To Asians, my standpoint is that as some European Americans have been so arrogant to Asians and Japanese, they are now forced to pay respect to their African American President who respects Asia, Indonesia, Hawaii, and Japan more than those arrogant European Americans.

If Japan enters a cold war with the Chinese Communist Party in coming days, months, and years, Asians will be rather beneficiaries in the situation.

Indeed, after WWII where the Empire of Japan played a key role in Asia, many Asians, including Hindus, got independence from Western Powers, though through their own efforts.

(Yet, Indonesia elites seem not to forget cooperation and help from ex-Japanese officers and soldiers who continued to stay and live in Indonesia after WWII so as to join Indonesians' efforts to get independence.)




SECTION I: Everything Coincident around 2001

In September 2001, the Washington Pentagon building and the N.Y. WTC were attacked by Islamic terrorists.

In December 2001, China was allowed to join WTO.

Then, while the American War on Terror was going on, Chinese use of coal was multiplied; its emission of CO2 was multiplied; and its GDP was multiplied on book.

High ranking officers, Secretaries of Departments, and even incumbent and former Presidents of the U.S. started to frequently visit Shanghai and Beijing.




One of the biggest beneficiaries from the 9/11 Terror in 2001 is what China has become today.

So, one or two of secrets of China's economic growth seem to lie in Washington and New York.



SECTION II: Japanese Leftists' Thinking on China

Perhaps no American experts on Japan are so interested in Japanese leftist politicians, since a majority of Japanese are essentially conservative and traditional.

And, even Former Prime Minister of Japan Mr. Yukio Hatoyama cannot be regarded as a leftist, though he praised Gandhi and cursed Wall Street, while he is a billionaire.

But now, a kind of leftist Mr. Naoto Kan is Japanese Prime Minister and a proven leftist Mr. Yoshito Sengoko is No.2 state minister called Chief Cabinet Secretary (CCS).

CCS Mr. Sengoku said, "As Japan invaded China in WWII, Japan must accept what China is doing to Japan today."

CCS Mr. Sengoku virtually said, "As Japan had been wrong for a decade till 1945, Japan must accept whatever accusation and actions China would do against Japan in retaliation today."

CCS Mr. Sengoku should think, "Though Japan and China were both bad 65 years ago, Japan virtually defeated China, since Japan was greater. Now, Japan is good; but China continues to be bad. We have to make China good."

CCS Mr. Sengoku should think, "Once Japan and China were two gangsters. But now, Japan is a law abiding citizen, while China is still a gangster."

What I want to say to the "shadow P.M." Mr. Sengoku is that he must be honest to his thinking. If he thinks still Japan is bad and China is good as each was so 65 years ago, he should leave Japan to get a Chinese citizenship, live in Beijing, and make efforts to win the Nobel Prize.




SECTION III: China Hates Truth

From a fundamental viewpoint of the Empire of Japan:

1) Coward Chinese troops of 600,000 started to attack just a few thousands or so Japanese and Western guards and some ships in Shanghai in 1937.

2) As the Empire of Japan sent eventually 250,000 strong troops to defend Shanghai and its guards, Chinese troops still several times larger than Empire's at the front were defeated and started to flee to Nanjing.

In this way, the International Settlements of Shanghai, where 1.5 million Europeans, Americans, Japanese, and innocent Chinese, in addition to 15,000 Judaists having fled from Europe lived, were saved by the Empire of Japan from Chinese troops equipped with European/Russian weapons and trained by European officers.

3) Chinese generals and politicians in Nanjing did not expect that their troops would be so decisively defeated in Shanghai and put into flight to Nanjing so fast being driven by Imperial troops.

4) Chinese generals and politicians tried to still encounter and stop the Imperial troops before they reached Nanjing, but found it impossible, since the Imperial troops were too strong.

5) Chinese generals and politicians, losing face and courage, decided to flee to Chongqing for themselves. But, they had to buy time. They ordered soldiers to defend Nanjing but did not advise Nanjing citizens to leave the city and hide in villages far. They advised soldiers to put away military uniforms and wear civilian clothes to fight Imperial troops coming into the city. Chinese soldiers half deserted without effective command lines got however ready for battles, slipping into completely deserted citizens most of whom narrowly fled to settlements in the city where Westerners lived.

6) Chinese generals and politicians, losing face and courage, fled to Chongqing. And, the tragedy happened in Nanjing, since plain-clothes Chinese soldiers making their way into innocent citizens attacked Imperial soldiers on the streets of Nanjing. But, the 300,000 loss of lives in Nanjing China today claims is mostly the number of fallen Chinese soldiers in fierce battles between Shanghai and Nanjing.

As those battles had been so raging and Imperial soldiers were so strong, Chinese generals and politicians, losing face and courage, fled to Chongqing leaving citizens and soldiers in Nanjing to buy time. The fear of the war is still relayed by Chinese leaders today, since several-times larger Chinese troops were defeated so overwhelmingly by the Imperial Army between Shanghai and Nanjing in 1937.

7) The most significantly, Chinese leaders have never duly appreciated those 300,000 Chinese fallen soldiers in a right manner. They died in fair exchange of fires with the Imperial Army between Shanghai and Nanjing. All of them did not change clothes to fight and die as coward plain-clothes soldiers in the city of Nanjing in 1937.

This is a basic viewpoint from the Empire of Japan on the Japan-China War in 1930's and during WWII.

If today's Chinese are materially true descendants of Confucius, they would not take such a strategy.

But, as today's Japanese are spiritually true successors of Confucius, they have take a strategy to wait for Chinese people to find truth in decades of friendship and economic aid Japan has offered to China, which has been however not informed the Chinese people of by the Chinese Communist Party and Government in these decades.

Anyway, remember that the Imperial Army advanced deep into China from Shanghai not to kill Chinese farmers and citizens without reason in 1937 but to take on irresponsible and arrogant Chinese generals and politicians as well as Chinese soldiers, whether courageous or coward compared with too brave Imperial soldiers trained with centuries-long samurai spirit.

