SECTION I: Fukushima Contamination

According to a recent survey or a recently released survey result by the Japanese Government, a village around the Fukushima Daiichi shows 10 times more radioactive contamination than the evacuation area in Chernobyl.

Even some cities scores of kilometers far from the Daiichi Plant show an equal radiation level to the evacuation area or the forbidden area in Chernobyl.


The evacuation area in Chernobyl has 552,000 becquerels of radiation, and the forbidden area in Chernobyl has 1.48 million becquerels.


This  evacuation-area level of Chernobyl roughly matches green or light blue points indicated in the map below of the surrounding area of the Fukushima Daiichi Plant. 

Those areas around Fukushima Daiichi are mostly contaminated by cesium-137 that has a half-life of about 30.17 years. To decontaminate the ground around the nuclear power plant, it needs $120 billion of government budget, according to estimation.

The past Kan Cabinet is accused of delay in releasing or concealment of these data about Fukushima Daiichi. Many Japanese citizens are shocked to hear the true state of environment around Fukushima Daiichi.

SECTION II: Radioactive Elements

There are so many elements to be radioactive in the nature, though most of them are in stable condition in most of time.



SECTION III: Noda Cabinet of Japan

Though the national Diet of Japan elected and designated Lower House member of the DPJ Mr. Yoshihiko Noda as new prime minister of Japan yesterday, Mr. Noda is yet to form his Cabinet and thus yet to be authorized by the Emperor.

The past Kan Cabinet is in charge of executing the governmental administration till new PM Mr. Moda completes due process for starting his administration. It is expected that new PM Mr. Noda will complete formation of his Cabinet in this Friday, that is September 2.

article 6.
The Emperor shall appoint the prime minister as designated by the diet.
The Emperor shall appoint the chief judge of the supreme court as designated by the cabinet.

article 69.
If the house of representatives passes a nonconfidence resolution, or rejects a confidence resolution, the cabinet shall resign en masse, unless the house of representatives is dissolved within ten (10) days.

article 70.
When there is a vacancy in the post of prime minister, or upon the first convocation of the diet after a general election of members of the house of representatives, the cabinet shall resign en masse.

article 71.
In the cases mentioned in the two preceding articles, the cabinet shall continue its functions until the time when a new prime minister is appointed.
