Japanese Elites and Blogs

High ranking bureaucrats of the Japanese Government usually continue to have materially happy lives if they resign as elites endowed with state power by law.

They can get higher positions in various public organizations or private companies in their second life until complete retirement from the society.

However, it is one-way career. Unlike the many U.S., governmental positions secured for private citizens to be nominated by the President, there are fewer rooms for ordinary citizens to be nominated for executive posts in the Japanese Government. It is almost MUST to pass a civil-servant examination before or immediately after graduation of a university if you want to start a career in the Government as an executive trainee.

And, most of ex-executives or ex-high-ranking officials of the Japanese Government have traditionally never expressed their personal views on public matters to the general public.

But, today, partially due to a great split among Japanese people on key issues such as economic globalization, the US War on Terror, and an ever growing economic tie with China under control of potentially-anti-Japanese Chinese Communist Party, the traditional Japanese social system is undergoing a great change, giving more liberty and chances for personal activities to those who would otherwise just keep silence after retirement as elites of the Government even if they had grave complaints about the Government policy.

Indeed, if an ex-elite of the Chinese Government writes his complaint about the Government policy, he will be surely arrested secretly and severely punished secretly by the Chinese Government and the Chinese Communist Party.

Truly, there are not many examples among ex-US high-ranking officials who would publicly criticize the US Government, exposing concrete data and materials to the public, even if they have grave complaints about the Government policy. (There are some ex-CIA officials discussing the 9/11 Terror related problems in their publication, though.)

So, it is interesting to read blogs ex-elite officials of the Japanese Government write for whatever purpose on the Internet.

It is a great practice of democracy you cannot find in China at all; and it is a great personal challenge you cannot find in the U.S. whose society is as a whole so much divided between European Americans and African Americans (et al.) or the rich and the non-rich.


SECTION I: A FEMALE EX-HIGH-RANKING OFFICIAL & LAWMAKER

It is very rare even in Japan that a politician opens a blog and accepts free comments from the public.

In most cases, eccentric citizens or members of opposite organizations (mostly disguised or pretending to be an ordinary citizen) would attack a politician as soon as they find any mistakes or careless remarks in an article he or she has written in his/her personal blog.

In such a case, hundreds of attacking comments are directed to such a blog from darkness of the Internet per day, per hour, or so.

Most of politicians who have experienced such attacks would stop using their blogs or at least stop accepting comments from viewers.

So, it is very interesting that Ms. Satsuki Katayama, a lawmaker and ex-executive of the Ministry of Finance, has been coping with such comment-attacks to her blog.

It is also interesting that she is the only female member of the Diet (Japanese Parliament) who has ever been under direct attack at her personal blog while accepting such comments from the general public.

Apart from her political position, in terms of humanity and ability, it is noteworthy to see her personally managing, protecting, and leveraging her blog under indecent comment-attacks which are focused on some delicate expressions she used in her blog and intended to deny her whole personality and make her fail in the next election.

SECTION II: AN EX-HIGH-RANKING OFFICIAL & EX-LAWMAKER

Mr. Hiroshi Kumagaya was an ex-elite-bureaucrat in the central Government of Japan.

He changed his career to be elected as a national lawmaker between 1977 and 2003, while nominated for a cabinet minister sometimes.

Since his failure in election in 2003 against the ruling Liberal Democratic Party, he has not been engaged in the mainstream of national politics, though he has been writing a personal blog for many years.

His recent argument is on the Chinese militarism.

He expects China to continue to make every effort to be a military superpower.

So, the recent great earthquake in China gives a big shock to him, too, since it can be a sign of this Era.

Mr. Hiroshi Kumagaya also seems to be wary of European and American aggressive invasion of the Japanese money market.

A Diet member who now holds an electoral power base in the election district where Mr. Kumagaya had been once voted for is Ms. Satsuki Katayama, as described above.



SECTION III: AN EX-AMBASSADOR OF JAPAN & POPULAR BLOGGER

So far I know, there is only one ex-Japanese ambassador who is operating his own blog on the Internet for the purpose of promoting a regime change in Japan.

Bureaucrats of the Ministry of Foreign Affairs of Japan are generally regarded as most conservative elites in the Japanese society. But, Mr. Naoto Amaki is a very exceptional person, though he now seems to completely retire from an official life.

Since he once served as a Japanese envoy in an Islamic state, he takes a very critical attitude to Israel in articles he often writes in his blog.

There are some Japanese who are really interesting in Israel, whether friendly or critically.

However, one of reasons I have to pay attention to Mr. Amaki’s blog is that his blog ranks higher among hundreds of Japanese blogs related to politics.

His blog is currently ranked as No.10 with tens of thousands of visits per week.

I don’t know what organization(s) supports him to systematically boost the rating of his blog; but this is the only case that an ex-elite bureaucrat of Japan is achieving something among ordinary citizens, though in the cyber space.

Anyway, as long as the ex-ambassador is writing his blog in Japanese instead of English, the Japanese Government would not mind much about his criticism.

Only top elites of the Japanese Government seem to have any non-nonsense chances to discuss frankly about global issues with US high-ranking officials in any fields.

And this Guatemala issue is what I want them to discuss with American counterparts.

It is because it is a good example of failure of CIA in the Era before the War on Terror.

I mean that the War in Iraq seems very likely to become a 36-year conflict that will leave over 200,000 people dead.

Japanese bureaucrats and ex-bureaucrats should make an effort not to make Iraq another Guatemala.