As a proof, China still hates the Japanese people showing love and respect to fallen soldiers of the Empire of Japan at the Tokyo Yasukuni Shrine. Such pious behaviors remind the Chinese Communist Party to shame itself of the godless strategy Chinese leaders took in 1937 between Shanghai and Nanjing, and Nanjing to Chongqing.

To make sure, it is true that it was absurd for the Empire of Japan to chase fleeing Chinese generals and politicians while the Empire had already governed Shanghai, Manchuria, Korea, Taiwan, Sakhalin, and many islands in the South Pacific Ocean. It was time to talk with America, since America started to prepare war with the Empire around the Philippines, a too easy target for the Imperial Navy.



(One of crucial truths is that the Chinese Communist Party welcomed war with the Empire of Japan to expand their influences among Chinese victims through the great chaos in 1930's and subsequent WWII.)

Anyway, that is why fall foliage in Japan is more beautiful than in Europe or North America.

And water. Water in the nature of Japan is replaced in a far shorter cycle than in Europe, it is always fresh. Even tap water delivered to each home is drinkable as it is. Accordingly in the Japanese Islands situated between the subtropical zone and Siberia, there exists the very unique and fine natural environment.

So, ancient Chinese philosophers said that in the "East Sea" there exists the Isle of the Immortals, namely Japan, which the First Chinese Emperor believed 2200 years ago, namely 100 years after the era of Alexander the Great.

Now, let's check the state of and trend in consumption of crude oil and oil derivative products in China as reported in Japan Petroleum Energy Center News in November 2008.

In 2010, China is estimated to consume 400 million tons of crude oil.
In 2030, China is estimated to consume 750 million tons of crude oil.

But, the crude oil consumption is just less than 20% of China's total energy use.

In terms of China's consumption of "oil equivalent of energy from sources including coal, oil, nuclear power, natural gas and hydropower," its quantum leaping began around 2001.

Since 2001, China's energy use increase is about oil equivalent 100 million tons per year, while the whole U.S. private sector is estimated this year to use final energy of oil-equivalent 550 million tons.

Anyway, the following figure shows this extraordinary momentum in China's total energy use measured as oil-equivalent.

China, a country with the population of 1.3 billion, now uses 2.5 times more energy that it did 10 years ago. And their major energy source is coal, a powerful source of CO2. For mankind to reduce CO2 emissions almost means for China to reduce its use of coal.

More specifically, according to a Chinese researcher, China has increased its energy use at an average pace of 8.9% per year (almost proportional to its GDP expansion).

In 2020, China's total energy consumption will reach 8 billion tons in a coal-equivalent volume, accounting for half of the total consumption in the world.

The United States and Russia have the largest proved supplies of fossil fuels in the world, but their respective portfolios of oil, natural gas, and coal supplies vary considerably in composition. To sum and compare fossil fuels supplies on an energy-production basis, it was assumed that 1 short ton of coal produces 19,988,000 Btu, 1 cubic foot of natural gas produces 1,028 Btu, and that 1 barrel of oil producers 5,800,000 Btu of energy. The energy-production value of fossil fuel supplies are compared on the basis of total quadrillion Btu (i.e., "q-Btu") of energy production capacity per country. The top 6 countries in terms of their projected total proved and undiscovered fossil fuel-based energy supplies are discussed below.

China: Chinese proved fossil fuel energy supplies are estimated to be 2,698 quadrillion Btu equivalents, or 8.3% of world supplies. Coal comprises 2,522 q-Btu of fossil fuel energy equivalents – making up 93% of the Chinese proved fossil fuel energy supply, and 14% of the proved world coal supply. Oil provides 93 q-Btu or 4% of China’s proved energy equivalent fossil fuel supplies. Natural gas accounts for 82 q-Btu, or 3% of Chinese proved fossil fuel energy supplies. When an additional 165 q-Btu of undiscovered or UTRR oil and natural gas supplies are added, China is projected to have 2,862 q-Btu of fossil fuel energy supplies – the 4th most of any nation.

The U.S. and Russia have together populations one third of China's.

But, they have together fossil energy resources four times larger than China's.

As they together have fossil energy potential per person 12 times larger than China's, America and Russian can survive by selling coal to China even in the 22th century, in the worst case scenario.

Yet, China has twice larger fossil energy resources than India. China can survive more easily than India.

But, what about Japan? Japan imports almost all crude oil, natural gas, and coal it needs. So, Japan cannot all the more make a concession to China over fossil energy resources under the East China Sea.

Next Monday, that is, October 11, is a public holiday in Japan.

October and November in Japan are in a foliage season. Colorful mountains and hills decked gorgeously with fading green, yellow and red leaves under the blue sky invite many people to enjoy picturesque landscapes all over Japan.

According to a theory, when a huge ice sheet covering the Arctic Ocean melts, a great amount of air above the area is warmed, causing disturbance of the jet stream. As this effect remains for months, a huge amount of the cold air mass in Siberia is pushed eastward to reach the sky over Japan. So, melting ice in the the Arctic Ocean in the summer brings a cold winter to Japan.

For several years, some scientists predict, the earth will suffer less global warming, since other factors for cooling the earth are going to be stronger. But, after this period, with a constant increase of CO2 in the air the earth will again show a clear trend toward warming.

Yet, as you see the rapid increase of energy use in China in a figure of SECTION I, consumed and released energy itself is a great source for global warming as I once calculated in this blog. However, my feeling is that the natural cooling power of the earth is more stronger than the warming momentum triggered by the human-released energy as well as CO2.

All of these discussions indicate that a rich life is a sin. A man has to be poor, living with less energy. So, Japanese lawmakers receiving 20-million-yen yearly payment from the Government while shouting a need for CO2 reduction must resign and get engaged in a low-paying job.

So, all of these discussions indicate that you should not trust a politician who is shouting a need for CO2 reduction, without leaving their good-paying job in the parliament. They are fools or fakers.

In addition, one of my ideas is to find a chemical or a molecule that will cancel out the warming effect of CO2 in the air. If a harmless natural or synthesized gas consisting of those chemicals or molecules is massively released in the air, it will hinder the global warming by CO2.

I hope that you will win the Nobel Prize in Chemistry and Peace before 2030.

