Ex-Police Captain Shot by Gangster in Japan

An ex-police captain was shot to be badly wounded in Kita-Kyusyu City, Japan, 900 km west of Tokyo.

He had been in charge of fighting gangsters in the main city of Kyusyu Island, one of the four major islands of Japan, for 30 years till he retired in the last spring and started to work in the private sector.  So after his retirement, he has been under protection of the police.  But some suspicious guy was recently witnessed around his home.  And, yesterday when the ex-police captain was walking to his office in the morning,  a biker shoot at him three times while passing him.  Two bullets hit his thigh and loin, though the injuries were not life-threatening.

Fukuoka Prefecture where the city belongs is well known for bad reputation active gangsters have posed.  They especially intimidated construction companies.  In January of this year, the president of a construction company of Fukuoka was shot by a gangster to be badly wounded.  Early in this month one of top leaders of a crime syndicate was shot at his head to be seriously wounded by a member of another violent group in the area of Kyusyu.

The incident that an ex-police man who specialized in anti-gangster operation under police protection was shot by an apparent gangster gave a big shock to business people in the construction industry of Fukuoka.  By law, they are requested to report to the police if they are intimidated by gangsters who are extorting money.  But, they might become silent from the fear of being harmed by gangsters.

Now the law enforcement agency of the central government is sending reinforcements to Kita-Kyusyu City.  Police men in other prefectures and cities are being dispatched to Fukuoka Prefecture.

It is said in other countries being a member of a crime syndicate itself constitutes a crime.  But, in Japan laws are made on the premise of existence of gangsters in crime syndicates who have not yet triggered a crime.  If they commit a criminal act, laws apply.   Being a member of a crime organization is not a crime in Japan, and it is difficult to arrest a gangster for a reason that he only looks like getting prepared for a crime.  It might be too much respect for human rights of gangsters.

Japan has been one of the safest countries in the world, but it is not free from dark rulers targeting ordinary construction businesses for big money.  Justice should more prevail.  Japanese ordinary citizens should review a traditional sense of tolerance for anti-establishment guys on the street or in the neighborhood.