(I heard the news that Mrs. Clinton has won overwhelmingly in West Virginia.

This Presidential race might result in a miracle eventually in November.

But, an Angel told me several months ago that it was 2012 that would count.

Unless Natural Disasters and Heroes Should Arise

It is cloudy and cold around Tokyo this morning as if the weather is sick and ill; and thus I have switched on an electric fan heater.

If you do not know the pain of having a disease, you cannot see the glory of the God appearing through the disease.

Do not trust very healthy people, since except some pious people they cannot love the weak and the poor until they die or get victimized by a cyclone or an earthquake.


(But do not try to commit a suicide like a member of the Japanese Self Defense Forces who tried to commit a suicide by disembowelment before the entrance of the Diet [Parliament] Building in Tokyo during the official visit of the Chinese President last week.)



SECTION I: CYCLONE AND EARTHQUAKE

In the early morning of May 3, 2008, a great cyclone hit southern Myanmar, a country becoming another North Korea under strong influence of China.

Before the news reached me, I was writing the EEE Reporter blog with the picture of the rising earth over the horizon of the moon.

It was also when I was gravely concerned with the situation in Tibet, since a week before the cyclone the Olympic Torch relay had been performed in Nagano City, Japan, though I did not stand against it.

At 3:30 p.m. on May 12, Tokyo time, a great earthquake hit southern China, near Tibet. It was just one hour after I had posted the EEE Reporter blog with the picture of the rising earth over the horizon of the moon.

It was also two days after the visiting Chinese President completed his official visit to Japan and the Horyuji Temple in Nara, though I did not stand against it.

Indeed, I went to the Tokyo Imperial Meiji Shrine on May 4 before the real scale of the Myanmar cyclone damages were understood and reported by the Media, telling you that a miracle would happen.

Then, for a week, I was waiting for the official visit of the Chinese President to Japan to be completed peacefully. Almost immediately after his leave from Japan, the miracle happened, since the great earthquake did not hit Tokyo but hit a region near Tibet in China, though Tokyo is scientifically said to be faced with a possible occurrence of a great earthquake at any time.

The cyclone took more than 50,000 lives, probably 100,000 in Myanmar.

The earthquake took more than 10,000 lives, probably 20,000 in China.

However, if a great earthquake hit Tokyo, 60,000 to 120,000 might be killed according to some estimation.

In my position, I like to say that as I stood against neither Olympic Torch relays in Nagano nor the official visit of the Chinese President to Tokyo and Nara, neither a great cyclone nor a great earthquake hit Japan.

Though one Japanese journalist was killed in Myanmar in the last fall and hundreds of Tibetans were killed in these months in Tibet or China, I am gravely sorry for those possible 120,000 victims fallen there in these weeks.

And, in between these tragedies, I really went and worshipped at the great shrine in Tokyo built for the Emperor Meiji and the Japanese race.

This is my testimony on the cyclone in Myanmar and the earthquake in Southern China near Tibet.


SECTION II: TSUNAMI FOR MUSLIMS; CYCLONE FOR BUDDHISTS

When the Great Sumatra Tsunami occurred in late 2004, I was bewildered at why only Myanmar could avoid the tragedy, though all the other countries, mostly Islamic nations, faced with the Bay of Bengal or the Indian Ocean suffered tens of thousands of casualties.

Now, three years later, the Buddhist country was so hit with tens of thousands of casualties.

Since the Great Sumatra Tsunami occurred in late 2004, Muslim insurgents and terrorists hiding between Indonesia and Pakistan have abandoned their violent plans to attack mainland America, as Japan wishes.

As these great cyclone and earthquake have so happened, Chinese Communist Party should abandon its strategies to control Myanmar, continue the occupation of Tibet, and give any threat to security of Japan and Taiwan.

This is my warning to the Chinese Communist Party who still continues to attack the Tokyo Yasukuni Shrine where fallen soldiers of the Empire of Japan were enshrined, showing their limit of wisdom and fatal inability to understand the religion of the Japanese people.


(Nobody is allowed to attack and humiliate any fallen Japanese soldiers enshrined in any shrine who were mobilized by the Empire of Japan, since the Era of Western attempt to colonize the world is yet to be ended as proven by the death of Princess Diana in 1997.)



SECTION III: Report On Secret Tour to Lhasa

A Japanese husband and wife visited Lhasa, Tibet, without official permission from the Chinese authority in 2004.

They posted the record of their difficult traveling to the holy capital of Tibet on the Internet, though in Japanese.

In short, the Japanese secret traveler to Tibet wrote that the faith in the Buddhism of Tibetans is true and genuine.

Though the Chinese policemen, in uniform or civilian clothes, are everywhere in Tibet and around Lhasa, it is impossible for Chinese communists to fully control the mind and heat of Buddhist Tibetans.

The United Nations should admit the right of Tibetans to join it as a nation.



SECTION IV: JOAN OF ARC AND JUDAISTS

The God chose Joan of Arc to save France from the invading English.

But, at that time, descendants of ancient Israelites who came to France following the Romans hundreds years ago must have been living there, too.

Those descendants of ancient Israelites must have had to fight against the aggressor and invaders from the Great Britain.

The God could have chosen any one of those Judaists or Israelites instead of Joan of Arc.

But, He chose a Christian girl in order to expose sins and wrongdoings of the Catholic Church who fatally let her down eventually while saving France and thus securing any good legacy of the Roman Empire.