And, remember that CO2 accounts for about 0.04% of gasses in the air, while O2 21% and N2 78% (H2O can be 4.0%, though seprately). We can add a new gas in a ratio of 0.04%.

A notable Japanese female economist said that America would be eventually undergoing downsizing to be half of its heyday before September 2008.

Having been spurned by the Lehman Shock of September 2008, FED has expanded its balance sheet, providing a huge amount of dollars to the American financial sector.

But, the Bank of Japan, probably being afraid of a shadow of possible inflation, would not issue yen bills at an emergency pace, since the Japanese financial sector was least hit by the Lehman Shock as with the Chinese one.

The imbalance indicted in the above figures is dangerous not only because of the sharp hike in the yen. It works to alienate both the economies apart from each other eventually, while a close relationship between Japan and the U.S. is a major factor for success in both the countries.

BOJ Governor Mr. Shirakawa does not have to win the Nobel Prize but has to stop behaving like a coward before a shadow of possible inflation.



SECTION II: Hitler's Successful Economics

First of all, economics depends on man's propensity for material happiness and acquisition of wealth as much as possible.

It includes the social convention and human psychology as hidden factors. In this regard, it resembles politics. Probably, economics and politics belong to the same sphere but at different levels. Anyway, a successful politician must be able to grasp relationships between various economic factors working and interacting in a real state of society.

Stupid economists think that economics is more valuable than a real economic state of society. But, a successful politician like Hitler, if the worst criminal in the religious field, could do something with help from economists.

a) Hitler put an economist in charge of national budget. The economist Hjalmar Schacht calculated how much Germany could issue government bonds without causing inflation. Schacht found that the limit was 1.6 billion marks. German national bonds were then issued as much as 1.6 billion marks to save the economy of Germany in 1930's. It was one proven example of economics as a tool for politics.

b) Hitler offered loan to newly-wed couples without interest. A man and wife was granted 10 million marks without interest at their marriage. It was almost equal to an amount of a half-year salary for an ordinary worker at the time in Germany. In addition, if a man and wife bore four children, the couple was exempted from the duty of a refund of the loan. Accordingly, the number of marriages jumped up.

SECTION III: October 2004 in Ozawa's Rikuzankai

In October 2004, the following money handling was performed by secretaries of DPJ lawmaker Mr. Ichiro Ozawa in the office of one of his political bodies named Rikuzankai (meaning a land-mountain-society in Japanese).

1) In Early October (i)
The secretaries opened a time-deposit account of Rikuzankai in a bank with 400 million yen they had collected from other bank accounts of other political bodies all represented solely by Lower-House member Mr. Ozawa. And at the same time, they are believed to have asked loan from the bank, most probably for a planned land purchasing.

2) In Early October (ii)
Mr. Ozawa handed 400 million yen in cash at his home to the secretaries for purchasing a land lot in Setagaya Ward, Tokyo. This transaction was not put down in an official report to a government agency as "money received" by Rikuzankai (because it was for personal purchasing of land by Mr. Ozawa, according to Mr. Ozawa's claim).

3) In the Morning of October 29
The secretaries (as a personal deputy of Mr. Ozawa or as Rikuzankai satff?) paid 350 million yen for the land lot to its owner. However, no ownership transfer of the land to Mr. Ichiro Ozawa was registered as the secretaries asked for suspension. This transaction of money was not put down in an official report to a government agency as "money paid" (because it was personal business of Mr. Ozawa, according to their claim).

4) In the Afternoon on October 29 (i)
Taking as a guarantee the deposit the secretaries had opened in 1), the bank granted loan worth 400 million yen to Mr. Ichiro Ozawa as an individual person.

5) In the Afternoon on October 29 (ii)
Immediately after receiving the 400 million-yen loan from the bank, Mr. Ichiro Ozawa, as an individual, loaned this 400 million yen to Rikuzankai (though actual work was done by his secretaries) which was later put down in an official report to a government agency as "money received."

6) On January 7, 2005
Ownership transfer to Mr. Ichiro Ozawa was officially registered on the land plot in Setagaya. Rikuzankai refunded about 343 million yen for the land purchase to Mr. Ozawa, which was later put down in an official report to a government agency, however, as "money paid." So, they look like having tried to hide 2) and 3). This "money paid" is the only record concerning the land purchase that appears in the official report to a government agency.

At the same time, a special contract or confirmation was concluded between Mr. Ozawa and Rikuzankai, so that the land lot was transferred to Rikuzankai, though Mr. Ozawa continued to be nominally the registered owner of the land lot without any rights on it. It is because a political body cannot be a registered owner of land, according to Japanese laws.

A political body run by a National Diet member in Japan needs to file a correct report about its money handling to a competent government agency.

It is illegal to file a false or inaccurate report. Lawmaker Mr. Ichiro Ozawa and his secretaries are now accused of this illegal reporting, subject to the Political Funds Control Law.

The point at issue is the omission of records related to 2) and 3).

Since Mr. Ichiro Ozawa had no intention to own or use the land lot for his personal use, this series of actions were all for Rikuzankai, Mr. Ozawa's political body, but not for Mr. Ozawa himself.

So, the money transfers in 2) and 3) must have been stated in an official report each as a money transfer between Mr. Ozawa and Rikuzankai and between Rikuzankai and the former land owner, even if both could be regarded as having happened on the same day, October 29.

Furthermore, as the contract or confirmation states that "Rikuzankai directly purchased the land from the former land owner using its own money (so that Mr. Ozawa has no rights on the land)," the 400 million yen from Mr. Ozawa's home is regraded as having been once transferred to Rikuzankai that then paid it to the former land owner. Therefore, it must be officially reported subject to law.

In addition, if the loan from the bank had been granted a little earlier in the morning of October 29, the secretaries of Mr. Ozawa should have used this loaned 400 million yen to buy the land lot. Indeed, how could they expect the bank to grant the loan several hours after they paid the cost of the land lot using Mr. Ozawa's personal 400 million yen?

But, as the payment for the land was done in the morning and the loan was granted by the bank in the afternoon, the existence of 400 million yen in cash kept in Mr. Ozawa's home was exposed to the public.

