshima/Nagasaki atomic bomb attacks. The pro-American Japanese politicians started to hoist a phrase "use of atomic energy for peace." Then, they started to allocate national budget for introduction of nuclear power generation technology from the U.S.

In April 1954, the first nuclear development budget was approved in the Japanese parliament (called the Diet). It was Mr. Yashuhiro Nakasone, prime minister of Japan between 1982 and 1987, that pushed this 250 million-yen nuclear energy promotion law into enforcement.

Since then, the Japanese industry imported the American nuclear technology, developed its own systems, and built many nuclear power plants.

But, the start of this industry in Japan was accompanied by the Daigo Fukuryu-Maru tragedy in 1954 as warning.

Maybe it is better to put an end to this industry with the Fukushima Daiichi accident of 2011.

Japan has already enough plutonium to make so many nuclear bombs in case. It is time to change the paradigm, though North Korea, Russia, and China still rely on its nuclear arsenal to expand their influence.



SECTION II: Tohoku University

Tohuku University is located in the city of Sendai, Miyagi Prefecture in the Tohoku Region; accordingly it was somewhat influenced by the M9.0 earthquake and tsunami that occurred on March 11, 2011.

There were 1,500 foreign students in the university, but 1200 left Japan after the 3/11 Disaster in which even the Sendai Airport was covered by seawater of the tsunami and the Sendai Station of the Shinkansen express railway was partially damaged. (Shinkansen express trains that were running through the affected area at the time of the M9.0 earthquake all stopped in safety, without damage to passengers, the train body, and tracks.)

The Tohoku region has many makers, subcontractors, factories and R&D centers of high-tech enterprises of Japan. High quality of parts and components are produced in this region and provided for not only domestic big makers, such as Toyota and Sony, but also makers all over the world.

Tohoku University is the most important research & development infrastructure in the Tohoku region in northeast part of Honsyu Island.

Now, 90% of the foreign students who returned to their home countries in the wake of the 3/11 Disaster has come back to the university. No professors or assistant professors quit their posts in Tohoku University.

The president of the university said in a newspaper interview that scientists and researchers might feel emptiness facing the great disaster that made their study and work look senseless and powerless but they have to make efforts to produce something useful if not so creative.

It is estimated that as many as 400,000 cars were lost in the 3/11 Disaster of Japan.

Some cars violently washed and carried by the big tsunami caught fire while floating on the seawater and gathering at the foot of hills, expanding damage and casualties among earthquake hit communities.

The more advanced the civilization is, the greater damage it suffers would be.

The more sophisticated a person is, the greater damage he or she suffers would be.

So, being wild might be a key to survival even under a great tornado.

Yet, it would be really hurting a big city is sometimes for good natured citizens and workers, even in the era of Christ Jesus, wouldn't it be?

Fukushima Daiichi & Tokyo

For most of peoples in the world, the distance between Tokyo and Fukushima Daiichi (220 km or 140 miles) must be very remote and vague. It is almost equal to the distance from Paris to Brussels. Or it is almost equal to the distance from New York to the Three Mile Island Nuclear Generating Station.

So, it is no wonder that some people in the world suspect that Tokyo is under full of radiation coming from Fukushima Daiichi. In terms of the number of atoms emitting radiation, many, many of such atoms are now in per square meters at any part of Tokyo. But, it's effect is so far almost equal to a dosage in New York or Paris.

Yet, I do not recommend Europeans and Americans to casually come to Tokyo nowadays, since even the Japanese politics is going into a tough period around the Kan Cabinet getting so unpopular.

The typical radiation level now around Fukushima Daiichi is 1.6 micro sieverts, Tokyo 0.062 micro sieverts, Yokohama 0.053 micro sieverts, Nagoya 0.046 micro sieverts, Kyoto 0.039 micro sieverts, etc.

Measured values of radiation levels at various points in the Fukushima Daiichi Nuclear Plant are mostly less than 50 micro Sieverts. However, the south point of the Main Office Building in the plant shows 400 micro-Sieverts/hour or 0.4 milli Sieverts/hour (300 milli sieverts per month).