This is a grave fact, since if Joan of Arc had been an Israelite, there would not have been the holocaust in the 20th century in Germany, since Judaists must have been thanked by continental Europeans, including Germans, for so long since the beginning of the Modern Age in Europe though it may seem too hypothetical.

Anyway, Judaists, including American Judaists today, seem to have lost an ability to listen to God since the end of the medieval times.

That may be why the Rothschild clan has recently unduly bothered the Japanese Government through their dark scheme to purchase more shares of a certain utility company holding a major electric infrastructure in Japan.

However, since Christians have been put under a holy trial since the September 11, 2001, earthquakes, tsunamis, and cyclones have also tested Muslims, Buddhists, and Communists.

And, I wonder why people in the world, especially Japanese, would not in earnest start to think about their birth and death, fates, and relationships with God, the Creator of the Universe and human fates.

There will be no female President of China in the near future.

There will be no female President of Russia in the near future.

There will be no female President of North Korea in the near future.

But, who will be the first female Prime Minister of Japan?


SECTION I: LAST NIGHT

Last night, to my surprise, Mr. Heizo Takenaka, a Japanese economist and retired politician who exercised strong power as a cabinet minister of the Koizumi Administration a few years ago, made a TV appearance last night from a Tokyo TV station.

After the TV program, I did a little job and went to bed to dream an interesting dream in which Japanese politicians and a female TV news caster appeared though I was very much struggling as is usual in dreams.

And, around this noon of Monday, I checked some blogs written or hosted by Japanese journalists, critics, politicians, and so on.



SECTION II: LAST NIGHT, TOO

Last night, I happened to remember that I recently bought a Japanese book in which Joan of Arc (1412-1431) of France and Rennyo (1415-1499), a notable monk of the Japanese Buddhism, are compared or together discussed as the figures who put an end to the Middle Ages to pave the way for the Modern Age, each in Europe and Japan.

SECTION III: A LITTLE RESEARCH ON JOAN OF ARC

The recent failures by a French female presidential-election candidate and a US female presidential contender must be telling a need to study Joan of Arc.

So, I checked some on Joan of Arc:

Very few people know that Mark Twain (Samuel Clemens) wrote a major work on Joan of Arc. Still fewer know that he considered it not only his most important but also his best work. He spent twelve years in research and many months in France doing archival work and then made several attempts until he felt he finally had the story he wanted to tell. He reached his conclusion about Joan's unique place in history only after studying in detail accounts written by both sides, the French and the English.

Because of Mark Twain's antipathy to institutional religion, one might expect an anti-Catholic bias toward Joan or at least toward the bishops and theologians who condemned her. Instead one finds a remarkably accurate biography of the life and mission of Joan of Arc told by one of this country's greatest storytellers. The very fact that Mark Twain wrote this book and wrote it the way he did is a powerful testimony to the attractive power of the Catholic Church's saints. This is a book that really will inform and inspire.

Indeed, the spiritual gap between Joan of Arc and contemporary female politicians must be desperately wide.

You cannot reach the moon by using ladders.

The Catholic Church in the early 15th century looked like a mass of ladders, while Joan of Arc was invited, beyond time and space, to a Japanese moon explorer now flying on an orbit around the moon.

The Chinese President visited the Horyuji Temple in Nara Prefecture, Japan, before going back to Beijing yesterday or so.

But, the Dalai Lama didn’t when he recently visited Japan only to see the wife of former Prime Minister Mr. Shinzo Abe at the Narita Airport near Tokyo.

The Horyuji Buddhist Temple is truly one of the best national treasures of Japan.

Whenever I saw a genius among Japanese, I felt like seeing the same intellectual structure as that the Temple exhibits.

It is not a replica of any existing temples in China or Korea.

Even Chinese communist-party leaders would discover what their civilization could not reach and maintain 1,400 years ago when they see the Horyuji Temple today.

And, remember it is just 850 years ago that the construction of Notre Dame de Paris began.

That is why Japanese researchers can handle duly Joan of Arc and female presidential contenders in France and America.

Blogs and Money for Japanese Politicians

Relatively young politicians in Japan today are trying to effectively use the Internet.

In older days when reconciliation among interested parties was covertly handled behind the scene, the general public could not see actual state of political life of individual politicians.

But, along with globalization of economy and reformation of the political system in Japan, relationships between stakeholders in the society and politicians have changed.

Making frequent TV appearances and gaining higher appraisal on the Internet seem to become more important for politicians, even though they cannot easily gain overwhelming popularity through their self-expression like in the case of former Prime Minister Mr. Jyunichiro Koizumi.

Anyway, a huge sum of the national budget is at their hands. It might be a kind of duty for voters to check what lawmakers write and present in their Home Pages and blogs.

For example, I can see how an agent from the US Embassy in Tokyo approaches a young and hopeful lawmaker of the Diet.

Or, I can see how a popular and young Diet member rewards his 11 secretaries for their contribution to daily political activities.

And, in a rare case, I can also observer how an ex-bureaucrat lawmaker is fighting against conventional or covert community in her electorate.

The problem she is now faced with looks like what her predecessors in the constituency must have solved before her election but conveniently left as it was, though it seems to involve a delicate moral issue.

These examples happen to represent three elements of politics: Information, Money, and Human Relationships.

But, basically, every politician would do anything, if not unlawful, to be elected and reelected over and over again. And, after being elected, Japanese lawmakers must live on any funds they can collect personally and "public subsidies to political parties" the source of which is the national budget of Japan.

As the latter is originally part of tax money Japanese people have paid to the Government, the general public must keep an eye on how each politician is working and contributing to the nation.