To make sure, this political body Rikuzankai was founded only to serve Mr. Ichiro Ozawa, a Lower-House member of Japan, but no other politicians of his faction (consisting of 100 or 150 lawmakers).

Now, refer to the three figures I prepared yesterday in this blog.

As for guilty or not guilty, since Mr. Ozawa prepared for himself the contract or confirmation that states clearly "Rikuzankai directly purchased the land from the former land owner using its own money (so that Mr. Ozawa has no rights on the land)," he must have been well aware that actions 2) and 3) were omitted from the official report.

Yet, we should not judge Mr. Ichiro Ozawa. His being guilty would not improve the Japanese society. But, everybody should understand what person he is.


(Why did Rikuzankai have to buy a land lot? If another bubble has occurred in Japan, a $4 million-worthy plot will be $8 million-worthy assets of some individual.)



SECTION IV: Political Funds & Political Bodies

To understand the Ozawa Problem, you have to be informed:

1) In Japan, for a politician, there are two types of money he or she can use at his/her discretion: political funds and personal money.

Political funds are money to be used by a politician, a political body, a political party, or any political entity to achieve its political goals.

As political funds are not personal assets, no tax is imposed on them. Rather, a political party in Japan receives political funds or subsidies from the Government, namely, from tax collected from the people. Political funds are quasi-official money, so that they must be duly identified publicly and legally.


2) Any transaction involving political funds must be officially reported to a competent central/local government agency.

All the money a political body handles is in principle political funds, so that every money handling in a political body must be duly reported.

However, a political body, even if founded for only one politician, reports money handling of its own. Its official report to a competent agency is concerned with itself but not perfectly the politician who manages and represents it. And, one politician can have two or more political bodies for his/her convenience.


3) In Mr. Ozawa's case, if he had purchased the land with his personal money, tax should have been imposed on the land he acquired. Or, if he had rent his personal money to his political body Rikuzankai, a tax office might have tried to examine how Mr. Ozawa had earned such big money so as to tax suspected and hidden earnings.

That is why Mr. Ozawa had strong motivation to hide the fact that he had 400 million yen in cash at his home.

Mr. Ozawa explained actually sources of this 400 million yen. But, his explanation has been changed a few times to sound unrealistic in each time.

Taking also into consideration another incident, Mr. Ozawa seems to have 800 million yen in cash at his home, at least, once several years ago, for whatever justifiable reasons.

Incidentally, today, Mr. Ichiro Ozawa announced that he will not resign as a National Diet member; he will explain his case in a parliament session, if so requested, which he has refused so far.

Again, I think we should not judge Mr. Ichiro Ozawa. I hope a court that will duly start to try him in a few months will not judge him, though a citizens' panel has already decided to bring him to justice, according to the Revised Law for the Inquest of Prosecution.

I think the U.S. should cooperate with Japan to settle financial problems of both the countries.

I think China should honestly admit that the Senkaku Islands belong to Japan like Chou En-lai in 1972 and stop hostile actions against Japan at every level.

I think Japanese lawmaker Mr. Ichiro Ozawa and the likes should resign as a parliament member if any suspicion of illegal money handling has surfaced.

SECTION I: Ozawa's Scheme??

Japanese Lower-House member Mr. Ichiro Ozawa manages and runs some political bodies. These political bodies own 12 entities of real estate worth more than 1 billion yen as their own assets. No other national lawmakers have such huge real estate assets in Japan. Only in this context, Mr. Ozawa is too unique, since recently a law was enacted to forbid such use of political funds, learning a lesson from this behavior of Mr. Ozawa.

(Note: Loan from a bank is made to the representative of the political body, Mr. Ozawa, who then transfers money to a safe or an account of the political body. Accordingly, the political body reports that there is money contributed by, or borrowed from, Mr. Ozawa. When the said loan is paid back by the political body to the bank, the same route is traced in the reversed direction. This makes the matter complicated when private person or citizen Mr. Ozawa, not as the representative of the body, is involved with the same amount of money as that of loan being made on the same day, in an exceptional case such as the Setagaya Case to be discussed below.)

The public prosecutors investigated a case involving a land lot in Setagaya Ward, Tokyo. But, they did not indict Mr. Ozawa, the owner of the political body that obtained this lot, for unknown or mysterious reasons. So, the case was reviewed by a Committee for the Inquest of Prosecution consisting of 11 citizens, twice. Each time, the citizens' panel decided to indict Mr. Ozawa. The second and final decision was made on September 14 and announced on October 4.

In October 2004, a land owner sold his land lot to one of political bodies Mr. Ozawa managed and ran, or precisely sold it to its Representative Mr. Ozawa, according to the media.


The legal point at issue is simply whether Mr. Ozawa did know or did not know that the 400 million yen transfer from Citizen Ozawa to the political body in the morning of October 29 in 2004 was not reported to a competent government agency by his secretaries subject to provisions of a governing law (incidentally it was in the afternoon of the day that loan was granted to Mr. Ozawa's political body by a bank for the same amount).


However, Mr. Ozawa, the most influential politician in the ruling DPJ, has denied the allegation, since he ran for the party leadership election held on September 14 trying to become prime minister of Japan eventually, though, in vain. After this fierce contest, Prime Minister Mr. Naoto Kan and Chief Cabinet Secretary Mr. Sengoku took a clear strategy to alienate members of Mr. Ozawa's faction from his Cabinet.

Back to the land, if in October 2004 a land owner had sold his land lot to Citizen Mr. Ichiro Ozawa but not to his political body, namely, not to its Representative Mr. Ozawa, Citizen Mr. Ozawa could have made a personal profit by reselling it to his political body, namely, to its Representative Mr. Ozawa himself. What the Mr. Ozawa side claims is, however, ironically falls into this gray case.



Here, the point in Mr. Ozawa's claim could be that there was no need for Mr. Ozawa's political body to report on the 400 million yen transfer done in the morning of October 29, 2004 to the original land owner, since it was Citizen Mr. Ozawa's personal transaction (incidentally it was in the afternoon of the day that loan was granted to Mr. Ozawa's political body by a bank for the same amount).

