Yet, this is not a story of Japan in the 16th century.

Experts in China and the U.S. are studying hard to find situations in Japan.

Put simply, Beijing has judged that Mr. Naoto Kan is better than Mr. Ichiro Ozawa.

The State Department in Washington has found that Mr. Naoto Kan is better than Mr. Ichiro Ozawa; but CIA in Washington does not trust Mr. Naoto Kan.

Viewed from one side, the present and future Kan Cabinets are a kind of socialist administrative office supported by labor unions and leftists. From another side, it is just the populist administration supported by citizens disgruntled with the conservative and rich opposition LDP.

Diplomatically, the new Kan Cabinet will not act nationalistic, just like the Hatoyama Cabinet. It will continue to be friendly to South Korea, China, and Russia. But, some foolish attitudes to China and America will be corrected somewhat.

They will be more decisively corrected when the LDP returns to power in the next general election by ousting the DPJ from power, according to a scenario.

The upper orange region stands for import to Japan from China.

The dark pink stands for export to China from Japan.

Note that as unit prices of goods made in China are low, the number of items imported from China can be usually large or huge not in simple proportion, compared with trade with Europe or America.

So, the above figure tells that the surge of trade with China to import cheap goods is one of the major causes of deflation/recession in Japan.

If suddenly another World No.2 economy has appeared adjacent to the existent No.2 economy, the latter would surely face a difficult situation like Japan that has faced China in a drastic situation change since 1993 or so.

The point at issue is that while there is no increase in population in Japan, more and more goods are imported from China, every year at average value of $7 billion or so since 1993.

The significance of the fact as one of the major causes of deflation/recession in Japan has however never been fully discussed by Mr. Bernanke and other American economists.

Ben, it is not a matter of interest rates of 1.5% or 1.75%, but an amount of imports from Chinese factories worth $15 to $17.5 billion every year if not deflation.

The Japanese Government this morning made an exchange intervention for the first time since 2004, in order to set the yen around 85 yen per dollar but not around 82 yen.



However, it is unthinkable that the ratio of Yen/Dollar will be soon back to "100 Yen = 1 Dollar," a level of early 2009 and before.

Put simply, there is too many dollar bills in the world while American financial influence is being reduced. To maintain balance, the Bank of Japan must provide yen bills globally as many as possible but not only into the domestic market. The yen are purchased not for investment into Japan now, but for circulation between the global markets, taking a share of the dollar.

Anyway, it is worth mentioning, since the Japanese Government this morning made an exchange intervention for the first time since 2004.

Before leaving the office of prime minister of Japan, I hope that P.M. Mr. Naoto Kan will infuse 100 trillion yen ($1.2 trillion) into the global market, while having the BOJ use dollars to buy stocks of GM, Microsoft, Apple, Google, etc. in the NYSE.

Indeed, knowledge of bookkeeping and English are keys to success of some Japanese economists who have ever learnt in the East Coast of America.