It is also important to watch their relationships with any dubious figures who, though ordinary civilians, are attracted by big money a politician can collect or handle.

For example, the Liberal Democratic Party (LDP) has recently received four billion yen ($40 million) from the Government from its yearly allocation of 16 billion yen, according to Ministry of Internal Affairs and Communications of Japan.

From this pooled money, each lawmaker of LDP receives his or her share according to allotment of the fund to each prefecture where he or she belongs to.

And, in most cases, each Diet member seems to receive around 15 million yen ($150,000) per year, which they can use almost without restrictions so long as the money is spent for political activities.

This is a state and reality of the Japanese political community.

And, if the mainstream media is not so effective in reporting these details and facts, ordinary citizens like me have to put their efforts to access a Home Pages or a blog of a politician in question or in the spotlight for some reason.

Indeed, present democracy in Japan really needs the Internet well managed and supervised.

Truly, the U.S. is also proving its effect.

But, can Chinese politicians stand this trial of democracy?

A Useful Book A Lawyer Wrote

A Japanese lawyer wrote in his bog that he once read a book written by a senior lawyer on skills of negotiations only to get unimpressed.

He actually met the author in real business who came to negotiate on behalf of a certain client. He was also unimpressed by the opponent lawyer’s skills.

But, the lawyer in his blog praised another book written by another senior lawyer.

I happened to buy the book to find interesting points as below:

(1) The Pareto Principle should be well understood.

The Pareto principle (also known as the 80-20 rule, the law of the vital few and the principle of factor sparsity) states that, for many events, 80% of the effects come from 20% of the causes. Business management thinker Joseph M. Juran suggested the principle and named it after Italian economist Vilfredo Pareto, who observed that 80% of income in Italy went to 20% of the population. It is a common rule of thumb in business; e.g., "80% of your sales comes from 20% of your clients."

For example, if you are elected as a Parliament member in any election district, 20% of voters for you are friendly supporters; 60% of them are essentially cool or neutral in preference for you; and the last 20% are just enemies of your opponent(s).


(2) Only 1 in 8,000 takes honor than big money.

Once in Japan, a widow tried to fire a friend of her late husband. The two men had been close friends and cooperated in management of a company the latter owned. Yet, she doubted if the friend of her late husband still honestly contributed to management of the company she then took control of, probably because he had more important business of his own.

But as the director was a close friend of her deceased husband, she asked the author, namely a lawyer, to go and tell him on behalf of her to leave the company. So, the lawyer met the director whose salary in the company was yearly six million yen (60,000 dollars) or so which was not so small as a part-time director’s income in a small or midsized firm then.

And, the moment the director understood the mind and will of the wife of his late friend, he accepted the request and said to the lawyer, “I will put my signature on the letter of resignation here and now (though I have been making my best to support the company in my own way, taking everything into consideration).”

There was, however, no need for negotiations in this case, since the leaving director did not request a retirement allowance at all.

The author, namely a lawyer, wrote that this is the only case that somebody took honor than big money on a scene of negotiations involving, of course, a lawyer, in his experiences of dealing with total 8,000 people in such a situation in this Japanese society.


(3) Take into account a probability of 30% for any accident to happen in business negotiations.

In Japan almost 15 years ago, I just tried to write a diary into an electronic file of my personal computer (based on Japanese OS), which however in these years I never do since any computer can be invaded and abused and a computer file can be easily copied and scattered.

Subsequently when a blog service was launched on the Internet, I thought I should have pursued the business idea of providing an open diary space on the Internet.

I missed a big chance to be super-rich like Mr. Bill Gates who happens to be now in Japan, as the God wishes.

Once it was often said that as Europe is a class society there is no universal sense of connection between vertically divided groups of people.

Thus, the meaning and functions of democracy are different from those in Japan and America.

The Internet fits more in Japan and America where most of people believe, roughly speaking, that their President or Prime Minister belongs to the same class they belong to: the class or category consisting of ordinary citizens or those with an ordinary view on life.


SECTION III: BLOGS IN AMERICA

Americans can enjoy rich outdoor lives in a more convenient manner than in any other industrialized nations due to their vast and varied land.

Maybe it is a sound environment to give a reasonable position to the Internet and blogs which look like a kind of phantoms in restricted space from a certain point of view.

But, it is also a powerful and effective tool not only for self-expression or presentation but also for business in America.

Significant part of American business activities and economy as a whole are now supported by the Internet.

Even the NYSE index level of 12,000 dollars is supported by the Internet in a sense.

The use of the Internet, home pages, and blogs only for personal use cannot boost the level of diffusion and utilization of this tool.

Their contribution to making money and profits in companies is one of important key aspects of their prevalence in America.


SECTION IV: PROSPECTS

For Japan, its blog culture can be a key to its future prosperity, since it may lead to the establishment and launching of Japanese high quality products in the software sphere.

Japanese hardware products conquered the world market in 1980’s and 1990’s.

Now, Japan needs software products, more powerful than animation or “Manga,” to further deploy its share in the global market, including the entertainment industry where US films are rampaging.

The blog culture can be a seed for that.

For Europe, its blog culture should find a way to a large-scale expansion so as to connect people divided by class and culture.

Then, more through democracy will prevail, so that European people will be free from monopoly of economy by super-rich people linked with the European upper class or noble class.

For America, the Internet and blogs must be more extensively used in fields outside business and personal entertainment. They have really contributed to the rise of Mr. Barack Hussein Obama.