According to the panel of the 11 citizens, Mr. Ichiro Ozawa wanted to hide a fact that he had about 400 million yen in cash at hand in his home. So, with this private money, he purchased the land lot as the sole representative for his own political body (called Rikuzankai) or otherwise tentatively personally for himself as the subject of the land deal. In either case, it can be assumed that as the very source of this private money was illegal, Mr. Ozawa and his secretaries did not report this payment to the original or previous land owner made on October 29, 2004.

Note that a political body in Japan has an obligation to officially report every handling of money but does not have a right to possess real estate, so that its representative must act as the subject of such a transaction. So, in January 2005, Citizen Mr. Ozawa and the sole representative of the political body, namely its Representative Mr. Ozawa, concluded a contract that specifies as follows: "Though Citizen Mr. Ozawa becomes the buyer of the land and the officially registered owner of the land, it substantially belongs to the political body (represented by Mr. Ozawa himself)." However, this contract also states that "the political body uses its own money to buy the land," meaning the body must first directly pay the previous owner of the land using its money at hand, or hand necessary money to Citizen Mr. Ozawa to have him pay the previous owner of the land, both of which are denied by the related official report to a government agency and the claim on Mr. Ozawa's side (and the estimation by the citizens' panel).

Nonetheless, this contract between Citizen Mr. Ozawa and Representative Mr. Ozawa of the political body Rikuzankai strongly suggests that Mr. Ozawa knew that the money transfer from Citizen Ozawa to Rikuzankai made in the morning of October 29, 2004, was not reported to a competent government agency. So, Representative Mr. Ozawa is as guilty as his secretaries in the same charge of false reporting of political money handling.

Finally, even this contract is suspected to have been made up or concocted years after the actual purchase of the land, since a suspicion surfaced then that Mr. Ichiro Ozawa has actually made the land plot his personal assets which can be inherited by his sons, while Mr. Ozawa used his political funds of the quasi-public nature to buy the land.

To make sure, in the above explanation, "Mr. Ozawa" means the one and same person, the Japabese Lower-House membe Mr. Ichiro Ozawa.

SECTION I: Kan vs. Ozawa Viewed by China

The below is a picture Chinadaily.com.cn sets up in its page introducing the two key Japanese politicians: Prime Minister Mr. Naoto Kan and Lower-House member Mr. Ichiro Ozawa:


It is a big surprise that a Chinese media site virtually run by the Chinese Communist Party and Government shows a bad image of Mr. Ichiro Ozawa in a Web page open to the world.

(Officially it is said that Chinadaily.com.cn is the only private media in China, as established in 1981, that issues an English newspaper. It means that the Chinese Communist Party/Government adopted a strategy to make one of its branches take a form of a private organization, since there is no freedom of press in China.)

Last year, namely around December 10, 2009, Mr. Ozawa led 140 Diet members of the ruling DPJ to Beijing. Mr. Ozawa reportedly strongly asked the Chinese Communist Party to allow the 140 members of his faction in the party to shake hands with Chinese President Mr. Hu Jintao in person. Eventually, China accepted this extraordinary request, and Mr. Hu shook hands with the 140 Japanese lawmakers one after another in the Great Hall of the People in Beijing.

This event surprised most of the Japanese people, since it looked so out of protocol and diplomatic manners. What president or premier in the world is happy to shake hands with 140 foreign parliament members one after another while being televised? It is a heavy and stupid performance.

But, most of Japanese people thought China was on Mr. Ozawa's side. But, China might be really changing their attitude vastly as suggested by the above picture; so Japanese people concerned are now thinking.

SECTION II: Kan vs. Wen Viewed by China

Japanese Prime Minister Mr. Naoto Kan met the prime ministers of South Korea, Vietnam, and Australia and the president of France in Brussels. Then, Mr. Kan reportedly and unexpectedly met Chinese Premier Mr. Wen on a corridor of the meeting place to have a 25-minute talk sitting on chairs along the wall.

P.M. Mr. Kan should have said, "Our predecessors had wisdom to separate politics and economy in the Japan-China relationship, Mr. Wen. We have to further separate military matters from mutual agendas, since the U.S. now looks like feeling shame at their awkward attitude to the East China Sea situations, Mr. Wen."

"Since ancient times" must be substantiated with evidence about efforts by the last Chinese classic dynasty Ching in its claiming occupancy against the declaration of occupancy of the Senkaku Islands by the Empire of Japan through a due process of the modern era in 1895.

Premier Mr. Wen is even not honest as much as legendary premier Chou En-lai when he met Japanese P.M. Kakuei Tanaka in September 1972 in Beijing, in terms of admitting that China has no authentic, historical, and imperial evidence to support its territorial claim on the Senkaku Islands.

Former Defence Minister of Japan Ms. Yuriko Koike, a LDP lawmaker, wrote recently some about North Korea. Though I am not asked to mention her report by anybody, it must be noted that it was posted on September 14 when the DPJ party election was held to reelect then incumbent head Mr. Naoto Kan as the new party head and simultaneously a Committee for the Inquest of Prosecution, comprising 11 citizens, decided on the case involving Mr. Ichiro Ozawa and ruled that Mr. Ozawa should be prosecuted in court.

TOKYO – North Korea’s communist regime is, by most accounts, set to complete its second dynastic transfer of power, this time from Kim Jong-il, who has ruled since 1994, to his youngest son, Kim Jong-eun. The general assembly of North Korea's Workers' Party, now underway for the first time in 44 years, is the clearest sign yet that "Dear Leader" Kim, who is seriously ill, is passing the crown in the hermit kingdom founded by his father, Kim Il-sung...

Kim Jong-il has described his sister as "my only blood family whom I was asked to take care of by my mother till the moment she died." Their mother, Kim Jong-suk, is said to have died from hemorrhaging while giving premature birth caused by her distress over Kim Il-sung’s love affair with Kim Song-ae. Kim Il-sung reportedly rushed to the hospital, but the door to her room was locked. When she died, her doctor and Kim Jong-il were the only people present.