They can pave the way for the launching of the Third Major Political Party in the U.S.

They can turn the poor people to an American Religious Revolution.

But, as experts in this field have already realized, the Internet and blogs can be a terrible weapon to destroy any individuals, companies, public agencies, or even the governments, since specific organizations are really using them strategically, including on one hand the Chinese Communist Party, the Japanese Communist Party, etc. and on other hand Rothschild-associated companies, Rockefeller-associated companies, etc.

You need experts of bona-fide intentions.

They can be true heroes in Japan, Europe, America, and the world.

You might wonder yesterday on viewing the EEE Reporter about how a bias current is provided with changes at one billion times per second.

Chinese President Mr. Hu Jintao landed on Japan yesterday and was welcomed by Japanese Prime Minister Mr. Yasuo Fukuda.

The two leaders had a dinner meeting in a restaurant in the Hibiya Park where the Father of Modern China Sun Yat-sen, while fleeing from persecution by Qing-dynasty government around 1900, often visited and got funded by Japanese supporters, including the owner of the restaurant, in the amount of $20 billion in present-value.

It was the Empire of Japan who helped Chinese leaders take the helm toward modernization before WWII.

Japan was and has been a true stakeholder in mainland China all through WWII since the last days of the Empire of Qing.

And, do not misunderstand. It was Japan who taught contents of the Western Civilization to Chinese leaders 100 years ago.


SECTION II: RUSSIA

Japanese Prime Minister Mr. Yasuo Fukuda recently flew to Moscow to have a talk with Russian President Mr. Vladimir Putin as part of preparation of G8 Summit.

It is time for Russia to realize that their attribution of the defeat in the Cold War should be directed to their failure in competing with Japan in terms of modern industries.

The Cold War in the late last century ended when elites, bureaucrats, and citizens of East Europe and the Soviet Union discovered that Japan alone could overwhelm them all in terms of science, technology, business, and economy in addition to the modern culture.

Russia should share with Japan the fate of East Siberia and the regions around the Sea of Okhotsk where abundant natural resources are waiting for mutual development, since Japan can only manage it peacefully and orderly leading Koreans and Chinese.


SECTION III: THE UNITED STATES

Liberal, former Japanese Ambassador Mr. Naoto Amaki pointed at a recent suspension of the meeting between the Japanese Defense Minister and the US Defense Secretary as a proof of disguised friendship and self-interest-seeking of the US Government.

As Japan cannot discuss the delay of transfer of a US Marines base in Okinawa and the U.S. cannot discuss the transfer of high-tech military technology to the Self Defense Forces of Japan, for a complicated reason each, as agendas, they have decided to suspend a scheduled meeting to be held in Washington D.C.

Meanwhile four US soldiers stationed in a US base near Hiroshima who violated a Japanese woman were recently taken to US military court in the US base there.

Also recently, as the ruling Liberal Democratic Party lost a by-election in an electorate near Hiroshima without pity despite so many efforts, the mood among Japanese voters has turned to be clearly a headwind to the Fukuda Administration.

If the Bush Administration ever wants to support the current Japanese Administration, they should stop requesting big money from Japan in exchange of the withdrawal of US Marines from Okinawa to Guam and announce it to Japanese voters before G8 Summit which is to be held in Japan this summer.


SECTION IV: JAPAN

Last night I dreamed an unexpected dream.

A Japanese female politician appeared in my dream.

She is not evil-minded, unlike some women who support an absolutism ideology or even join the Mafia.

But, Ms. Yuriko Koike, former female Defense Minister of Japan, has been in Germany to study European efforts on the War on CO2 with some Opposition-party elites.

A former TV news caster, who was elected as an Upper House Member of the Diet last year, recently married. Accordingly, she seems to have no problems, since her electorate is Tokyo.

And, of course, former Foreign Minister Ms. Makiko Tanaka, who yesterday also met with the Chinese President in Tokyo for a very special reason since her father once officially met with Mao Tse-tung in Beijing in early 1970’s, is older than I.

Yet, you had better sometimes check Home Pages or blogs maintained and operated by Japanese female lawmakers.

Will Mrs. Clinton be the first US President to run a President blog from the White House with her husband in charge?

This is the last day of the consecutive-holiday season between late April and early May in Japan, which is one of the best seasons in Japan.

I love this season, too, since everything in fields look fresh and green leaving the last memory of dry winter. Most of snow stacked in mountains facing the Sea of Japan finally melts away in this season, though Mt. Fuji is still snow capped.

But, Myanmar is suffering almost ten thousand deaths due to a big cyclone; and Bolivia is faced with a split of the nation between the richest province and poor provinces.

A Japanese journalist killed in Yangon, Myanmar, in the last fall, while holding his camera till his death, and Japanese and Israeli tourists recently killed in an unthinkable car accident on a huge salt lake in Bolivia might be really foretelling the present tragedy and turmoil in these two poorest countries in East Asia and South America, respectively.

If you can sense any divine will or warning in these pieces of news, an Angel may be close to you so as to boost your faith more.

But, I will write some on technology.


SECTION I: KEY OF COMPUTERS: HIGH SPEED SWITCHING

Computers and electronic equipment mankind today uses are based on a high-speed switching technology and a signal amplification technology.

On a road you can see hundred cars running to one direction. But, they suddenly stop when a traffic signal changes from green to red.

Cars can be regarded as electrons, a mass of which is electric current. And as cars run on the road, the surface of the road causes heat due to friction between tires of the cars and the road material. The total heat can be regarded as voltage.

A higher voltage means a signal level "1," meaning all the cars are running, while a lower voltage means a signal level “0,” meaning a state of cars all being stopped and standing still without causing friction and heat to the surface of the road.

(So, hundreds (of millions) of cars as a mass generate a level "1" but not a single car which can be regarded as one electron.)

If you can change the traffic signal one billion times per second (Giga Hz), the movement of cars would really show how electric current, though very small, flows in your computer.

As every data in your computer is logically a mass of the numbers “1” and “0,” handling them at a high speed in electronic circuits is a basic requirement for a PC.

But, you cannot use a metal wire and a mechanical switch or relay for this high speed switching, since they cannot follow the speed needed and meet the size requirement.

On the other hand, a very small semiconductor chip can be used for this purpose, since it can change its state at a high speed from a kind of metal to a normal stone which cannot flow electric current.

Only you have to do is apply a small bias current from a different path to a semiconductor device just like a traffic signal by the road; then a main big electric current on the main path can be stopped or allowed to flow following a high-speed change in the bias current.

The most primitive type of this device is a vacuum tube.

That is why the world first computer was built just after WWII, using, say, 18,000 vacuum tubes for switching of electric circuits.

But, there was a new discovery after WWII: a new material which is half metal and half non-metal. It is thus called a transistor or a semiconductor.

By changing the sate between metal and non-mental at a higher speed, say one billion times per second, you can control the flow of electric current and thus the level of voltage, so as to handle data, a mass of 0 and 1, in your computer.


SECTION II: A LITTLE HISTORY OF WWII

Once a convenient device used for this switching in an electric circuit was a vacuum tube.

Copper and other ordinary metals for a simple electric circuit are put in a vacuum tube to let electrons fly between metal terminals without obstacles in the air.

Before WWII, America had well advanced in the vacuum tube technology. They could apply it to a weapon. They put it in a blasting fuse of a cannon ball to be shot from an anti-aircraft gun mounted on a navy ship. When a Japanese fighter plane got closer to a cannon ball, a metal detection circuit in a cannon ball worked, causing a change in an electric current which is amplified by a vacuum tube so as to trigger the blasting fuse.

Even if a cannon ball did not hit an airplane, it could blast and damage or destroy the airplane as long as it came closer enough for metal detection to the flying plane.

Many Japanese fighter and bomber planes were shot this way during WWII.

So, it is natural that after WWII Japanese engineers tried hard to adopt and apply a transistor invented in the U.S. just after WWII. The key to Sony’s success also lies in their active efforts in this field to apply this technology to consumer products.

Indeed, as the late Mr. Morita, one of founders of Sony, was an (engineering) officer of the Imperial Navy, it is more understandable that Sony aggressively introduced the transistor to its products.

It is a commonsense among engineers in Japan that the Empire of Japan lost the War against the U.S. since the US navy could use advanced electronics, such as a radar, a VT fuse, and other telecommunication equipment to decode ciphered messages.

(Of course, a Zero Fighter was equipped with a radio cimmunication equipement and the battle ships Yamato and Musashi were equipped with radars, but their performance was lower than American equipment.)


SECTION III: KEY TO TELECOMMUNICATIONS: SIGNAL AMPLIFICATION

When sending a signal far, it naturally loses its strength.

On a wire or on air, the further an electric signal is transmitted, the weaker it becomes.

But, such a signal or a radio wave usually keeps its original shape.

So, all you have to do is to amplify or magnify the weakened signal received in your TV set, cellular phone, or computer, so that you can hear and view contents the signal is carrying with your eyes and ears through or on such equipment.

In other word, electric signals received should be amplified at least to a voltage level at which electronic circuits in a cellular phone, a computer, a TV set can handle them appropriately.

This amplification or revitalization of signals can be done using a vacuum tube like a VT fuse used in WWII.

But, a transistor or a semiconductor can be also used to amplify or magnify the signal received.

In the analogy of a traffic signal, if all the cars on the road blink their headlight following the blinking of a traffic signal, you can see one small movement and rhythm of a traffic signal is multiplied by hundreds of cars in synchronization.

Without this signal amplification technology, you cannot even restore the signals used to transmit the image of the earth taken and sent by a Japanese space craft flying around the moon now.


SECTION IV: APPLICATION OF HIGH SPEED SWITCHING AND AMPLIFICATION

Now, you have grasped two key concepts of the PC, the TV, and the cellular phone technologies: High-Speed Switching and Signal Amplification.

In a sphere of technology, we use very advanced semiconductors, often called ICs or LSIs, or simply chips, to realize these functions.

But, there are other flows in this world: information, money, business transactions, and goods and people.

My idea is to apply those key technical concepts to the sphere of information, money, business transactions, and goods and people.

Smart guys in the financial sector have actually already applied this kind of concept to their daily operation, using advanced computer/communications systems and software.

But, my intention is to take hold on them and prevent them from further doing sinful business with advanced financial technology.

It is because a total amount of financial assets in the world has reached $150 trillion in 2006.

This is more than three times larger than a total amount of the global real economy.

And an amount of money being traded globally over the global high-speed communications/computers-complex systems has reached nowadays $3 trillion per day.

Though one dollar is not an electron, it may be useful to apply the above concepts to the control and regulation of the global money market.

Is the Article 9 Crying or Laughing?

Today (Monday) and tomorrow (Tuesday) Japan is still in a national holiday sequence.