But Chan Giryok, who was Kim Jong-suk's primary doctor and is now a doctor at Nagoya University in Japan, tells a different story. According to Chan, Kim Jong-suk was at Kim Il-sung's Pyongyang home near the Soviet Embassy, quarreling with him. Watching from afar, the doctor saw Kim Il-sung holding a pistol. The doctor, who was a surgeon, not an obstetrician, questioned the wisdom of summoning him to treat excessive bleeding from a premature delivery. He believes that he was summoned to treat bleeding caused by something else.

Kim Jong-il, who is known to have had a powerful attachment to his birth mother, cannot help but have been psychologically affected by witnessing his mother's killing. From the moment of his mother’s death, he kept his young sister close to him at all times.

Indeed, in a country where trust rarely exists, Kim Kyong-hui is the only blood relation whom Kim Jong-il has ever fully trusted. Moreover, the two share the same lineage of the Great Leader, or Suryong, linked to Kim Jong-suk on the maternal side, and are fully devoted to the absolute supremacy of the Suryong and hereditary succession.

Speaking before the Central Committee after Kim Il-sung’s death, Kim Jong-il said, "Kim Kyong-hui is myself, the words of Kim Kyong-hui are my words, and instructions issued by Kim Kyong-hui are my instructions."...

Whether Kim Jong-eun or Kim Kyong-hui intend to soldier on in desperate isolation, or to bring in economic change, they lack the revolutionary credentials and grip on power needed to do so. So when Kim Jong-il passes from the scene, and political instability meets economic blight, the regime could fall apart...

I really think that September 14, 2010 will be remembered and recalled by parties concerned and professors of history as the day very crucial and symbolic, rather.

In addition, Mr. Ozawa was once a boss of Ms. Yuriko Koike when they were in a now-extinct party. Having left Mr. Ozawa for the LDP so timely, Ms. Koike made a great career in the Japanese politics, since Former Prime Minister Mr. Junichiro Koizumi appointed her to the State Minister for the Environment in 2004.

A Committee for the Inquest of Prosecution, comprising 11 citizens, in Tokyo has today decided that very influential Lower-House member Mr. Ichiro Ozawa should be indicted.

Accordingly, Mr. Ichiro Ozawa, one of leading members of the ruling DPJ, will be duly taken to the law at a Tokyo district court.

His status will be of a defendant, though he tried to become prime minister of Japan last month challenging Prime Minister Mr. Naoto Kan to fail.

As he is a 40-years-long lawmaker in Japan since 1969, Mr. Ichiro Ozawa has many connections in China, South Korea, the U.K., and the U.S. Parties concerned abroad must be aware of his state.

In addition, if a National Diet member is prosecuted in Japan, he or she is expected to resign as a parliament member. However, as it is not public prosecutors that have decided this indictment against Mr. Ichiro Ozawa, it is still unknown if Mr. Ozawa will resign or rather leave the ruling DPJ with scores of his followers.

This is the biggest news in Japan on this blue Monday.

Note that Mr. Ichiro Ozawa is to be judged on suspicion of illegal reporting of political funds for which three of his secretaries have been already prosecuted by public prosecutors and on trial.

Some people really wonder why Mr. Ichiro Ozawa allegedly keeps 400 or 800 million yen in his home and why many general contractors have donated so much money especially to Mr. Ozawa.


(Others, mainly TV commentators and journalists, say that Mr. Ichiro Ozawa is innocent until proven guilty; he will be surely judged not guilty since public prosecutors could not sue him; therefore he is virtually not guilty now; he is different from other defendants in other cases. So, everybody must think he is innocent; so they are claiming as though. SECTION I: Not American Workers but Chinese Money, Mr. President??

Indeed, Former Secretary Mr. Summers, Secretary Mr. Geithner, and President Mr. Barack Obama don’t have to face the electorate in November.

If a jobless rate in America continues to be around 10%, they will continue to follow China persuading them that Chinese leaders with huge money continue to be their personal friends and the Chinese Communist Party will continue to support the U.S. Government being in a grave financial state.

So, Former Secretary Mr. Summers, Secretary Mr. Geithner, and President Mr. Barack Obama feel relieved. An expected loss in the midterm election is not so grave as a possible financial collapse of America. If the jobless rate remains around 10%, they will not be blamed fatally by the upper-middle class and the upper class of America. But, if the Federal financial state should be deteriorated so that a tax increase targeting the rich is demanded and executed, they will be cursed so fatally by the upper-middle class and the upper class. They will be driven out of the high society and prestigious clubs eventually.

Put simply, Former Secretary Mr. Summers, Secretary Mr. Geithner, and President Mr. Barack Obama neglect jobless Americans and befriend the rich Chinese Communist Party in order to keep financial situations of the U.S. Federal Government bolstered by influx of huge dollars from China.

It can be understood, since 24 million people newly enter the labor market in cities of China every year. In 2013, there will be 926 million workers in China. Many of 6 million students who graduate from colleges in China every year are having difficult time to find reasonable jobs. American workers cannot compete with this Chinese labor force. It must be a conclusion of studies by Former Secretary Mr. Summers, Secretary Mr. Geithner, and President Mr. Barack Obama.

So, an expected loss in the 2010 Midterm Election is not so grave as a possible financial collapse of America. As long as the U.S. Government is financially supported by huge dollars from the Chinese Communist Government, it is not a threat to the rich and the super-rich in America. Accordingly, China continues in turn to earn huge dollars through export to America, neglecting the unemployed in America who are also neglected by the American Government. China has become a must or a crucial pump in circulation of dollars out of and into the U.S.

Now, it is time for American Christians to think over the situation in terms of justice and soundness of a nation.




SECTION II: Old Documents and the Senkaku Islands

It is said that the first description about the Senkaku Islands in Chinese old books was made by an envoy, called Chen Kan (Chinkan in Japanese), from the Ming Dynasty to the Okinawa Kingdom, called Ryukyu in 1534. His report is said to contain the first reference to the Senkaku Islands by officials of Chinese empires, which needs however a close check.