(Yesterday, I saw some people who looked like an American mafia member, a Chinese prostitute and a Chinese mafia member, a US intelligence agent, and a Japanese female spy, but also an old noble Japanese woman in addition to some innocent European and American girls, in a famous shrine in Tokyo, according to my humble observation.)



Then at night, of course after humble work, I watched a news reporting show on TV where Ms. Yoshiko Sakurai, a notable female journalist, commenting on economic activities of certain local villages in China, since villagers are living on extracting valuable metals and other resources from abandoned home electronic appliances illegally imported from the U.S., Japan, and Korea in a quantity of almost a million.

Ms. Yoshiko Sakurai seems to become now a kind of Godmother for younger generation of Japanese lawmakers, though she predicts that popularity of the Japanese Prime Minister will further drop since he is going to welcome the Chinese President soon without any hope of diplomatic accomplishment except borrowing of Pandas from China.

Decades ago, when I first saw her in a late-night news reporting program, I was very much impressed with her intelligence and fairness in a manner.

But, she might not have heard songs, such as the one below, popular comedian Mr. Masaaki Sakai, who also took part in the TV program last night, was singing in late 1960’s, of course in Japan.

SECTION I: JAPANESE CONSTITUTION

Existence and authority of any country is based on three indispensable elements: a sovereign right over its territory, a sovereign right over its economy, and a sovereign right over its defense.
Therefore, any constitution should be specified to extend and embody these three elements.

After WWII, General MacArthur tried to punish and humiliate Japan by writing and pressing a draft of the Article 9 of the Japanese Constitution on the Japanese Government who eventually adopted it almost as it was.

The Article 9 reads:

CHAPTER II. RENUNCIATION OF WAR
   Article 9. Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes.
   In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.

However, when interpreting and applying this Article, the above said three fundamental elements of a nation state should be observed and respected.

Therefore, Japanese military forces cannot be identified as land, sea, and air forces, as well as other war potential that are maintained for an aggressive war or a war of invasion as widely seen in the world during WWII.

In this context, the current Japanese military forces are different from military of any other countries; I mean that Japanese troops are one-rank higher in terms of status viewed from the ideal on peace of mankind.

The right of belligerency of the state will not be recognized; but protecting Japan from military invasion by other country is of course a preferential element without which the sovereignty and independence of Japan will be lost and consequently the Japanese Constitutions will be abolished by occupying foreign forces.

(In this regard, the Article 9 must not be interpreted as a suicide clause which denies the ground of the Constitution itself, namely survival and endurance of the nation state Japan.)

Even if China tries to invade Japan and Japanese Self Defense Forces expels them from Japan’s territory, Japanese Self Defense Forces cannot land on mainland China in its counterattack operation, as it will turn to be a war from natural defense and thus it will be an exercise of the right of belligerency.

In other word, Japanese self defense forces cannot be regarded and cannot function as land, sea, and air forces, as well as other war potential the Japanese Government can use for a war (of invasion of the WWII type) but defense of the nation.

General MacArthur must have been laughing at Japan and the Japanese since the then Japanese Government and people some 60 years ago accepted this Article so submissively, like the Philippine people when they had been colonized by the U.S.; but nobody in the world is now laughing at Japan, since still some old soldiers remember the holy shrine in good and old days.



SECTION II: EXPORT OF WEAPONS

Having said so, Japan can of course abolish the Article 9 by national votes.

Then what would happen?

Presently, Japanese laws based on the Constitution forbid export of weapons from Japan to any countries.

If the Article 9 is abolished, Japanese manufacturers will surely start to develop advanced weapons and export them to the world, competing with others in the same trade in the U.S., the U.K., and France.

And, as seen in various industrial fields, Japanese defense businesses would most likely win the business competition in the global market.

Even Sony, Toyota, Panasonic, Hitachi, Canon, and so on would start to develop, design, and produce advanced and smart weapons which would be global best sellers.

I think such a situation must be avoided.

If Japan can earn easily $1 trillion with overseas sales of weapons, it should not do so.

That is why the Article 9 of the Japanese Constitution should be maintained; and thus the present Japanese Constitution should be maintained as a whole, since it stipulates that sovereignty resides with the people but not with the Emperor.


(Otherwise, who now living in the Japanese society contaminated by goods and capital could serve the Empire of Japan with the Imperial Constitution based on the samurai code of conducts?)



SECTION III: BRITISH ROYAL FAMILY

As the British Royal family is so much linked with defense business, it is not so holy at all.

Especially I am afraid that the British Royal family is losing respect amongst Arabs.


SECTION IV: FRENCH ELITES

It is said France has advanced industries only in the defense business, the nuclear power generation, and Train a Grande Vitesse (high-speed trains) all of which are directly managed by French elites rather than successful citizens.

The French Government recently lost a business chance worth $50 billion as the British Government successfully sold weapons to Saudi Arabia by leveraging a royal tie between the two countries.

So, I am afraid that the French elites are losing respect amongst Arabs.

Or do you expect that the Japanese Imperial Family and the Japanese elites will be in the near future engaged in arms sales globally like in some European countries and kingdoms?

(I had a dream last night in which a former Japanese Prime Minister appeared. He looked however different from his usual appearance, since his hair was cut and well combed like an ordinary businessman.

Then, I woke up and went out to the Meiji Shinto Shrine in Tokyo this morning.

I offered homage to the spirit of the Emperor Meiji, the grandfather of the Emperor Showa, though it is now the Heisei Era in Japan, 20 years after the Showa Era.

Yet, I also greeted a homeless man near a railroad station in Tokyo on my way back.

And I came home safely an hour ago.

Now, I am waiting for a miracle to happen here and there…)

!!NOTICE, CAUTION & APOLOGY!!

Though I always expose the link address for your judgment and adopt only safe link addresses, ultimately there is no assurance of safety in the world of the Internet for any operation due to original technical specifications of the Internet.

Please ask help from an engineer who at laest knows the term "RFC" (Internet technical documents) to get reliable support on an Internet problem.

EEE-LECTURE ON AMERICA

Last night after viewing the late-night TV news program I had to kill one cockroach with a spray, prepared for this possibly-once-a-year action, to go to bed.

And before waking up this rainy and cloudy Saturday morning, I had a dream in which I was talking with the US President.


SECTION I: WHAT A HISTORY, THE AMERICAN HISTORY

As I once wrote on Feb 2, 2008, the history of the U.S. began when Little Turtle stopped to fight against George Washington in 1794 to sign the Treaty of Greenville that admitted that Native Americans were an entity the US Government should deal with in a diplomatic manner between two sovereigns, though its main function was to open a path to the West, namely beyond the Ohio River, for George Washington and other aggressors.

Since then, European Americans drove Native Americans to barren lands; forced African Americans to work as slaves till they died; fought British and Spanish as well as Mexicans to secure or expand territory; annexed Hawaii; purchased Alaska; and colonized the Philippines.

But, as the Empire of Japan had no will to destroy America through the Pacific War as much as possible even if the War should have resulted in stabbing each other to death, the U.S. won this greatest War it had ever fought in a full scale even with a horrible weapon, the nuclear or atomic bomb.

But, the U.S. had to carry out wars against -
(i) North Koreans and Chinese the Empire of Japan had so long controlled, managed, and tried to subjugate,
(ii) North Vietnamese the Empire of Japan had saved from France and controlled after Nazi Germany had launched WWII, and
(iii) Russians the Empire of Japan had been so long emulating to stop them from invading East Asia.

It is because the God Almighty wished that Japanese should adopt the Christian-ideal-based Constitution (with a help of Americans after the defeat in WWII) and the U.S. should be, in lieu of samurai-spirited Japanese, in charge of dealing with Koreans, Chinese, Vietnamese and other Marxist East Asians, and Russians.

Remarkably, Americans fulfilled the wish of the God Almighty, and Japan still keeps its Constitution as it was first enacted on May 3, 1947.

The God Almighty put an end to this American history by having the U.S. lost in the Vietnam War, though Vietnam broke up with China to save Cambodian people from a holocaust being carried out by Chinese-communist-brainwashed Khmer Rouge, which really stopped Chinese Communist invasion of South East Asia whose people began to learn from the unbelievable recovery and success of democratic Japan after WWII.

Thereafter, until the fall of the Berlin Wall and Saddam Hussein’s invasion of Iraq, the history stood still for Americans at large.


SECTION II: NEW FRONTIERS FOR THE U.S.

Every historian admits that the U.S. changed since the Civil War. Even it is said that before the Civil War the word, “the United States,” had been used in the plural form, but in the single form after the War.

As 600,000 European Americans died in the Civil War, emancipated African Americans have never revolted and tried to retaliate against European Americans with weapons thereafter, which the God Almighty so wishes.

Every historian should admit that Americans turned to be further materialistic rather than Christian through the Great Depression in 1929, the Pearl Harbor Attack in 1945, the JFK Assassination in 1963, and the Persian Gulf War in 1991.

Indeed, everything was prepared; and here came the 9/11 Terror in 2001.

(I, personally, wonder if the God Almighty had, only for the moment on the Sept. 11, 2001, Columbus encounter a book Marco Polo had written on China (under the Mongolian dynasty built by Genghis Khan) and Japan 200 years before, so as to make him reach the New Continent though Columbus tried to land on Japan, the country of gold as Marco Polo had so depicted.)

The last destiny given to the U.S. is to save the world from the energy crisis.

But, in a peaceful and Christian manner by sacrificing rich resources it has on its vast land and in its dynamic territory and economy or with the most advanced military systems to control Islamic governments in oil-producing regions?

Is the last destiny of the U.S. going to be fulfilled by its helping poor and suppressed Muslims and Arabs, suffering under oil-rich royal families and dominant classes, and introducing democracy to those Islamic nations?

Or, will simply material-desire-driven policies and wars of the U.S Government make Americans fail in this great test of the history titled the “War on Terror” and “Peak Oil” or otherwise “CO2.”

If so, it will be a decisive catastrophe of mankind.

If not, there will be the 22nd century for mankind, namely our descendants, so prosperous with more advanced science and technology that should make dreams of US scientists of today to expand frontiers to the moon, the Mars, and far beyond to the Galaxy…

Indeed, in these consecutive holidays, most of Tokyo residents left the city for home provinces or leisure trips abroad or domestic.

So, it is a good season to enjoy driving around in Tokyo.

I will go to a certain prominent Shinto shrine in Tokyo, but there are two prominent shrines: the Meiji Shrine and the Yasukuni Shrine, though both are relatively young shrines; and I have no personal connection of whatever sort to the latter.

On the Sunday morning I may be sending a salute before a certain shrine, since the Emperor Showa once respectfully bothered to visit the battleship Musashi, the largest warship mankind has ever built but sank while fighting a hundred of US fighter planes during the Battle of Leyte Gulf in 1944, though the Pacifi Ocean is somewhat observed from a moon orbit now…)