Chen Kan (1489-1538) of Zhejian in Yin county, China, came to Ryukyu in 1534 on an investiture mission to appoint King Sho Sei. Chen Kan"s "Records of Ryukyu" were used as the start of "Records of Investiture Missions from China" when the investiture missions had returned home. After this, there are some areas where the contents of "Records of Investiture Missions from China" follow the "Records of Ryukyu". In this copy are, "Shijikiryaku" containing records of things to do with the tributary system, the "Gunshoshitsui" the amended writings of things relating to Ryukyu, the "Tempireioki" in which miracles of the godess of the seas, Tenpi, are listed, and "Igo" which lists the Ryukyuan language, in which there were many omitted words, characters, and misprints, and so afterwards corrections and improvements were carried out.

However, Ming and preceding Chinese empires called Okinawa "the Big Ryukyu" and Taiwan "the Small Ryukyu," since Ryukyu kings brought a tribute to Chinese empires but Taiwan leaders did not. But, as the names suggest, they could make only very vague distinction between Okinawa and Taiwan around 1500 without mentioning the Senkaku Islands.

Chen Kan corrected various misunderstandings about the Big Ryukyu (Okinawa) the Ming Court had had before his travelling to Okinawa. But, it also suggested that Chen Kan might not have been able to take special notice of the Senkaku Islands that lies 420 km (263 miles) west of the Okinawa main island, 330 km (206 miles) east of mainland China, and 200 km (138 km) north east of Taiwan.

But, Ryukyu also sent many official envoys to the Ming Dynasty and the Ching Dynasty. Specifically, this official voyage was made in total 241 times between 1372 and 1879. More specifically, kings of Ryukyu sent 173 envoys to Ming and 68 envoys to Ching. In addition, when a Chinese empire sent diplomatic agents to Ryukyu, Ryukyu's ships accompanied Chinese ships returning home to China. What's more, Ryukyu sent licenced commercial ships to Vietnam, Thailand, Sumatra, etc. In sum, official or licenced Ryukyu (Okinawa) ships had passed by the Senkaku Islands in total 580 times between 1372 and 1879.

It means that Okinawa (Rykukyu) officials must have observed the Senkaku Islands at least 580 times between 1419 and 1564, which is far more times than Chinese envoys must have observed the Islands. Ryukyu must have reserved a right of occupancy of the Senkaku Islands, partly because they did not want to raise any difficult diplomatic issue between the Kingdom and then superpower Ming or Ching, if they had had any modern concept of a border between countries.

It is also considered that even Western powers who sent their ships to the Far East knew existence of the Senkaku Islands as they made some maps of the East China Sea with some such small islands put down, though none of them showed territorial interest in the Senkaku Islands.

So, before 1895, the Senkaku Islands were observed not only by Chinese officials who made some report on their voyage but also many Ryukyu (Okinawa) officials and Western captains. And, none of them tried to claim the Senkaku Islands as their own through a due process.

According to an analysis of old Chinese books, it was found that Ching's officials stationed in Taiwan set their administrative boundary to a certain island (Daikeiko-sho in Japanese) which was identified as an island situated close to and north of Taiwan.

Therefore, the Senkaku Islands and other nearby small islands between Taiwan, Okinawa, and mainland China did not belong to any country till 1895 when the Empire of Japan who then already governed Ryukyu as the Okinawa Prefecture declared occupancy of the Senkaku Islands through a due process.

The basic document related to Japan's Senkaku Islands and China's unacceptable strategies around the Islands and in other sea areas of the East China Sea is as follows, since it was prepared by the U.S. Government who, for two decades after WWII, occupied Japan's Okinawa Prefecture that includes the Senkaku Islands.

So, everybody concerned must first take a look at this document.

Background

Areas of the East China Sea are abundant in oil and natural gas deposits, which has resulted in tension between China and Japan as both seek to claim the resources for themselves. Taiwan's claim parallels China’s, but Taiwan has not actively pursued the resources. According to EIA estimates, China’s oil consumption will increase 3.8 percent annually through 2030, to roughly 15 million barrels per day. Japan’s interest reflects the fact that Japan has virtually no domestic oil or gas reserves and is heavily dependent upon imports for its oil and gas needs. Japan is expected to consume 5 million barrels per day by 2030...



The United Nations Convention on the Law of the Sea (UNCLOS) has not yet resolved ownership disputes in the East China Sea. The 1982 convention created a number of guidelines concerning the status of islands, continental shelves, exclusive economic zones (EEZ), enclosed seas, and territorial limits. UNCLOS states that countries with overlapping claims must resolve them by good faith negotiation (see South China Sea brief for another example).

The large number of conflicting claims resulted in the creation of the Commission on the Limits of the Continental Shelf (CLCS). Established in 1997, the CLCS’ purpose is to, "...facilitate the implementation of the United Nations Convention on the Law of the Sea (the Convention) in respect of the establishment of the outer limits of the continental shelf beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured.” It is unclear when the CLCS will rule on the East China Sea dispute.

Territorial Issues

The dispute between China and Japan over the resources in the East China Sea revolves around two issues: demarcating the sea boundary between each country and sovereignty over the Daioyu/Senkaku Islands. Taiwan's claim parallels China's, particularly with regard to the Daioyu/Senkaku Islands, but Taiwan has not actively pursued the resources. Bureau chief-level negotiations between China and Japan to resolve the territorial claims began in late 2004; five of the currently eleven rounds of talks were held in 2007.

Demarcating the sea boundary

The UN Convention on the Law of the Sea (UNCLOS) defines both an Exclusive Economic Zone (EEZ) and a continental shelf. Japan defines its boundary as the UNCLOS EEZ extending westward from its southern Kyusyu island and Ryuku islands. China defines its boundary using the UNCLOS continental shelf, but extends its territorial claims using the concept of a natural extension of its continental shelf. The overlapping claims amount to nearly 81,000 square miles, an area slightly less than the state of Kansas. Japan has proposed a median line (a line drawn equidistant between both countries EEZs) as a means to resolve the issue, but this has not proven acceptable to China.



Daioyu/Senkaku Islands

Japan occupies the Daioyu/Senkaku Islands (Chinese name/Japanese name; DSI), but both China and Taiwan claim them. The complexity of sovereignty over DSI begins in the closing decade of the 19th Century. Until the Sino-Japanese War, Taiwan, as part of China, was in charge of the management of the Daioyu islands. At the conclusion of the Sino-Japanese War in 1895, Japan assumed control of Taiwan and DSI. Upon Japan’s defeat in WWII, Taiwan was returned to China, but no specific mention was made of DSI in any subsequent document. The conclusion of the Chinese Civil War in 1949 saw Taiwan’s Kuomintang proclaim themselves the rightful rulers of Taiwan and China (Republic of China; ROC). Mainland China’s Communists proclaimed Taiwan part of China (People’s Republic of China; PRC).

Little attention was given towards DSI sovereignty until 1969 when a UN report indicated possible large hydrocarbon deposits in the waters around DSI. In June 1971, the United States and Japan signed the Okinawa Reversion Treaty which included DSI as part of the Okinawa islands to be returned to Japanese control; the treaty was quickly challenged by both the PRC and the ROC. In September 1970, a Taiwanese gunboat planted a flag on DSI, generating strong protests from both China and Japan. In 1978, Japanese civilians erected a lighthouse on the largest island in DSI. Due to typhoon activity in the area, repair and reconstruction of the lighthouse has since been permitted by the Japanese government. To date, the sovereignty of the islands remains contested.


Mediation Efforts

The first bilateral talks between China and Japan over East China Sea issues began in October of 2004 (timeline of talks); Taiwan has not participated in any discussions. Over the course of three years, China and Japan have exchanged ideas to resolve the East China Sea dispute, but to date, no accord has been reached. Japan has consistently requested seismic data from China on its X/O fields and requested that China desist production until an agreement can be reached. China has consistently rejected this claim, insisting that the X/O Trough is within its territorial sovereignty.

Both China and Japan have offered joint development of the resources as a means of moving forward with development, but the areas in which joint development has been offered have not been agreed to. China has offered joint development of the gas fields north of DSI, sidestepping the sovereignty issue. Japan has offered joint development of the Chunxiao/Shirakaba gas field, sidestepping the sea boundary dispute. To date, neither side has accepted the other’s offer.

Some of my comments below:

1) The U.S. Government virtually admits that there are 100 Bbbl crude oil reserves in the East China Sea, which are almost comparable to those in Iraq.

2) The following understanding is historically wrong:
"Until the Sino-Japanese War, Taiwan, as part of China, was in charge of the management of the Daioyu islands. At the conclusion of the Sino-Japanese War in 1895, Japan assumed control of Taiwan and DSI"

Okinawa Governor asked Tokyo to declare official occupancy of the Senkaku Islands 10 years before the end of the Sino-Japanese War. And, several months before the end of the War, the Empire of Japan declared its occupancy.

It is a little complicated, but through post-War negotiations to settle the matter, the Ching Dynasty made no objections against the declaration by the Empire. The Ching Dynasty never mentioned anything about the Senkaku Islands when it ceded Taiwan to the Empire of Japan.

It indicates that the Ching Dynasty, who had imperfectly governed Taiwan for centuries, had had no territorial interest in the Senkaku Islands if it had believed they were a kind of peripheral islands of Taiawan; the Senkaku Islands deserved no separate mentioning, even on the Ching side, through the post-War negotiations with the Empire.

In either case, the Ching Dynasty accepted (even if it had intended to neglect it as a minor matter for the great Chinese empire) the declaration of occupancy of the Senkaku Islands by the Empire of Japan before the end of the Sino-Japanese War in 1895.

Note that the Empire of Japan, as it were, separately claimed its occupancy of both Senkaku as an inherent territory and Taiwan as a ceded territory against which the Ching Dynasty did not make an objection in 1895, no matter how greedy it might look today.


3) One important episode is missing in this document. In September 1972, Japanese Prime Minister Kakuei Tanaka talked with Chinese Premier Chou En-lai for normalization of relationship between Japan and China. In this meeting, Chou En-lai confessed that China started to claim its right on the Senkaku Islands because crude oil reserves had been discovered a few years before. Chou En-lai did not show any evidence that the the Ching Dynasty did not abandon its right on the Islands, if it had had ever. Chou En-lai proposed to avoid disputes on the Islands, but did not make an objection to the grounds on which Japan's occupancy of the Islands has been justified.

If the Chinese Communist Government was the legitimate successor of the Ching Dynasty after WWII, it did not make an objection to Japan's occupancy of the Islands in 1940's, 1950's, and 1960's, while its various official documents made public in those years clearly admitted that the Senkaku Islands belong to Japan.

4) In addition, the major ground for China's claim of its right on the Senkaku Islands is that some documents of the Ming Dynasty suggested that Ming's officials who visited Okinawa described some islands, which might be the Senkaku Islands, as being so close to mainland China. This seems to be a theory first presented by a Japanese scholar. Chou En-lai also referred to this theory and the Japanese scholar in a meeting with a Japanese politician who helped Kakuei Tanaka and Chou En-lai hold the official meeting in Beijing in 1972. (Copies of older and classic Chinese documents are often more well preserved in Japan than in China that suffered too many wars and violent regime changes in these 2000 years.)

Yet, the concept of a border or a boundary a Chinese empire had is very different from what we have today or have had since the late 19th century. The special diplomatic relationship between Okinawa and the Ming and later the Ching dynasties must be also taken into consideration. The Okinawa Kingdom, who brought a tribute to Ming and later Ching, was also subject a samurai lord in Kyusyu of Japan proper who was also governed by the central samurai regime in Tokyo (then called Edo) even before the start of Japan's modernization in 1868 (accordingly the concept of a border or a boundary samurais had then was classic).


In coclusion, as legendary Former Chinese Premier Chou En-lai put, without natural gas and crude oil, the Chinese Communist Government should not have turned their eyes to the Senkaku Islands like the Ching Dynasty around 1895, since the Empire of Japan had already claimed its occupancy of the Islands through a due process before the end of the Sino-Japanese War.

And, remember that Japan has been always a more modernized and internationally law-abiding nation than China since 1868 (despite some grave tragedies in the Chinese Continent in late 1930's and early 1940's for which Chinese leaders, including Mao Tse-tung and Chou En-lai, were responsible as much as generals and politicians of the Empire of Japan were).
